CONSENT CALENDAR
1. Approval of Minutes: Approved 6-0-1 (July 6, 2022); Member Hollenback abstains.
ADMINISTRATIVE BUSINESS
Installation of new Vibraline Bike Lane Buffer (Angel Torres, Senior Engineer)
Senior Engineer Torres introduced to BPAC an intersection transition for bikers on Junipero
Serra. Member Gore and Hollenback commented on the concerns of car traffic not seeing
the intersection transitions; Chair McAuley suggested they be reflective. Member Yip
confirmed this was an improvement and would enhance low speed streets although on
high-speed streets this is an interim project. Senior Engineer Torres confirms this is a
pavement rehab project and funding would be taken from that fund to enhance the safety
of all bikers; the test will be how the public reacts. Secretary Espiritu confirms this.
ACTION: None taken, comments for Senior Engineer Torres can be provided through Secretary Espiritu
Utah Avenue/US101 Overcrossing Project (Matt Ruble, Principal Engineer)
Principal Engineer Ruble introduced the capital improvement project and the project
design team. From the project design team, Jeff Zimmerman of the consultant firm
AECOM presented the projects’ purpose; which is to provide an additional local east-west
connection across US 101 that benefits all transportation modes. Principal Engineer Ruble
confirmed the presentation showed class 2 bike lanes but where feasible there will be class
4 bike lanes implemented; member Guzman agreed, class 4 bike lanes would be better.
Member Gore and project designer Zimmerman discussed that the proposed Utah Avenue
overpass would be for all, vehicles, bikers, and pedestrians; member Hollenback suggested
there be sidewalk guardrails and protected bike ways. Vice-Chair Bowen agreed. Member
Yip disagrees with this project and read a comment letter that he provided on the CEQA
document. Member Guzman proposed the overpass be only for bikers and pedestrians.
ACTION: None taken, none required
