CONSENT CALENDAR
1.Approval of the Regular Meeting Minutes for August 2, 2023
Approved by BPAC 4-0-1: Committee Member Gore motioned, Chair Guzman Seconded.
Committee Member Gore – As Amended with revisions to comments under Administrative Business.
Vice-Chair Yip – As Amended to remove comments under Committee Comments.
Chair Guzman – As Amended to fix spelling under Committee Comments.

2.Complete Streets Leadership Academy - Update (Chris Espiritu, Senior Transportation
Planner)
•Committee Member Gore - Asked if there were alternatives to the issues on El Camino Real.
o Secretary Espiritu – Two lanes instead of three on El Camino Real would provide a protected
bike lane.
•Secretary Espiritu – Staff will pursue working with the town/city of Colma and San Bruno on
potential joint implementation.
•Committee Member Gore – Do the buses have any complaints on the temporary bike lanes?
o Secretary Espiritu – The bus pick-up and drop-off times have substantially decreased with
the installation of the temporary platforms.
•Committee Member Hingey – It would be less confusing to use for bikers if the bike lanes and
platforms were all painted the same color.
o Secretary Espiritu – If this were a permanent project, yes.
•Chair Guzman – Were there any kids on the “Every Kid Deserves a Bike Program” bicycles?
o Secretary Espiritu – Not that he could see, no white bikes.
•Committee Member Hingey – Police did a great job escorting the bike ride event.
•Committee Member Gore – Is it not possible to extend this project?
o Secretary Espiritu – No, the Encroachment Permit from Caltrans only covers the current
timeframe of 10 weeks.
o Committee Member Gore – Are there any other Grants currently available?
o Secretary Espiritu – Yes, we will keep pursuing new Grants.
o Committee Member Gore – Great to see bike lanes in places they have not been before.
•Chair Guzman – The speed limits are confusing, would like more signs.
o Secretary Espiritu – This would be proposing a lower speed limit on a state-owned highway;
Caltrans controls the signal timing.
•Committee Member Guzman – Asked about the other cities in this Grant project.
o Secretary Espiritu – Berkeley pulled out and San Leandro only had the temporary project up
and running for one day.
•Vice-Chair Yip – What happens now?
o Secretary Espiritu – The 10-week project will be taken down in October 2023.

COMMITTEE COMMENTS
•Vice-Chair Yip reported that a recent City Council meeting, the Utah Avenue overpass was approved,
Cost of the project would be the same as implementing all of Active South City’s recommended bike
and ped infrastructure. Vice-Chair Yip notes disagreement with staff responses and this project is not
on Active South City’s Final Plans, except for a line on a map. Expressed disappointment with Council
and failure to hear public comments,
o Secretary Espiritu acknowledged the comments and advised that further follow-up with Vice
Chair Yip would occur through the City Clerk’s and City Manager’s Office
•Committee Member Hollenback - Curious if BPAC can get involved with bicycle construction projects.
Chestnut, Grand Ave, and the entrance to Caltrans – the access from the sidewalk to these locations
are not great or functional due to construction; accommodations for bicyclist and pedestrians need to
be better.
•Chair Guzman – Did anyone from BPAC go to the EKDAB event last week?
o Secretary Espiritu – BPAC members were notified of the event through the City Manager’s
Office.
•Committee Member Hingey – Question – 2020 Study on the Colma Creek connector project, would
like a status update. Would also like an update on where the Active South City projects are currently.
o Secretary Espiritu – Will follow up in a future meeting as information is available.
•Chair Guzman – Would Engineering come and speak on current projects in SSF? Would like to know
the hard numbers regarding progress with bike/ped projects.

•Committee Member Gore – Sister City’s bike lanes – this was a great improvement. Are there any
plans to deal with Chestnut from Hillside down?
o Secretary Espiritu – No projects that we are aware of, currently.

3.Welcome new BPAC member, Dylan Hingey
•Committee Member Hingey introduced himself. BPAC members welcomed the new Committee
Member.
