HomeMy WebLinkAboutOrd 1170-1995ORDINANCE NO. 1170-95 AN ORDINANCE ADDING CHAPTER 11.68 OF THE SOUTH SAN FRANCISCO MUNICIPAL CODE DECLARING THE PRIMA FACIE SPEED LIMIT ON CITY STREETS The CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO DOES ORDAIN AS FOLLOWS: SECTION 1: Section 11.68.005 of the South San Francisco Municipal Code is hereby added to read as follows: Section 11.68.005 Determination and declaration of prima facie speed limits. The City Council approves and adopts the engineering and traffic survey dated July 12, 1995, prepared by the police department and city engineer, for the streets and portions thereof set forth therein, copies of which are on file and available for public inspection in the offices of the City Clerk and Director of Public Works. The city Council finds and determines that the survey was conducted in accordance with the Vehicle Code and methods of conducting engineering and traffic surveys prescribed in the California Department of Transportation and that the survey justifies the speed limits recommended for the streets and portions of streets therein described and the prima facie speed limits set forth in this chapter. The City Council further finds and determines upon the basis of the survey that a speed greater than twenty-five miles per hour will facilitate the orderly movement of vehicular traffic and will be reasonable and safe upon the streets or portions of streets designated in Sections 11.58.015 through 11.68.035 and declares that the prima facie speed limit of each street or portion thereof is the most appropriate to facilitate the orderly movement of traffic and is reasonable and safe. The City Council declares these speed limits as prima facie speed limits for the streets or portions thereof, which limits shall be effective when appropriate signs giving notice thereof are erected upon the streets or portions thereof. SECTION 2: Section 11.68.010 the South San Francisco Municipal Code is hereby added to read as follows: Section 11.68.010 Prima facie speed limit declared twenty- five miles per hour. The twenty-five mile per hour prima facie speed limit shall apply to the following streets: Alhambra Road - from Granada Drive to Ponderosa Road Alida Way - from Northwood Drive to Ponderosa Road Alta Loma Drive - entire length Alta Mesa Drive - entire length Alta Vista Drive - entire length Arroyo Drive - from E1 Camino Real to Junipero Serra Boulevard Avalon Drive - from Constitution Way to end Baden Avenue - from Airport Boulevard to Chestnut Avenue Callan Boulevard - from King Drive to Westborough Boulevard Camaritas Avenue - entire length Chapman Avenue - from Airport Boulevard to Randolph Avenue Commercial Avenue - from Linden Avenue to Oak Avenue Del Monte Avenue - from Arroyo Drive to Alta Loma Drive Evergreen Drive - from Hillside Boulevard to Mission Road Fairway Drive - from W. Orange Avenue to Ponderosa Road Galway Drive - from Greendale Drive to Westborough Boulevard Grand Avenue - from Airport Boulevard to Mission Road Greendale Avenue - entire length Harbor Way - from E. SECTION 3: Section 11.68.015 of the South San Francisco Municipal Code is hereby added to read as follows: Section 11.68.015 Prima facie speed limit declared thirty miles per hour. The thirty mile per hour prima facie speed limit shall apply to the following streets: S. Airport Boulevard - from Produce Avenue to Utah Avenue Allerton Avenue - from Forbes Boulevard to E. Grand Avenue N. Canal Street - from S. Linden Avenue to S. Spruce Avenue Chestnut Avenue - from Hillside Boulevard to Miller Avenue and from Commercial Avenue to E1 Camino Real Dubuque Avenue - from East Grand Avenue to Oyster Point Blvd Eccles Avenue - from Forbes Boulevard to Oyster Point Blvd Gellert Boulevard - from King Drive to Shannon Drive E. Grand Avenue - from Airport Boulevard to Gateway Boulevard Grandview Drive - from E. Grand Avenue to Point San Bruno Blvd Harbor Way - from Littlefield Avenue to Mitchell Avenue Littlefield Avenue - from E. Grand Avenue to Utah Avenue Mission Road - from Chestnut Avenue to city limits Mitchell Avenue - from S. Airport Boulevard to Harbor Way Oyster Point Boulevard - from Eccles Avenue to eastern terminus of street Point San Bruno Boulevard - from Forbes Boulevard to Grandview Drive . Grand Avenue - from Gateway Boulevard to end Hickey Boulevard - from city limits to Junipero Serra Blvd Noor Avenue - from E1 Camino Real to Huntington Ave 3 Oyster Point Boulevard - from Airport Blvd to Eccles Avenue Produce Avenue - from San Mateo Avenue to Terminal Court Utah Avenue - from South Airport Boulevard to Harbor Way Westborough Boulevard - from city limit to Junipero Serra Blvd SECTION 5: Section 11.68.025 of the South San Francisco Municipal Code is hereby added to read as follows: Section 11.68.025 Prima facie speed limit declared forty miles per hour. The forty mile per hour prima facie speed limit shall apply to the following streets: Hickey Boulevard - from Junipero Serra Boulevard to E1 Camino Real Hillside Boulevard - extension from north city limit to Sister Cities Blvd Huntington Avenue - from Noor Avenue to S. Spruce Avenue Industrial Way - from E. Grand Avenue to Oyster Point Blvd SECTION 6: Section 11.68.030 of the South San Francisco Municipal Code is hereby added to read: Section 11.68.030 Prima facie speed limit forty-five miles per hour. declared The forty-five mile per hour prima facie speed limit shall apply to the following streets: Westborough Boulevard between West Orange Avenue and Junipero Serra Boulevard Junipero Serra Boulevard between Avalon Drive and Westborough Boulevard SECTION 7: Section 11.68.035 of the South San Francisco Municipal Code is hereby added to read: Section 11.68.035 Prima facie speed fifty miles per hour. limit declared The fifty mile per hour prima facie speed limit shall apply to the following streets: Junipero Serra Boulevard Westborough Boulevard between Hickey Boulevard and SECTION 8: SEVERABILITY. In the event any section or portion of this ordinance shall be determined invalid or unconstitutional, such section or portion shall be deemed severable and all other sections or portions hereof shall remain in full force and effect. SECTION 9: PUBLICATION AND EFFECTIVE DATE. This ordinance shall be published once, with the names of those City Councilmembers voting for or against it, in the San Mateo Times, a newspaper of general circulation in the City of South San Francisco, as required by law, and shall become effective thirty (30) days from and after its adoption.
