ROLL CALL: Present: Commissioners: Boldenweck, Bond, DeNatale, Foley, Luster (6:50 p.m.) *, Maharaj (6:48 p.m.) * Pomposo Absent: Commissioners: Bowen and Zelaya Staff Present: Greg Mediati, Director of Parks and Recreation Angela Duldulao, Deputy Director of Parks and Recreation Erin O’Brien, Business Manager Keren Solano, Administrative Assistant II III. AGENDA REVIEW: N/A IV. APPROVAL OF MINUTES of July 20, 2023: Minutes for July 20, 2023 stand as sent. Passed by majority vote. V. CITIZEN PARTICIPATION: N/A VI. UNFINISHED BUSINESS: 1. Public At Master Plan  Business Manager, Erin O’Brien, welcomed Amanda Rawson and Quyn-Mai Nguyen from Art Builds Community. She informed the Commission that the draft Public Art Master Plan was included in the meeting packet for their review and that the subcommittee previously reviewed and commented.  Chair Bond asked if there is anything else that can be included in the fee feasibility study.  Vice Chair DeNatale expressed he was very content with the outcome of the Public Art Master Plan and encouraged fellow Commissioners to be present at the upcoming City Council meeting on September 27 to show their support when it’s time for City Council to vote on the plan.  Vice Chair DeNatale motioned to approve and formally recommend the Public Art Master Plan to City Council. Followed by a second from Commissioner Foley.  Roll Call Vote Results | The Commission approved the Public Art Master Plan for a formal recommendation to City Council on September 27. (AYES: Boldenweck, Bond, DeNatale, Foley, and Pomposo. NAYES: None ABSENT: Bowen, Luster*, Maharaj*, Zelaya). Cultural Arts Commission Minutes of August 17, 2023 Page 2 2. LPR Grand Opening  Business Manager, Erin O’Brien, announced that the Library | Parks and Recreation Center (LPR) grand opening will be on Saturday, October 28. The opening remarks will begin at 10:00 a.m. and the ribbon cutting will be at 11:00 a.m. followed by tours and activities for the public. This date will also coincide with the Day of the Dead art show. The LPR grand opening will feature a concert and there will possibly be food trucks.  Vice Chair DeNatale asked about who will be performing and Business Manager, Erin O’Brien, informed the Commission that City staff is working on this and will announce the information when it is available. VII. NEW BUSINESS: 1. Solo Artists Selection – CAC Representatives Invited  On behalf of Cultural Arts Specialist, Ercie Santos, Business Manager, Erin O’Brien, announced to the Commission that the call for artists is open. Two Commissioners will be invited to participate in jury selection process and staff is looking to connect the week of August 28 for jurying discussion. She also reported that 25 entries had been received to date.  Vice Chair DeNatale nominated Commissioners Boldenweck and Foley for the jury selection, given their art experience. Chair Bond motioned nomination. Followed by a second from Commissioner Luster. The recommendation passed by majority vote.  Chair Bond volunteered to be an alternate for the jury selection, if needed. 2. Fiscal Year 2023-24 Budget Update  Deputy Director of Parks and Recreation, Angela Duldulao, informed the Commission that the budget for Fiscal Year 2023-24 was approved by City Council. They also approved ongoing funding of $10,000 for the Cultural Arts Activities Grant. She also informed the Commission that the budget reports will be provided on a quarterly basis instead of monthly. VIII. SUBCOMMITTEES: 1. Strategic Vision  Vice Chair DeNatale informed Commissioners Luster and Maharaj that the Public Art Master Plan was approved by the Commission, as they weren’t present for the vote at the beginning of the meeting. He also encouraged their presence at the September 27, 2023 meeting when the Plan is slated to go before Council. 2. Public Art (Sculpture & Urban Art)  Chair Bond informed the Commission that City Council rejected the HEART and BAT Country sculptures.  Business Manager, Erin O’Brien, added that City Council wants to work with staff internally to potentially determine a different location for the sculptures. They expressed concerns about climbing. Staff is researching options.  Commissioner Boldenweck informed the Commission that the Windswept sculpture will be installed at LPR.  Chair Bond inquired about the Eternal Flame budget. Business Manager, Erin O’Brien, informed the Commission that the resurfacing is not covered within the project budget. She also added that Deputy Director, Philip Vitale, is working with an art assessor to get an estimated cost. Cultural Arts Commission Minutes of August 17, 2023 Page 3  Chair Bond inquired about how many people had submitted a Request for Proposal (RFQ) and Business Manager, Erin O’Brien, informed the Commission that there were 70 applicants. 3. Youth Art Programs  No update. 4. Fundraiser  Vice Chair DeNatale provided Commissioners with a packet that contained details about the Art in the Park event such as the responsibilities of each Commissioner. He informed Commissioners that Darby Dans would be providing sandwiches for the Commission to sell at the event.  Commissioner Maharaj informed the Commission that Art in the Park will feature two youth poet laureates from the South San Francisco Library and a Hawaiian Hula dance performance from the Parks and Recreation Department class. The owner of Sky CAFÉ restaurant may perform. 5. Day of the Dead Art Show  Commissioner Boldenweck informed the Commission that the Day of the Dead art show call for entries will go out after the Art in the Park event. She also requested to have the Creator’s Studio at LPR for activities during the art show. 6. Performing Arts  Commissioner Maharaj informed the Commission he is working on obtaining waivers for Art in the Park performers. He also gave an update on the Cultural Arts Activities Grant and informed the Commission that grantees have until the end of the month to sign their contract and a year to use the funds. IX. ITEMS FROM COMMISSION: None. X. ITEMS FROM STAFF 1. Agenda Format: Legistar  Business Manager, Erin O’Brien, informed the Commission that moving forward meeting agendas will be on Legistar. This process is similar to the way City Council receives their meeting agendas. 2. Commission Recruitment  Business Manager, Erin O’Brien, informed the Commission that recruitment for potential new Commissioners has closed. Director of Parks and Recreation, Greg Mediati, informed the Commission they may get 3 new Commissioners.  Business Manager, Erin O’Brien, reminded the Commission that the City Clerk’s Office keeps track of attendance and only three excused absences are allowed per calendar year.  Deputy Director, Angela Duldulao, reminded the Commission about the Brown Act and recommended Commissioners reach out to staff with any information they want to share with the Commission. 3. Upcoming Events  Deputy Director, Angela Duldulao, announced Movie Night at Paradise Valley on August 18. She also announced the Women’s Conference on August 27, Thanksgiving Fun Run and Ribbon Cutting on November 18, and the Citizen’s Academy. XI. Correspondence Cultural Arts Commission Minutes of August 17, 2023 Page 4 The correspondence was posted at the meeting and it will also be emailed to Commissioners. XII.
