HomeMy WebLinkAboutOrd 1099-1991ORDINANCE NO. 1099-91 AN ORDINANCE AMENDING TITLE 20 OF THE SOUTH SAN FRANCISCO MUNICIPAL CODE REGARDING RESIDENTIAL CARE FACILITIES THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO DOES ORDAIN AS FOLLOWS: SECTION 1. CHAPTER 20.06 AMENDED Subsection 20.06.220(i) of the South San Francisco Municipal Code is hereby added to read: "(il Residential Care Facilities for the Elderly. A group housing arrangement, licensed by the State Department of Social Services to serve seven or more persons, chosen voluntarily by residents who are over 62 years of age and who are provided varying levels of support service or care, but not skilled nursing. Limits on the maximum numbers of persons allowed in the use type may be established for particular zoning districts." SECTION 2. RESIDENTIAL CARE FACILITIES FOR THE ELDERLY SUBJECT TO A USE PERMIT "Residential Care Facilities for the Elderly" is hereby added as a use permitted subject to a use permit in the C-1, P-C and D-C zone districts by adding the use to the list of uses under (al Residential Use Type in Sections 20.22.040, 20.24.030 and 20.26.030 of the South San Francisco Municipal Code. SECTION 3. RESIDENTIAL CARE FACILITIES FOR THE ELDERLY FOR A MAXIMUM OF FIFTEEN PERSONS SUBJECT TO A USE PERMIT "Residential Care Facilities for the Elderly (for a maximum of fifteen persons)" is hereby added as a use permitted subject to a use permit in the R-3 zone district by adding the use to the list of uses under (al Residential Use Type in Sections 20.20.030 of the South San Francisco Municipal Code. SECTION 4. CHAPTER 20.74 AMENDED Subsection (el is added to Section 20.74.040 of the South San Francisco Municipal Code to read: "(el Residential Care Facilities for the Elderly. (1) Buildings constructed as residential care facilities for the elderly shall be required to provide one parking space for each five (5) residents, in addition to one parking space for each employee to be on-site at any one time. At least two of the parking spaces shall be enclosed, one of which may be tandem. (2) Existing single-family residences to be converted into residential care facilities shall maintain existing covered parking; additional parking to meet the requirement of Subsection (a) or (b) above, as applicable, may be enclosed or uncovered." SECTION 5. CHAPTER 20.74 AMENDED Section 20.74.050(e) of the South San Francisco Municipal Code is amended to read: "(e) Group Care. Two spaces for every three beds. The planning commission may require additional parking spaces for guest parking when the commission finds such additional parking is necessary to serve the development, after taking into consideration the non-availability or limited availability of on- street parking facilities in and adjacent to the development." SECTION 6. PUBLICATION AND EFFECTIVE DATE This ordinance shall be published once, with the names of those City Council members voting for or against it, in the Enterprise-Journal, a newspaper of general circulation in the City of South San Francisco, as required by law, and shall become effective thirty {30) days from and after its adoption.
