RESOLUTION APPROVING FINAL MAP 22-0531 FOR
THE PURPOSES OF DEDICATING PUBLIC
RIGHT-OF-WAY AND CREATING FIVE LOTS
THROUGH THE MERGER OF NINE EXISTING LOTS AS
PART OF THE SOUTHLINE PROJECT, AUTHORIZING
THE CITY MANAGER TO EXECUTE THE FINAL MAP
AND RELATED AGREEMENTS, AND AUTHORIZING
THE RECORDING OF SAID FINAL MAP AND ALL
RELATED DOCUMENTS WITH THE SAN MATEO
COUNTY RECORDER.
WHEREAS, On July 13, 2022, the City Council approved the entitlements and vesting tentative
map for the Southline Development (under P 19-0087) which included a Condition of Approval requiring a
Final Map for reconfigured parcels, right-of-way dedications, public easement dedications, and private
easement reservations; and
WHEREAS, Final Map 22-0531 will reconfigure the existing nine parcels into public right-of-way
dedications, four private parcels, for Southline Phase I, and a fifth remainder lot of 16.438 acres for a future
Southline Phase II project; and
WHEREAS, the Final Map will dedicate 3.129 acres (136,300 square feet) across the center of the
project site to the City for a new Southline Avenue which will connect Huntington Avenue at the City of San
Bruno to the intersection of South Linden Avenue and Dollar Avenue, and
WHEREAS, a 2,466 square foot area at the southwest corner of the Project Site will be dedicated
for a new cul-de-sac on Tanforan Avenue; and
WHEREAS, an additional 478 square feet public right-of-way dedications are included for
roadway widening at the northwest corner of the Project Site along South Maple Avenue and at the corner of
Tanforan Avenue and Dollar Avenue; and
WHEREAS, various Public Utility Easements will be granted along the public right-of-way to
support Pacific Gas & Electric, California Water Service, and other service provider facilities; and
WHEREAS, a Public Storm Drain Easement will be dedicated connecting Southline Avenue to
Tanforan Avenue to allow the treated stormwater runoff from Southline Avenue to connect to the existing
City storm drain main in Tanforan Avenue; and
WHEREAS, Traffic Signal Easements will be dedicated at the proposed Southline Avenue
intersection in the center of the project site for City -owned and maintained traffic signal facilities; and
WHEREAS, the Developer is reserving a 5 -ft wide Private Utility Easement crossing north -south

at the center of the proposed Southline Avenue for the purpose of future fiber or communication interconnect
between Phase I and Phase II of the Southline Development; and
WHEREAS, three Pacific Gas & Electric Easements that will remain as shown on the Final Map
but will be quitclaimed by separate instrument prior to building permit issuance; and
WHEREAS, a Subdivision Improvement Agreement will be recorded which will ensure the
faithful performance of installation of the public improvements and secure bonds adequate to cover all of the
construction, inspection, and administrative expenses associated with Phase I public improvements in the
event of a default; and
WHEREAS, as a portion of the public improvements required as a part of the Project is located
within the City of San Bruno boundaries, including traffic signals, utilities, landscaping, and pedestrian
facilities at the Huntington/Southline intersection, the Subdivision Improvement Agreement incorporates a
Memorandum of Understanding being prepared by the City and City of San Bruno, which would allocate
their respective rights and responsibilities in inspecting, monitoring, and curing any Developer defaults, with
respect to the improvements located within each of their boundaries; and
WHEREAS, an Encroachment & Maintenance Agreement will be recorded and requires the
developer or property owner to maintain any street furniture serving the property, stormwater treatment
measures, landscape, and irrigation in the public right-of-way at no cost to the City; and
WHEREAS, the City Engineer and the City's technical reviewer, with concurrence of all affected
City departments and divisions, have determined that Final Map 22-0531 for Southline Phase I, described in
Exhibit A is in compliance with the Subdivision Map Act, the City's Subdivision Ordinance, and all
applicable conditions of approval for said development.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco:
1. City Council approves the Final Map 22-0531 for Southline Phase I, attached and incorporated
herein as Exhibit A; and
2. City Council approves the Subdivision Improvement Agreement, a form of which is attached hereto
and incorporated herein as Exhibit B; the Encroachment and Maintenance Agreement, a form of
which is attached hereto and incorporated herein as Exhibit C; the Memorandum of Understanding
with the City of San Bruno, referenced in and incorporated into the Subdivision Improvement
Agreement. The City Council authorizes the City Manager to finalize and execute the foregoing
agreements, in substantially the same form attached hereto or described in the accompanying staff
report, subject to approval by the City Attorney as to form and content.
3. City Council authorizes recordation of the final map for Southline Phase I and all related documents;
and
4. City Council authorizes the City Manager to execute any other documents or to take any other action
consistent with the intent of this Resolution that do not substantially increase the City's obligation,
subject to approval as to form by the City Attorney.

At a meeting of the City Council on 2/22/2023, a motion was made by Vice Mayor Nagales,
seconded by Councilmember Addiego, that this Resolution be approved. The motion passed.
