Passed by majority vote. V. CITIZEN PARTICIPATION: N/A VI. UNFINISHED BUSINESS: N/A VII.NEW BUSINESS:1.Parks & Recreation Department Mid-Year Budget Business Manager, Erin O’Brien, briefly reviewed the mid-year budget requestsoutlined in the staff report. She informed the Commission they were approved by CityCouncil on February 22, 2023. Chair Bond asked which fund would be used to cover the mid-year budget requests that were approved. Business Manager, Erin O’Brien, confirmed the Parks andRecreation Department general fund will be used. Chair Bond asked if the approved mid-year budget requests will provide resources forthe Public Arts Master Plan such as hiring additional staff to support the Cultural ArtsProgram. Business Manager, Erin O’Brien, confirmed staffing requests to support the Cultural Arts Commission were not included in the recently approved mid-year budgetrequests. Deputy Director, Angela Duldulao, informed the Commission that more Cultural Arts Commission Minutes of March 16, 2023 Page 2 information is needed on the scope of work for any new position that is created and added to the department before it gets reviewed and approved by City Council.  Greg Mediati, Director of the Parks and Recreation Department informed the Commission that mid-year budget requests are typically used for emergency or urgent requests. VIII. SUBCOMMITTEES: 1. Strategic Vision  Vice Chair DeNatale informed the Commission the consultants will be providing a draft of the Public Art Master Plan. The draft will be reviewed by the Steering Committee on April 5 and the Commission will have access to the draft on April 20. 2. Sculpture  Commissioner Boldenweck informed the Commission that they met with staff and Deputy Director of Capital Projects, Philip Vitale, to discuss the new Orange Memorial Park Aquatic Center and the Eternal Flame sculpture. The subcommittee was informed the sculpture needs to be relocated.  Staff and the Commission discussed a rendering shared by staff of the Aquatic Center, highlighting the possible new location for the Eternal Flame.  Commissioner Boldenweck informed the Commission that the subcommittee wants to prioritize covering the cost of resurfacing the sculpture, a new base, and lighting for the Eternal Flame sculpture. The Eternal Flame sculpture will likely be relocated in the year 2025.  Chair Bond inquired about the budget to have the Eternal Flame sculpture relocated and Parks and Recreation Director, Greg Mediati, responded that relocation of the sculpture may be part of the construction budget for the new Orange Memorial Park Aquatic Center.  Vice Chair DeNatale expressed the importance of finding a new site for the Eternal Flame sculpture that will pay tribute to veterans. The Commission discussed other potential sites. 3. Urban Art  Chair Bond informed the Commission they met with Phillip Vitale, the Director of Capital Projects, to discuss options for art and lighting at the new Orange Memorial Park Aquatic Center.  The Commission discussed potential ways to save money on the relocation and preservation of the Eternal Flame sculpture and Commissioner Foley mentioned a bronzing resurfacing.  Chair Bond requested that the Sculpture subcommittee determine a budget for the Eternal Flame project so that the Commission would know the remaining balance.  Commissioner Boldenweck shared with the Commission information regarding the original relocation of the Eternal Flame sculpture from City Hall to Orange Memorial Park in 1984. The South San Francisco Library Director, Valerie Sommer, shared this information with Commissioner Boldenweck.  Chair Bond informed the Commission that Cultural Arts Specialist, Ercie Santos, provided a draft Request for Qualifications (RFQ) which will be reviewed by the subcommittee before it gets posted on callforentry.org (CaFE). Cultural Arts Commission Minutes of March 16, 2023 Page 3  Commissioner Bond asked if there are any limitations on who can submit a proposal. Business Manager, Erin O’Brien, confirmed it is open to artists in the United States.  Chair Bond informed the Commission they are working on selecting a location for a new mural. Staff is in contact with Amir Esfehani, the Skyline College mural class, for a possible future mural. 4. Youth Art Programs  Art Show (March 10-11, 2023)  Commissioner Bowen informed the Commission there were 370 art exhibits featured at the Youth Art Show. 429 visitors signed the guest book. The Youth Art Show also featured a craft table which was very well received by art show goers.  Commissioner Bowen shared with the Commission that selected art show pieces will be displayed at City Hall and the Municipal Services Building (MSB) through April 15.  Jack Drago Youth Art Scholarship  Commissioner Bowen informed the Commission the Youth Art Scholarship program is accepting applications through April 17.  The Commission discussed including the dollar amount on the scholarship flyer to encourage students to apply. 5. Fundraiser  Vice Chair DeNatale informed the Commission there will be a fundraiser at the San Francisco Opera event on March 17 through March 19. The Commission will be selling Cultural Arts Commission merchandise such as hoodies, blankets, and t- shirts. Friends of Parks and Recreation will be assisting with beverage sales.  Business Manager Erin O’Brien informed the Commission that cash and check are the preferred payment method, but credit cards will also be accepted.  The Commission further discussed the responsibilities of the different volunteer positions and parking options at the San Francisco Opera event.  Business Manager, Erin O’Brien, informed the Commission that the San Francisco Opera event has been relocated to the parking lot area of Orange Park due to the weather. 250 chairs were rented and will be available on a first come first served basis. 6. Performing Arts  Commissioner Maharaj informed the Commission that the Cultural Activities Grant deadline has been extended to April 15 and applications will be reviewed at the next subcommittee meeting. Two applications have been submitted.  Vice Chair DeNatale asked if school district members can apply for their class and Commissioner Maharaj confirmed they can apply. IX. ITEMS FROM COMMISSION:  Vice Chair DeNatale invited the Commission to the Empty Bowls fundraiser at Skyline on Monday, March 20, 2023, from 5:00 p.m. – 7:00 p.m.  Chair Bond reminded the Commission about the Conflict of Interest paperwork that needs to be completed by all Commissioners by the end of the month of April.  Commissioner Bowen got invited to judge the South San Francisco Youth Poet-in-Residence competition hosted by the South San Francisco Library. She shared with the Commission that Chloe Chou, the 2022-2023 Youth Poet-in-Residence, had her work published. Cultural Arts Commission Minutes of March 16, 2023 Page 4 X. ITEMS FROM STAFF:  Deputy Director, Angela Duldulao, reviewed the changes made to the budget reports that were provided in the Cultural Arts Commission packet.  Chair Bond asked if the Caltrain budget can be moved to a different fund and Deputy Director, Angela Duldulao, agreed to move it.  Specialist Santos informed the Commission about the upcoming Easter Bunny Photo Hop event which will take place on Saturday, April 1 from 8:00 a.m. – 12:00 p.m. at Orange Memorial Park. She also informed the Commission about the upcoming Centennial Way Trail Improvement meeting which will take place on Tuesday, March 21 from 5:30 p.m. – 6:30 p.m. at the Municipal Services Building in the Betty Webber Room. There is also a dog park survey with a QR code and the deadline for this survey is March 31, 2023.  Specialist Santos informed the Commission the virtual 2-Dimensional “Abundance” art show was extended to March 31, 2023 to make it available for the San Francisco Opera event.  Deputy Director, Angela Duldulao, informed the Commission that Bill Stridbeck is the new Assistant Childcare Supervisor. She also informed the Commission that the recruitment of her previous position of Recreation Manager is underway. She also announced that the previous Parks and Recreation Director, Sharon Ranals, is the new South San Francisco City Manager. XI. CORRESPONDENCE:  The correspondence was posted by Specialist Santos at the meeting and she informed the Commission it would also be emailed to Commissioners following the meeting. XII.
