Approval of the Regular Meeting Minutes for June 7, 2023 Approved by BPAC 3-0-2: Committee Member McAuley motioned, Chair Guzman Seconded. Vice-Chair Yip – As Amended with comments about the Utah overpass. 5 Page 2 of 2 ADMINISTRATIVE BUSINESS 2. Every Kid Deserves a Bike Program - BPAC Update • Committee member Hollenback – Asked how many bicycles were left over and if this program will happen next year. o There are 69 bicycles left over, there will be a bike event where they donate 20 bicycles. • Committee member Gore – Mentioned the program has improved since last year; kids are more engaged. Suggested the program provides more space for teaching and to separate by skill. Small class setups before the entire group practices together. • Chair Guzman – Mentioned how well the events were, especially the farmer’s market. • Vice-Chair Yip – Asked does the City have an after school enrichment program? Would like to see long-term engagement with these bicycle programs. o Parks and Rec has multiple afterschool programs. • Secretary Espiritu – Asked if the program is educating the children were to ride in SSF. o They were shown the bicycle routes. ACTION: Informational: None taken, none required COMMITTEE COMMENTS • Chair Guzman – Signed a BPAC Letter of Support for a Grant for LOS for Spruce Elementary; funding will be used to install new bike racks on campus. STAFF COMMENTS 3. Complete Streets Leadership Academy - Update (Chris Espiritu, Senior Transportation Planner) • Secretary Espiritu to provide an update in the July meeting regarding installation and volunteer activities for BPAC members. o Starting construction late July – stripping, painting, etc. Caltrans will be repaving the streets later this year and will restripe again. o Platforms were ordered from Spain and are currently in transit; after the 10-week demonstration, SamTrans will be buying the platforms from us to use in neighboring cities. o The encroachment permit has been completed and is in hand! o The launch will take place in late August – it will need volunteers. • Committee member Gore – Would like an update on the milestones BPAC has achieved from the Bike & Ped Plan. • Chair Guzman – Asked if Police is receiving our request to discuss the statistics. • Vice-Chair Yip – Mentioned Engagement SSF and asked about the recruitment for the vacancy. Police Report - Statistics of Accidents in SSF (Traffic Commander, Lieutenant Tony Pinell) City of South San Francisco Printed on 7/26/2023Page 1 of 1 powered by Legistar™7 CITY OF SOUTH SAN FRANCISCO DATE: August 2, 2023 TO: Bicycle and Pedestrian Advisory Committee FROM: Lieutenant Tony Pinell, Traffic Commander SUBJECT: Vehicle versus Pedestrian and Bicyclist Collision Information – 1st Quarter of 2023 Overview This report provides an overview of vehicle versus pedestrian, bicyclist, e-bicyclist and e-scooterist collisions that occurred in South San Francisco during the 1st quarter of 2023. The information provided includes the date, time, location, and causes of the collisions. The causes are determined by factors outlined in the California Vehicle Code. There was a total of 10 collisions resulting in six (6) minor injuries, three (3) major injuries, and one (1) fatality. The collisions involved five (5) pedestrians, two (2) bicyclists, two (2) e-scooterist, and one (1) e-bicyclists. In 70% of the collisions the driver of the vehicle was found to be not at fault for the primary collision factor. In comparison to 2022, there was a total of 57 vehicle versus bicycle or pedestrian collisions, one of which resulted in a fatality. The 1st quarter of 2023 data indicates we are on pace for a 30% reduction in vehicle versus bicycle and pedestrian collisions. 01-02-2023/ Vehicle vs. Pedestrian Collision/ McLellan Drive @ BART/ Case #23-36 At approximately 6:09 PM, a vehicle exited the parking lot of Trader Joe’s (southbound) and made a right turn (westbound) onto McLellan Drive. The vehicle had a green light. A pedestrian entered the marked crosswalk at the intersection at around the same time and proceeded south across McLellan Drive while facing an illuminated “walk” signal. The vehicle struck the pedestrian in the marked crosswalk. The pedestrian sustained minor injuries. The driver of the vehicle was at fault for failing to yield to the pedestrian in the crosswalk. It was raining at the time of the collision, the traffic signals were functioning properly, and the street was illuminated with functioning streetlights. 01-14-2023/ Vehicle vs. Pedestrian Collision/ 800 block of Commercial Avenue/ Case #23-277 At approximately 11:09 PM, a vehicle was traveling westbound on the 800 block of Commercial Avenue. A pedestrian crossed the street outside of the crosswalk into the path of the oncoming vehicle. The pedestrian was struck and sustained minor injuries. The pedestrian was at fault for failing to yield to the right of way to the oncoming vehicle that was close enough to constitute an immediate hazard. 8 The weather was clear at the time of the collision and the roadway was illuminated by functioning streetlights. 