Under the amended rules, the City will not provide a physical location for members of the public to participate in the teleconference meeting. CALL TO ORDER Mayor Nicolas called the meeting to order at 6:00 p.m. ROLL CALL Councilmember Addiego, present in Council Chambers Councilmember Coleman, present in Council Chambers Councilmember Flores, present in Council Chambers Vice Mayor Nagales, present in Council Chambers Mayor Nicolas, present in Council Chambers PLEDGE OF ALLEGIANCE Parks and Recreation Commissioner Camacho led the pledge. AGENDA REVIEW No changes. ANNOUNCEMENTS FROM STAFF 1. Presentation on the impacts of water valve failure flooding and repairs at Roberta Cerri Teglia Center. (Greg Mediati, Director of Parks and Recreation) Parks and Recreation Deputy Director Duldulao provided a presentation on the recent flooding at the Roberta Cerri Teglia Center and provided an overview of the program modifications and relocation. She acknowledged staff for making alternative plans and stressed the collaborate efforts. She stated residents could call (650) 829-3800 for more information. Economic and Community Development Director Selander stated that the City, in partnership with Bridge Housing, was awarded a $28.8 million dollar grant through the Infill Infrastructure Grant to make way for the construction of 158 affordable new homes. Management Analyst Huey shared the City's partnership with the South San Francisco Unified School District to host a free COVID-19 and flu vaccine pop-up clinic at Spruce Elementary School on Monday, February 27th from 3:00 — 6:00 p.m. PRESENTATIONS 2. Certificates recognizing and honoring Buri Buri Elementary School and Monte Verde Elementary School as 2023 California Department of Education Distinguished Schools Award recipients. (Flor Nicolas, Mayor) Mayor Nicolas recognized Buri Buri Elementary School and Monte Verde Elementary School as Superintendent Moore, School Board President Hsieh, Vice President Murray and Principals Debbie Mirt and Greg Ramich were present to receive their certificates. Vice Mayor Nagales presented a certificate to Debbie Mirt, principal of Monte Verde Elementary School for earning the 2023 California Distinguished School award. Councilmember Flores presented a certificate to Greg Ramich, principal of Monte Verde Elementary School for earning the 2023 California Distinguished School award. 3. Presentation by the South San Francisco Education Foundation. (Flor Nicolas, Mayor) Barbie Levasseur, President of South San Francisco Education Foundation provided an overview of the program's mission and vision and encouraged the community to join the foundation to provide input on community needs. 4. Proclamation recognizing February as National Leadership Month. (Flor Nicolas, Mayor) Mayor Nicolas read a proclamation recognizing February as National Youth Leadership month. Vice President of the Youth Commission, Melissa Hua, thanked Council for their recognition and their support. She encouraged the youth to participate in Youth in Government Day and ongoing events. He noted the recent power outage and fallen trees caused by the heavy winds. Parks and Recreation Director Mediati noted that the arborists were out assessing trees, and several would be removed as a preventative measure. REGULAR CITY COUNCIL MEETING FEBRUARY 22, 2023 MINUTES PAGE 2 Vice Mayor Nagales attended Supervisor Canepa's townhall meeting on mental health. He informed the community of scheduled work and closures at Westborough Park and requested additional signage. Councilmember Flores thanked the staff at the Gene Mullin Learning Center for the invitation to speak to the citizenship class. He inquired about construction in the high traffic area intersection at Airport and Grand Ave. Mayor Nicolas attended former Mayor Karyl Matsumoto's Day of Remembrance at the Municipal Service Building on February 17, 2023. Her family was among those interned at Manzanar following President Roosevelt's Executive Order 9066 signed on February 19, 1942, forcing over 120,000 Japanese Americans into incarceration. She also stated she joined Supervisor Canepa's town hall event and hopes to continue bringing mental health awareness to the city. She requested to have the meeting adjourned in memory of longtime South San Francisco residents, Simon Guerrero, and Felix Talavan. CONSENT CALENDAR The City Clerk duly read the Consent Calendar, after which Council voted and engaged in discussion of specific item as follows. Item No. 8 was pulled for further discussion by Mayor Nagales. 5. Motion to approve the Minutes for February 8, 2023, and February 15, 2023. (Rosa Govea Acosta, City Clerk) 6. Report regarding Resolution No. 29-2023 authorizing the acceptance of $29,205 in San Mateo County Measure K funds via the Peninsula Library system to support the Library's Summer Learning Challenge 2023, and approving Budget Amendment 23.045. (Valerie Sommer, Library Director) 7. Report regarding Resolution No. 30-2023 authorizing the acceptance of $28,083 in grant funding from the San Mateo County Summer 2023 Enrichment Grant Program to support the Gene Mullin Community Learning Center's Summer 2023 Program, and approving Budget Amendment # 23.046. (Valerie Sommer, Library Director) 8. Report regarding Resolution No. 31-2023 approving Final Map 22-0531 for the purposes of dedicating public right-of-way and creating five lots through the merger of nine existing lots as part of the Southline project, authorizing the City Manager to execute the Final Map and related agreements, and authorizing the recording of said Final Map and all related documents with the San Mateo County Recorder. (Jason Hallare, Senior Civil Engineer). 