RESOLUTION ACCEPTING STATE TRANSPORTATION
IMPROVEMENT PROGRAM (STIP) FUNDS IN THE
AMOUNT OF $5,000,000 FROM THE CALIFORNIA
TRANSPORTATION COMMISSION (CTC) AND
AUTHORIZING THE CITY MANAGER TO EXECUTE A
COOPERATIVE WORK AGREEMENT WITH THE
CALIFORNIA DEPARTMENT OF TRANSPORTATION
(CALTRANS); AND APPROVING BUDGET
AMENDMENT #24.013 TO ADD $5,000,000 TO THE
UTAH AVENUE OVERCROSSING PROJECT (TR1404).
WHEREAS, the Utah Avenue Overcrossing Project ("Project") will create a new east -west
connection in the City of South San Francisco ("City"), including intersection improvements at Utah
Avenue/South Airport Boulevard, Utah Avenue/San Mateo Avenue, and at Airport Boulevard/San Mateo
Avenue/Produce Avenue and will include new pedestrian and bicycling facilities; and
WHEREAS, the City applied for and was awarded State Transportation Improvement Program
funds (STIP) from the California Transportation Commission (CTC) in the amount of $5,000,000 for the
Plans, Specifications, & Estimate (PS&E) phase of the Project; and
WHEREAS, the Project is included in the City's 2023-2024 Capital Improvement Program
("CIP"); and
WHEREAS, the PS&E phase will develop the final configuration for the Project, including plans
for providing safe bicycling and pedestrian facilities in partnership with the City of South San Francisco
communities through the proactive use of public meetings, events, and social media; and
WHEREAS, Budget Amendment #24.013 will add $5,000,000 into the Project which consists of a
STIP fund from the CTC in the amount of $5,000,000.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of South San Francisco that the
City Council hereby accepts $5,000,000 from the California Transportation Commission for the PS&E phase
of the Utah Avenue Overcrossing Project.
BE IT FURTHER RESOLVED, that the City Council approves Budget Amendment #24.013 to
add $5,000,000 of STIP funds to the Project for the development of Plans, Specifications, and Estimate.
BE IT FURTHER RESOLVED, that the City Council of the City of South San Francisco
authorizes the Finance Department to establish the Project Budget consistent with the information contained
in the staff report.

BE IT FURTHER RESOLVED, that the City Council hereby authorizes the City Manager to execute the
documents necessary to accept the STIP funding, execute a Cooperative Work Agreement with the
California Department of Transportation and take any other actions necessary to carry out the intent of the
associated staff report or this resolution on behalf of the City Council, and subject to approval as to form by
the City Attorney.
At a meeting of the City Council on 9/27/2023, a motion was made by Mark Addiego, seconded by Eddie
Flores, that this Resolution be approved. The motion passed.