01-17-2023/ Vehicle vs. Bicycle Collision/ Mission Road @ Grand Avenue/ Case #23-331 At approximately 6:23 PM, a bicyclist was riding her bicycle, southbound on the eastern sidewalk of Mission Road towards Grand Avenue. This was against the flow of traffic. A vehicle was traveling westbound on Grand Avenue and stopped at the stop sign at Mission Road. The vehicle turned south on Mission Road and struck the bicyclist as she rode through the crosswalk. The bicyclist sustained minor injuries. The bicyclist was at fault since she was riding against the flow of traffic. It should be noted that all bicyclists must obey the rules of the road per 21200(a)(1) of the California Vehicle Code. The weather was clear at the time of the collision and the roadway was illuminated by functioning streetlights. 01-24-2023/ Vehicle vs. Pedestrian Collision/ Galway Drive, north of Kristie Lane/ Case #23-466 At approximately 7:30 AM, a vehicle was traveling southbound on Galway Drive approaching Kristie Lane. A pedestrian ran across the street into the path of the oncoming vehicle and was struck. The pedestrian sustained minor injuries. The pedestrian was at fault for the collision since he ran into the path of a moving vehicle (outside of a crosswalk) that constituted an immediate hazard. The weather was clear at the time of the collision, and it occurred during daylight hours. 01-25-2023/ Vehicle vs. Pedestrian/ 1600 block of El Camino Real/ Case #23-480 At approximately 8:03 AM, a pedestrian crossed multiple lanes of traffic on El Camino Real outside of a crosswalk and was struck by a vehicle in the #1 lane. The pedestrian sustained major injuries. The driver initially fled the scene (leaving the pedestrian in the roadway) but returned a few minutes later. The pedestrian was at fault for the collision for crossing the street outside of a marked crosswalk while failing to yield the right of way to a vehicle that was close enough to constitute an immediate hazard. The case was referred to the District Attorney’s Office for review for hit and run charges against the driver. The weather was clear at the time of the collision, and it occurred during daylight hours. 02-09-2023/ Vehicle vs. E-Bicycle Collision/ El Camino Real @ Kaiser/ Cases #23-816 and 23-821 At approximately 9:45 PM, a bicyclist (riding an e-bike), was stopped in the bike lane on El Camino Real at Kaiser. A vehicle traveling southbound on El Camino Real, made an unsafe turning movement, struck the bicyclist, and fled the scene. The victim sustained major injuries. A second vehicle subsequently struck the bicycle while it was laying in the roadway. The driver of that vehicle remained at the scene and was cooperative. The weather was clear at the time of the collision and the roadway was illuminated by functional streetlights. 02-22-2023/ Vehicle vs. E-Scooter Collision/ Orange Avenue @ Commercial Avenue/ Case #23-1115 At approximately 5:53 PM, a vehicle was traveling eastbound on Commercial Avenue approaching Orange Avenue. The vehicle stopped at the stop sign and then proceeded through the intersection. A 9 subject who was riding an electric scooter was traveling southbound on Orange Avenue, ran the stop sign, and collided with the vehicle. The rider of the scooter sustained minor injuries. The weather was clear at the time of the collision, and it occurred during daylight hours. 02-28-2023/ Vehicle vs. Pedestrian Collision/ 100 Block of N. Spruce Avenue/ Case #23-1227 At approximately 8:14 AM, a vehicle was backed out of a driveway on the 100 block of North Spruce Avenue and struck a pedestrian who was walking on the sidewalk. The pedestrian sustained minor injuries. The driver of the vehicle was at fault for unsafe backing. It was raining at the time of the collision and visibility was reduced due to the weather. 03-18-23/ Vehicle vs. Bicycle Collision (Fatal Hit and Run)/ 400 Block of Grand Avenue/ Case #23- 1594 At approximately 11:36 PM, a vehicle was traveling eastbound on the 400 block of Grand Avenue at an unsafe speed. A bicyclist, who had just left a local establishment, suddenly rode his bicycle into the street, westbound in the eastbound lanes, into the path of the oncoming vehicle. The bicyclist was struck and was pronounced deceased after sustaining major injuries. The driver of the vehicle fled the scene. Both the driver of the vehicle and the bicyclist contributed to the cause of the collision, since the driver of the vehicle was speeding, and the bicyclist suddenly rode his bicycle the wrong way on Grand Avenue into the path of the oncoming vehicle. The investigation revealed the bicyclist was likely intoxicated at the time of the collision. The driver of the hit and run vehicle has been identified, but the investigation revealed he likely fled to Nicaragua. The case is being referred to the District Attorney’s Office requesting prosecution of the driver for Felony Hit and Run and Vehicular Manslaughter. The weather was cloudy at the time of the collision and the roadway was illuminated by functioning streetlights. 