9. Report regarding Resolution No. 32-2023 terminating the local emergency related to the Novel Coronavirus ("Covid-19") effective February 28, 2023. (Sky Woodruff, City Attorney) 10. Report regarding Resolution No 33-2023 consideration of an application for Vesting Tentative Subdivision Map related to a previously entitled mixed -use development consisting of 20 condominium units, approximately 5,200 square feet of commercial space at 889 McLellan Road in accordance with SSFMC Title 19, and determination that the project is within the parameters analyzed within the Addendum to the 2000 Supplemental Environmental Impact Report. Marcus Gilmour with Lane Partners provided clarification to Vice Mayor Nagales' inquiry. Police Chief Campbell provided an overview of the services that are provided to residents through the Homeless Outreach Team (HOT). Motion — Vice Mayor Nagales /Second Councilmember Addiego—: To approve Consent Calendar 5- 10 by roll call vote: AYES: Councilmembers Addiego, Coleman, and Flores, Vice Mayor Nagales, and Mayor Nicolas; NAYS: None; ABSTAIN: None ADMINISTRATIVE BUSINESS 11. Report regarding resolutions determining CEQA exemption and adopting the Centennial Way Trail Master Plan (Project No. pk2103) and Orange Memorial Park Master Plan (Project No. pk2104). (Greg Mediati, Director Parks and Recreation and Philip Vitale, Deputy Director of Capital Projects) Deputy Director of Capital Projects Vitale introduced Brian Fletcher, with Callendar & Associates, who provided an overview of the Orange Memorial Park and Centennial Way Trail Master Plans. Deputy Director Vitale provided and overview of the benefits of creating master plans as guiding documents for funding opportunities and community engagement. Vice Mayor Nagales inquired about benches along Centennial Trail and open land behind South San Francisco High School. Deputy Director Vitale provided an overview of possible uses. Councilmember Coleman inquired about the City's dog park. Director of Parks and Recreation Mediati provided an overview of the current dog park structure. At his request, Deputy Director Vitale provided and overview of the common use space that will be used as park amenity space. Councilmember Addiego requested clarification on the use of Mazzanti property. Councilmember Flores requested clarification on project aspects. He also stated that he received feedback for requested rest and shade areas. He also noted the importance of water bottle stations and safety. Mayor Nicolas requested clarification on the placement of restrooms for the project. Deputy Director Vitale provided an overview. Interim City Manager Ranals acknowledged staff contributions and recognized the project. 1 la. Resolution No. 34-2023 adopting the Centennial Way Trail Master Plan. Motion — Councilmember Coleman/Second Councilmember Flores: To approve Resolution No. 34- 2023 adopting the Centennial Way Trail Master Plan, by roll call vote: AYES: Councilmembers Addiego, Coleman, and Flores, Vice Mayor Nagales, and Mayor Nicolas; NAYS: None; ABSTAIN: None 1 lb. Resolution No. 35-2023 adopting the Orange Memorial Park Master Plan. Motion — Vice Mayor Nagales /Second Mayor Nicolas: To approve Resolution No. 35-2023 adopting the Orange Memorial Park Master Plan, by roll call vote: AYES: Councilmembers Addiego, Coleman, and Flores, Vice Mayor Nagales, and Mayor Nicolas; NAYS: None; ABSTAIN: None REGULAR CITY COUNCIL MEETING FEBRUARY 22, 2023 MINUTES PAGE 4 12. Report regarding the Lindenville Specific Plan Preferred Land Use Alternative (Billy Gross, Principal Planner) Principal of Raimi Associates, Eric Yurkovich, provided an overview of the project. Principal Planner Gross provided an overview of the produce terminal future use and noted that all projects are market driven will still allow for flexibility and does not require existing individuals to redevelop. Vice Mayor Nagales requested clarification on Life Science projects. Principal Yurkovich stated the market has been pushing for Life Sciences and there are currently three parcels in which we would determine what area make sense for different uses. Mayor Nicolas noted the plan will change the look of the area which is underutilized. She also stated she is looking forward to open space and is excited about the arts. Councilmember Coleman echoed the concern regarding Colma Creek and the possibility of flooding. He also raised a concern about the job to housing ratio. Principal Planner Gross stated that in the next phase we would explore and analyze what is sustainable regarding cost and timeframe to consider the tradeoff. He also stated we could explore ratios that provide alternatives but overall, it should remain similar. Councilmember Addiego agreed that job and housing balance should be factored in. Motion — Councilmember Coleman/Second Councilmember Flores: To approve the Report regarding the Lindenville Specific Plan Preferred Land Use by roll call vote: AYES: Councilmembers Addiego, Coleman, and Flores, Vice Mayor Nagales, and Mayor Nicolas; NAYS: None; ABSTAIN: None 13. Report regarding the expiration of Urgency Ordinance 1603-2020 which placed a temporary cap on commissions charged by third -party service platforms for restaurant delivery and pick- up services enacted during the COVID-19 pandemic. (Nell Selander, Director, Economic & Community Development Department) Economic & Community Director Selander present the report and provide an overview of future impacts to businesses with the sunset of AB 361. Councilmember Flores inquired about feedback and outreach from business owners and merchants. Director Selander indicated that staff has not initiated conversations with vendors due to the legal implications. Vice Mayor Nagales expressed his desire to speak to local businesses to gauge their understanding of the financial implications. Councilmember Addiego requested further clarification on the financial implications for businesses. Councilmember Coleman expressed his concerns with fees and suggested reaching out to the business community and the South San Francisco Chamber of Commerce. Mayor Nicolas noted the importance of delivery services and suggested reaching out to stake holders to understand the implications. The following individuals provided public comment: In -Person: • Fionnola Villamejor The consensus of the Council was to move forward with a study session by outreaching to businesses as well as DoorDash and GrubHub for further input before the August 2023 sunset. Report regarding Resolution No. 36-2023 accepting the Annual Comprehensive Financial Report (ACFR) and other related Miscellaneous reports for Fiscal Year 2021-22 (Karen Chang, Finance Director) Finance Director Chang provided the report. Mayor Nicolas recognized the Finance Department for their Distinguished Finance Award. Councilmembers Addiego and Coleman thanked Director Chang and her team for their hard work. Finance Director Chang provided an overview of the unfunded liability.
