PRESENTATIONS
1. Presentation from Boys & Girls Club of the Peninsula (BGCP) mission, goals, and impact of
the organization. (Jenny Obiaya, Chief Executive Officer)
Chief Executive Officer of the Boys & Girls Club of the Peninsula, Jenny Obiaya, provided the
presentation to Council. Council highlighted the organization for addressing the needs of families and
helping our youth and children.
2. Proclamation designating September 2023 as Suicide Prevention Month. (Flor Nicolas,
Mayor)
3. Proclamation designating September 2023 as Recovery Happens Month. (Flor Nicolas,
Mayor)
Mayor Nicolas presented the proclamations for Suicide Prevention Month and Recovery Happens
Month to San Mateo County Behavioral Health and Recovery Services Volunteer, Sheri Boles. Sheri
thanked the Council and encouraged residents to share hope with one another by providing
information and resources with one another.
4. Proclamation celebrating National Hispanic Heritage Month (9/15 - 10/15). (Flor Nicolas,
Mayor)
Councilmember Flores presented the proclamation to SSF Padres Unidos members Karla Vides,
Maria Lopez, and Fiorella Almeida. Karla, Maria, and Fiorella thanked the Council for the
proclamation and recognition.
5. Presentation recognizing Finance Director Karen Chang and Finance Department, for
receiving the GFOA's Distinguished Budget Presentation Award from the Government
Finance Officers Association for the City of South San Francisco. (Rich Lee, Assistant City
Manager)
Assistant City Manager Lee recognized Director Chang and the Finance Department for their
excellent achievement. Director Chang thanked the Council for their recognition and all departments
for their collaboration during the budget process.
PUBLIC COMMENTS — NON -AGENDA ITEMS
The City acknowledges that members of the public have the right to be heard but the City also wants
to emphasize that we have a zero -tolerance policy for discriminatory and harassing conduct. The City
denounces any hate speech that may be vocalized during public comments and speaker's making
public comments are not expressing the views of the city.

COUNCIL COMMENTS/REOUESTS
Vice Mayor Nagales thanked City Attorney Woodruff for his statement during public comments and
emphasized the City of South San Francisco welcomes everyone. He also thanked City Manager
Ranals for joining him at the Westborough coffee event and looks forward to continued conversations
with residents. He also noted the change of 15 mile per hour speed limits and. requested staff review

sites that will be changed. He also requested staff to review the authorization of Waymo vehicles
operating in South San .Francisco.
Mayor Nicolas thanked staff for their assistance with the Women's Leadership Conference and shared
the importance of hosting events as such. She also congratulated the Cultural Arts Commission for
their recent fundraising event. Additionally, she thanked Boards and Commissions applicants for their
interest in serving the City and encouraged all to continue being engaged. She noted the tree is now
lit gold to represent and advocate for childhood cancer awareness. She provided an overview of the
events she attended and invited the public to a list of upcoming events. Mayor Nicolas and City Clerk
Acosta requested the meeting be adjourned in memory of Juan Munoz Gallegos and Joel "Daniel"
Valencia.
Councilmember Coleman stated we are a welcoming City and we do not tolerate hate. He shared that
he attended the California LGBTQ Leader Summit and California AAPI Leadership Summit and
highlighted the importance of representation. He noted the new Orange line debut that would connect
areas of the City. He also attended an evening meeting with SSF Padres Unidos and shared the great
work they are doing. He stated he was appointed to the HEART board of San Mateo County and
hopes to advocate for more affordable housing.
Councilmember Addiego shared that the Board of Supervisor approved purchase of the hotel on
Airport Blvd and encouraged colleagues and staff to stay informed with how the purchase will impact
the City. He also stated the Municipal President of Atotonilco el Alto, Jalisco, Mexico Jose Aurelio
Fonseca Olivares will be welcomed to the City on September 28tH
Councilmember Flores highlighted the celebration of Fiestas Patrias and invited the community to
attend on Sunday. He also shared that he is excited for all that is happening in the downtown area
regarding the business merchant meetings and looks forward to the transformation. He provided an
overview of the recent events he attended to include the community meeting with SSF Padres Unidos,
and Zipline Corporate Headquarters opening. He also highlighted and recognized staff for their efforts
in promoting and accomplishing our free shuttle services connecting all of South San Francisco.
CONSENT CALENDAR
The City Clerk duly read the Consent Calendar, after which Council voted and engaged in discussion
of specific item as follows. Item No 9 and Item No. 10 were pulled by Mayor Nicolas and Vice Mayor
Nagales for further discussion.
6. Motion to approve the Minutes for August 23, 2023, August 29, 2023 and August 30, 2023.

7. Motion to cancel the Regular City Council meetings of November 22, 2023, and December
27, 2023. (Rosa Govea Acosta, City Clerk)
8. Report regarding Resolution No. 138-2023 accepting $104,000 from the State of California,
Office of Traffic Safety for the "Selective Traffic Enforcement Program" (STEP) to be used
for personnel overtime, equipment, and training expenses and amend the Police Department's
Operating Budget for Fiscal Year 2023-2024 by approving Budget Amendment 24.009.

9. Report regarding Resolution No. 139-2023 approving a one-time $10,000 contribution to the
Community Overcoming Relationship Abuse non-profit (CORA) to offer SPEAK UP, a

County -wide education and training pilot campaign in South San Francisco. (Sharon Ranals,
City Manager)
Director of Quality and Strategic Initiatives for CORA Lynn Schuette provided a presentation to
Council to review the education and training campaign. The council thanked Director Schuette for
her presentation.
10. Report regarding Resolution No. 140-2023 setting the regular meeting time of the City
Council of the City of South San Francisco at 6:30 p.m. (Sky Woodruff, City Attorney)
Vice Mayor Nagales stated the change of meeting time would allow residents commuting from the
East Bay to join council meetings and allow for families to check in with one another before attending.
Motion — Councilmember Flores/Second — Councilmember Coleman: To approve Consent Calendar
6-10, by roll call vote: AYES: Councilmembers Addiego, Coleman, Flores, and Vice Mayor Nagales,
and Mayor Nicolas; NAYS: None; ABSENT: None; ABSTAIN: None
ADMINISTRATIVE BUSINESS
11. Report regarding Resolution No. 141-2023 authorizing a second amendment to the minor
construction agreement with Dekra-Lite, expanding the City's holiday decorations program
by $55,000 to an amount not to exceed $551,187.01. (Katie Donner, Management Analyst I)
Management Analyst Donner presented the item to the Council and provided an overview of the 2023
Holiday changes. The council engaged in questions and discussion. Management Analyst Donner,
Economic and Community Development Director Selander, and Parks and Recreation Director
Mediati provided clarification. Councilmember Addiego expressed his support for the holiday
program but noted his concern on the cost of decorations.
Motion — Councilmember Flores /Second— Councilmember Coleman: To approve Resolution No.
141-2023 authorizing a second amendment to the minor construction agreement with Dekra-Lite,
expanding the City's holiday decorations program by $55,000 to an amount not to exceed
$551,187.01, by roll call vote: AYES: Councilmembers Coleman, Flores, and Vice Mayor Nagales,

Mayor Nicolas informed the community that the next City Council meeting will begin at 6:30 p.m.
City Attorney Woodruff indicated the resolution was effective immediately.