03-27-2023/ Vehicle vs. E-Scooter/ East Grand Avenue @ Littlefield Avenue/ Case #23-1754 At approximately 2:30 AM, a vehicle was traveling eastbound on East Grand Avenue and then stopped at the red light at the intersection of Littlefield Avenue. A rider of an E-Scooter was riding in the bike lane next to the vehicle at an unsafe speed. After stopping, the vehicle turned right onto Littlefield Avenue. The rider of the E-Scooter continued into the intersection and struck the vehicle in the crosswalk. The rider of the E-Scooter sustained major injuries. The rider of the E-Scooter was found to be at fault for unsafe speed. The weather was clear at the time of the collision, and it occurred during daylight hours. Considerations Based on our analysis there were no identified external factors or infrastructure failings which contributed to the above-listed collisions. The violators were in direct violation of the California Vehicle Code and therefore the collisions were preventable if the rules of the road were followed. 10 Education and Enforcement The South San Francisco Police Department continues to conduct enforcement and provide education to the community to reduce traffic collisions. Enforcement actions include:  The C.A.R.E. program which directs officers to enforce specified violations in complaint areas.  Office of Traffic Safety enforcement operations focusing on speeding, distracted driving, bicycle and pedestrian safety, and seatbelt violations.  DUI saturation patrols and DUI checkpoints  San Mateo County Saturated Traffic Enforcement Program operations focusing on identified traffic issues in each city.  Daily enforcement by our patrol and traffic divisions as they patrol the city. In comparison to the 1st quarter of 2022, our traffic citations and/or warnings have increased by 21% which has a direct correlation to correcting bad driving behaviors. In comparison to 2022, there was a total of 57 vehicle versus bicycle or pedestrian collisions, one of which resulted in a fatality. The 2nd quarter of 2023 data indicates we are still on pace for a 30% reduction in vehicle versus bicycle and pedestrian collisions. 4-4-23/ Vehicle vs. Pedestrian Collision/ 300 block of Avalon Drive/ Case #23-1939 At approximately 6:09 PM, a taxicab driver dropped off a passenger on the 300 block of Avalon Drive after the passenger told the driver she did not want to pay the fare. The passenger exited the vehicle, but then attempted to retrieve a suitcase from the front seat as the taxi drove away from the scene. In the process, the passenger’s foot was run over, causing minor injuries. The driver of the taxi was at fault for the collision for unsafely starting to drive the vehicle away from the scene. The weather was clear at the time of the collision, and it occurred during daylight hours. 4-5-23/ Felony Hit and Run, Vehicular Manslaughter/ 1600 block of El Camino Real/ Case #23-1947 At approximately 1:06 AM, a pedestrian was crossing El Camino Real, westbound in the crosswalk. A blue truck traveling southbound on El Camino Real collided with the pedestrian and fled the scene. The pedestrian sustained fatal injuries and was pronounced deceased at the scene. The Criminal Investigations Bureau and Criminal Interdiction Team conducted extensive follow-up and identified the suspect as a BART supervisor, who was driving a BART vehicle at the time of the collision. The vehicle was later impounded as evidence and processed by the San Mateo County Crime lab. The suspect was at fault for failing to yield to a pedestrian in a crosswalk. He was arrested at his home in Newman, California for felony hit and run and vehicular manslaughter. 12 The weather was clear at the time of the collision and the street was illuminated by streetlamps. The traffic signals at the intersection were determined to be functional at the time of the collision. 04-11-2023/ Vehicle vs. Pedestrian Collision/ Miller Avenue @ Eucalyptus Avenue/ Case #23-2081 At approximately 7:48 AM, a pedestrian was crossing the street in the crosswalk at the intersection of Miller Avenue and Eucalyptus Avenue and was struck by an oncoming vehicle (at a slow speed). The driver of the vehicle admitted she was distracted by children who were walking in the area. The pedestrian sustained minor injuries. The driver of the vehicle was at fault for the collision for failing to yield to a pedestrian in a crosswalk. The weather was clear at the time of the collision, and it occurred during daylight hours. 4-22-2023/ Vehicle vs. Pedestrian Collision/ Junipero Serra Boulevard @ King Drive/ Case #23-2299 At approximately 2:59 PM, a pedestrian on a skateboard was riding eastbound in the crosswalk across Junipero Serra Boulevard and was struck by a vehicle traveling northbound, just after the light turned green. The pedestrian sustained minor injuries. The driver was at fault for the collision for failing to yield to a pedestrian in a crosswalk. The weather was clear at the time of the collision, and it occurred during daylight hours. 