ADMINISTRATIVE BUSINESS 1)South Airport Blvd & Belle Aire Rd Public Access Improvements Project (Info Only) Jason Hallare, Senior Engineer with the Engineering Department, shared a power point display on the Zoom meeting to share the highlights of the project. The project improves public access for bikes and pedestrians to get to the Bay Trail. Project includes additional signage, high visibility cross walks, flashing beacons, and bike boxes. The left turn U-turn lane near the Costco is being removed to improve safety and allow for the bike box space. All grates in the project area will also be replaced with bike safe grates. COMMITTEE COMMENTS •Several committee members voiced support/praise for the removal of the u-turn near Costco to improve safety •Could the hash marks that signify the bike box be continued across the intersection for added safety? -No, the skip marks do not cross through the intersection as that is not part of allowable design. •Could we have the crosswalk at S. Airport Blvd. crossing to N. Access Rd. made into a high visibility crosswalkwith flashing beacons? -We will consider that and look to it – we have to check with Caltrans. •You expect the bikes to make a left turn off of S. Airport onto Belle Aire Rd but the gas station on the right backs up a lot so will there be protected bike lane or divided bike lane here? -There is no plan for a buffered bike lane and there may not be enough space. •Can you describe what the bike box off of airport will look like – will the bike be making a left turn with the same signals or do they get off their bike to cross the street? -The bikes with the bike box will be able to get in front of the vehicles so they are more visible to drivers. The cyclists will be able to lead the turning movement and stay on the outside of the vehicles. It will be a large painted green box. •Given that this is one of the first bike boxes in our city, there is concern about how drivers will respond to them and how we can educate the public about it. Will there be instructions that tell the driver not to stop in the bike box? -We can write up a press release with the communications team and we will add signage/indicators. •When will this be implemented? -We are expecting Spring of 2021. ACTION: Info Only, no action required 2)Emails from the public No emails have been received from the public. COMMITTEE COMMENTS •The temporary fences along construction sites – on S. Spruce Ave we recently has another fence fallen down laying over the side walk and I hope we get something in the master plan that requires that the fencing be set far back enough, at least 6 feet, to prevent fallen fences from obstructing the walkways. •The pedestrian crossing between Los Cerritos and the Boys and Girls club is going off all the time even without pedestrians and committee members are concerned that people will begin to ignore it creating a hazard. Staff stated that they will look into the issue and communicate it to Traffic Safety Committee to review the issue. •On Spruce at Canal street near the little bridge there is not enough room on the narrow sidewalk for people with strollers or walkers which creates a hazard when they need to use the street to get by. Staff will reach out for more details and communicate it to the Traffic Safety Committee to review the issue. •We do not have ADA ramps in Mayfair village and some residents do need them. STAFF COMMENTS •Update regarding the bike space during the construction on Linden Ave, there are share-rows on the road to allow the bike to use the full lanes. Public works also stated that the construction will wrap up in a few weeks. Committee members suggest changing the solid yellow lane stripping to make it a passing lane to give more room to cyclists.
