AN ORDINANCE ADDING CHAPTER 2.22 ENTITLED "SIGNATURES"
TO THE SOUTH SAN FRANCISCO MUNICIPAL CODE
THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO DOES ORDAIN AS
FOLLOWS:
SECTION I. CHAPTER 2.22 ENTITLED "SIGNATURES" ADDED
There is hereby added to the South San Francisco Municipal Code Chapter
2.22 entitled "Signatures" which shall read as follows:
"Chapter 2.22
Signatures
Sections:
2.22.010 Purpose
2.22.020 Warrants
2.22.030 Contracts
2.22.040 Bail Trust Fund
2.22.050 Bond Redemptions
2.22.010 Purpose. The purpose of this Chapter is to provide by ordinance
that certain instruments described herein may be signed by officers other than
the Mayor as provided in Government Code Section 40602.
2.22.020 Warrants. The following officers are authorized to sign checks,
warrants and bank signature cards:
A. Office of the City Manager:
(1) City Manager
(2) Assistant City Manager
B. Finance Department
(1) Director of Finance
(2) Accounting Officer

Two signatures are required with one signature being from each of the
designated departments and with the provision that one signature shall
be manually affixed and the other signature may be affixed by plate or
other approved mechanical means on checks or warrants, except for payroll
checks in which case the two signatures may be affixed by plate or other
mechanical means~and may both be from the Finance Department.
In accordance with Government Code Section 5501, each of said
authorized officers shall file with the Secretary of State his or her
manual signature, certified by said officer under oath, if said officer's
signature is to be affixed by plate or other approved mechanical means.
2.22.030 Contracts. The City Manager and Assistant City Manager are
authorized to sign all written contracts made or entered into by the City
and to sign all other instruments requiring the City seal as directed by
the City Council. For the purpose of this Section, Whenever a Motion or
Resolution of the City Council authorizes or directs the "City Manager"
to sign a document, the term "City Manager" shall include the Assistant
City Manager and shall also include any other officer or employee of the
City when said officer or employee is acting as City Manager pursuant to
the provisions of Section 2.36.020.
2.22.040 Bail Trust Fund. The following officers are authorized to
sign for disbursements from the Bail Trust Fund of the City:
A. Police Department:
(1) Police Records Supervisor
(2) The Police Captain assigned as Captain in charge of
Services Division
Finance Department:
(1) Director of Finance
(2) Accounting Officer

Two signatures shall be required to issue a check from said Trust Fund,
with one signature from each of the designated departments.
2.22.050 Bond Redemptions. The City Treasurer is authorized to:
A. Establish and maintain checking accounts for bond redemptions; and
B. Issue bond redemption checks over his signature.
SECTION 2. SEVERABILITY
If any section, subsection, sentence, clause or phrase of this Ordinance
is for any reason held to be invalid or unconstitutional, such decision shall
not affect the validity or constitutionality of the remaining portions of
this Ordinance. The City Council hereby declares that it would have adopted
this Ordinance and each section subsection, sentence, clause or phrase hereof,
irrespective of the fact that any one or more sections, subsections, sentences,
clauses or phrases be declared invalid or unconstitutional.
SECTION 3. PUBLICATION AND EFFECTIVE DATE
This Ordinance shall be published in the "Enterprise-Journal", a news-
paper of general circulation in the City of South San Francisco, as required
by law, and shall become effective thirty (30) days from and after its adoption.