05-06-2023/ Vehicle vs. Pedestrian Collision/ Camaritas Avenue @ Alta Loma Drive/ Case #23-2560 At approximately 12:59 PM, a pedestrian was crossing the street in an unmarked crosswalk, eastbound across Camaritas Avenue, and was struck by an oncoming vehicle. The pedestrian sustained major injuries and was transported to a local trauma center. The driver of the vehicle (Uber Driver) was possibly looking at his navigation at the time of the collision. The driver of the vehicle was at fault for failing to yield to a pedestrian in a crosswalk. The weather was cloudy at the time of the collision, and it occurred during daylight hours. 05-29-2023/ Vehicle vs. Bicycle Collision/ 100 block of South Spruce Avenue/ Case #23-3076 At approximately 5:38 PM, a juvenile bicyclist was riding westbound on South Spruce Avenue in the number one lane, abruptly changed lanes, and collided with a vehicle. The bicyclist sustained major injuries and was transported to a local trauma center. The bicyclist was at fault for the collision for changing lanes without providing a proper signal. It should be noted, bicyclists are subject to the rules of the road per 21200 CVC. The weather was clear at the time of the collision, and it occurred during daylight hours. 6-9-23/ Bicycle vs. Vehicle Collision (Hit and Run)/ Unit block of San Felipe Avenue/ Case #23-3343 At approximately 6:34 PM, a juvenile bicyclist was doing wheelies on San Felipe Avenue and collided with an oncoming vehicle. The bicyclist was uninjured and fled the scene. The vehicle sustained minor damage. The Traffic Unit and School Liaison Officer conducted follow up and identified the bicyclist as 13 a 12-year-old South San Francisco resident. The bicyclist and their parent were contacted, and the case will be handled civilly. The bicyclist was at fault for the collision for riding their bicycle in the opposite direction of traffic. The weather was clear at the time of the collision, and it occurred during daylight hours. 06-18-2023/ Vehicle vs. Pedestrian Collision (DUI)/ 600 block of El Camino Real/ Case #23-3519 At approximately 8:33 PM, a subject was walking their bicycle across the intersection of El Camino Real at Ponderosa Road while in the crosswalk. A vehicle making a U-turn struck the subject and fled the scene. The subject possibly sustained a minor injury, rode their bike away from the scene, and did not contact the police. The driver of the vehicle was later located by officers and was determined to be DUI. The driver was arrested and booked into county Jail for DUI and hit and run. The weather was clear at the time of the collision and the roadway was illuminated by streetlamps. 06-21-2023/ Solo Bicyclist Collision/ Airport Boulevard @ Miller Avenue/ Case #23-3605 At approximately 5:12 PM, a bicyclist was traveling northbound on Airport Boulevard at the intersection of Miller Avenue. The bicyclist claimed to have run over a pothole and was subsequently ejected. The bicyclist sustained minor injuries and declined medical assistance. The bicyclist was found at fault for riding their bicycle at an unsafe speed for road conditions. The road was checked, and no major potholes were located, however several small potholes were observed. The weather was clear at the time of the collision, and it occurred during daylight hours. 06-28-2023/ Vehicle vs. Electric Scooter/ Maple Avenue @ Baden Avenue/ 23-3738 At approximately 5:54 hours, a 12-year-old, who was riding an electric scooter, rode through the intersection of Maple Avenue at Baden Avenue and collided with a vehicle that was stopped at a red light. The rider of the scooter was at fault for traveling at an unsafe speed. The rider of the scooter sustained minor injuries and was transported to a local hospital for treatment. The weather was clear at the time of the collision, and it occurred during daylight hours. Considerations The only external factor identified during the above listed collisions was in case #23-3605, in which the bicyclist claimed he fell from his bicycle due to a pothole in the road. It should be noted, all drivers and bicyclists must travel at a safe speed (taking road conditions into account). The speed they travel at should be slow enough to allow them to make an evasive maneuver if needed to avoid any potential hazards or obstacles. Also, the Police Service Technician who investigated the collision only observed small potholes in the intersection. Regarding the fatal hit and run case (#23-1947) which occurred on El Camino Real, although the case was solved, it took approximately 10 days to do so. The addition of Flock cameras on the El Camino Real corridor would have likely allowed our department to identify the suspect vehicle shortly after the collision 14 occurred. This could have led to the quicker apprehension of the suspect and may have allowed us to conduct a DUI investigation to determine if drugs or alcohol were a factor in the collision. If in fact the suspect was under the influence at the time of the collision, he would have been charged with additional offenses that include felony DUI and potentially murder. Education and Enforcement The South San Francisco Police Department continues to conduct enforcement and provide education to the community to reduce traffic collisions.
