AN ORDINANCE AMENDING SECTION 14.08.200
ENTITLED "WATER QUALITY CONTROL" OF
THE SOUTH SAN FRANCISCO MUNICIPAL CODE
THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO DOES
ORDAIN AS FOLLOWS:
SECTION 1. Section 14.08.200 amended.
Sections 14.08.200 (a), (b)(1), (b) (2) and (b) (13) of the
South San Francisco Municipal Code are hereby amended to read:
"14.08.200. General discharge regulations.
(a) Sanitary sewage shall be discharged only into public
sanitary sewers, except as otherwise provided. The discharge of
any trucked or hauled waste or pollutant is prohibited, except at
points designated by the Superintendent. It is unlawful to
discharge sewage into any storm sewer.
(b)(1) Any liquids, solids or gases including waste
discharges with a closed cup flashpoint of less than 140 degrees
fahrenheit (60 degrees celsius), which by reason of their nature or
quantity are, or may be, sufficient either alone or by interaction
with other substances to cause fire or explosion or be injurious in
any other way to the water quality control facilities or to the
operation of the water quality control plant. At no time, shall
two successive readings on an explosion hazard meter, at the point
of discharge into the system (or at any point in the system) be
more than five percent nor any single reading over ten percent of
the lower explosive limit (LEL) of the meter. Prohibited materials
include, but are not limited to, gasoline, kerosene, naphtha,
benzene, toluene, xylene, ethers, alcohols, ketones, aldehydes,
peroxides, chlorates, perchlorates, bromates, carbides, hydrides
and sulfides.
(b)(2) Solid or viscous substances which may cause
obstruction to the flow in a sewer or interference with the
operation of the wastewater treatment facilities or pass through
the facilities inadequately treated, such as, but not limited to:
grease, petroleum oil, nonbiodegradable cutting oil, or products of
mineral origin, garbage with particles greater than one-half inch
in any dimension, animal guts or tissues, paunch manure, bones,
hair, hides or fleshings, entrails, whole blood, feathers, ashes,
cinders, sand spent lime, stone or marble dust, metal, glass,
straw, shavings, grass clippings, rags, spent grains, spent hops,
waste paper, wood, plastics, gas, tar, asphalt residues, residues
from refining, or processing of fuel or lubricating oil, mud, or
glass grinding or polishing wastes.
(b)(13) Any wastewater or pollutant which results in the
presence of toxic gases, vapors, or fumes within the city sewers or
treatment facilities in a quantity that may cause acute worker or
public health or safety problems."
SECTION 2. Publication and Effective Date.
This ordinance shall be published once, with the names of
those City Councilmembers voting for or against st., in the
Enterprise-Journal, a newspaper of general circulation in the City
of South San Francisco, as required by law, and shall become
effective thirty (30) days from and after its adoption.

Roberta Cerri Teglia, and Mayor John R. Penna
