RESOLUTION APPROVING A PURCHASE
AGREEMENT WITH L.N. CURTIS & SONS, INC., FOR
THE PURCHASE OF 58 GLOBE TURNOUT COATS AND
PANTS IN AN AMOUNT NOT TO EXCEED $249,811.80;
AND AUTHORIZING THE CITY MANAGER TO
EXECUTE THE PURCHASE AGREEMENT ON BEHALF
OF THE CITY OF SOUTH SAN FRANCISCO.
WHEREAS, the City of South San Francisco ("City") staff recommends that the City Council
adopt a resolution authorizing the Fire Department to purchase personal protective clothing of coats and
pants ("turnouts"); and
WHEREAS, in accordance with National Fire Protection Association 1851 standards, the Fire
Department's Personal Protective Clothing Committee (Committee) identified 58 sets of turnouts in need of
replacement; and
WHEREAS, the Committee recommends continuing with the same model of Globe turnouts
currently in use, including critical safety features, and maintaining standardization for structural personal
protective equipment department wide; and
WHEREAS, staff completed a competitive bid process for 58 sets of Globe turnouts and received
only one vendor submission, from L.N. Curtis & Sons, Inc.; and
WHEREAS, California Public Contract Code Section 3400(b) permits general law cities to
suspend competitive bidding and to make sole source purchases of products or equipment in order to match
other products in use on a particular public improvement either completed or in the course of completion, or
to obtain a necessary item that is only available from one source; and
WHEREAS, South San Francisco Municipal Code subsection (a) of Section 4.04.080 permits the
City to dispense of open market procedures if a commodity can only be obtained from one vendor; and
WHEREAS, staff has confirmed that L.N. Curtis & Sons, Inc. is the exclusive dealer of Globe
turnouts, made by the Globe Manufacturing Company, LLC in California, and
WHEREAS, the purchase of the 58 sets of turnouts is identified and approved as part of the FY
2023-24 Operating Budget.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco
does hereby take the following actions:
1.Approves the purchase of 58 sets of Globe turnouts in an amount not to exceed $249,811.80.
2.Authorizes the City Manager to execute the purchase agreement with L.N. Curtis & Sons, Inc.
for the 58 sets of Globe turnouts on behalf of the City of South San Francisco, subject to
approval as to form by the City Attorney.
3.Authorizes the City Manager to take any other action consistent with carrying out the intent of
this resolution.
At a meeting of the City Council on 12/13/2023, a motion was made by Councilmember Nagales,
seconded by Vice Mayor Flores, that this Resolution The motion passed.be approved.
