Box 711 (City Hall, 400 Grand Avenue) City Council South San Francisco, CA • Resolution: RES 34-2023 File Number: 22-220 Enactment Number: RES 34-2023 RESOLUTION ADOPTING THE CENTENNIAL WAY TRAIL MASTER PLAN. WHEREAS, in June 2020, City Council adopted a resolution authorizing the City of South San Francisco to accept grant funds in the amount of $300,000 as part of the Local Government Planning Support Grants Program, part of which was to be used for planning efforts along Centennial Way Trail; and WHEREAS, in 2020, the City took over maintenance and development rights to additional portions of the BART right-of-way, significantly expanding opportunities for capital improvements and programming along the Centennial Way Trail; and WHEREAS, the City issued a request for proposals for landscape master planning services to develop a master plan for Centennial Way Trail, and awarded the contract to Callander Associates; and WHEREAS, the master plan will serve as a tool to guide improvements along Centennial Way Trail; and WHEREAS, the master plan sets forth guiding policies, anticipated goals and planned programs, but do not actually commit the City to adopt or fund any projects or programs, and individual improvement projects, should they be undertaken by the City, will be evaluated for environmental effects and applicable mitigation during their respective design and approval phases; as such, approval of the proposed master plans are not subject to California Environmental Quality Act (CEQA) and no further CEQA action would be required at this time; and WHEREAS, on November 15, 2022 the South San Francisco Parks and Recreation Commission recommended that City Council adopt the Centennial Way Trail Master plan. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco hereby determines the Centennial Way Trail Master Plan is exempt from CEQA as its adoption does not have the potential for causing a significant effect on the environment, and adopts the Centennial Way Trail Master Plan dated February 2023 and included with the accompanying staff report as Attachment 3. City of South San Francisco File Number: 22-220 Enactment Number: RES 34-2023 At a meeting of the City Council on 2/22/2023, a motion was made by Councilmember Coleman, seconded by Councilmember Flores, that this Resolution be approved. The motion passed.
