Call to Order 6:00 p.m. 2. Roll Call Present: Councilmembers Addiego, Fernekes and Matsumoto, Vice Mayor Gonzalez and Mayor Garbarino Absent: None Staff present: City Manager Nagel, City Attorney Mattas, and Assistant City Manager Van Duyn; staff: Fire Chief White, Finance Director Steele, Public Works Director White, Chief Planner Kalkin, Assistant Finance Director Perez, and City Engineer Razavi Others present: Mr. James Chang 3. Public Comments 4. Study Session: a) Update on Caltrain Station Staff report presented by Chief Planner Kalkin and City Engineer Razavi. (Conceptual design and project cost updates distributed to Council.) Councilmembers discussed the proposed "principal points of agreement" and proj ect cost breakdown. Councilman Fernekes asked that staff obtain the complete cost sharing data for all San Mateo County cities in the Caltrain system to see if the other cities have had the same project obligations or if there is an inconsistency. With Council's concurrence, Councilman Fernekes offered to discuss the matter with Caltrain Executive Director Scanlon. City Engineer Razavi reported that the project funding is being brought before the Transportation Authority in March. Councilman Fernekes requested staff meet with him next week to discuss strategy. b) Update on Long Term Financial Plan / Financial Strategies Finance Director Steele presented staff report and Power Point presentation. Councilmembers discussed the proposed revenue strategies and it was agreed to further explore the storm drain tax and street impact fees. Finance Director Steele stated that outside assistance for the storm drain tax would need to be looked at. Councilmembers asked to be provided with information on the current street impact fees in other cities. Councilmembers stated no objection to the increase cost recovery recommendation and supported the two year operating budget process for FY 2007-08 and 2008-09. c) Fire Department Corporate Training Program Chief White presented the staff report and Power Point presentation. There was a consensus from the Council to support the training program and City Attorney Mattas stated that his office will work with the Fire Department on issues, such as equipment sales, to assure the City is not held liable. 5. Motion to approve South San Francisco Historical Society letter of support Councilwoman Matsumoto asked for a report on the dollar value attached to all co-sponsorship groups. Vice Mayor Gonzalez asked the Sister City Committee be included. Motion-Matsumoto/Second-Fernekes: To approve the South San Francisco Historical Society letter of support.
