AGENDA REVIEW City Manager Ranals stated that Closed Session Item No. 13 would be postponed to a future date. ANNOUNCEMENTS FROM STAFF No announcements. PRESENTATIONS 1. Proclamation Recognizing National Gun Violence Survivors Week January 22-26, 2024. (James Coleman, Mayor) Mayor Coleman presented the proclamation to Police Chief Campbell. Chief Campbell thanked the Council for their support and pledged department support in addressing gun violence. COUNCIL COMMENTS/REQUESTS Councilmember Nagales informed the community of recent events attended including the Lunar New Year Celebration and noted that the City is a welcoming and diverse community. He shared that he attended the memorial service of Don Horsley former member of the San Mateo County Board of Supervisors noting his many community contributions and leadership. Councilmember Nicolas shared that she also attended the memorial service of Don Horsley former member of the San Mateo County Board of Supervisors and acknowledged his contributions. She thanked the Library Parks and Recreation staff for their work in recent events. She visited and greeted the seniors at the Teglia Senior Center as they were making Valentine's Day cards for our troops. She noted she would be participating in the one -day homeless count on January 25, 2023. She requested the meeting be adjourned in memory of Eleadora Atienza De Claro, Dennison Raval, and Josie Ricci. Vice Mayor Flores thanked his colleagues for mentioning the memorial service of Don Horsley former member of the San Mateo County Board of Supervisors. He shared his excitement in hearing the turnout for the Lunar Year Celebration. He also shared that he has been working closely with City Manager Ranals and Public Works to combat illegal dumping in his district. Councilmember Addiego shared that he participated in a podcast honoring Marty Romero and his contributions to the South San Francisco Community. The podcast was hosted by his daughter, Chef Ava Marie Romero. Mayor Coleman shared his memories of Marty Romero and shared he was always a pleasure to speak with. He also provided an overview of the events he attended including A Day of Service at Alta Loma Middle School, the Lunar New Year Celebration, an affordable housing roundtable, and the panel discussion for Race -Conscious Policies to Address the Housing Crisis hosted by SPUR. PUBLIC COMMENTS — NON -AGENDA ITEMS The following individual(s) addressed the City Council: Cynthia Marcopulos Charlene Rouspil Peggy Deras CONSENT CALENDAR The City Clerk duly read the Consent Calendar, after which the Council voted and engaged in discussion of specific items as follows. Item No. 6 was pulled by Councilmember Addiego for further discussion. 2. Motion to approve the Minutes for January 10, 2024. 3. Report regarding the second reading and adoption of Ordinance 1653-2024 approving a Development Agreement (DA22-0005) between the City of South San Francisco and HCP Forbes, LLC for the Vantage Life Science Campus Development Project at 420-490 Forbes Boulevard. (Christy Usher, Senior Planner) 4. Report regarding Resolution No. 11-2024 authorizing the acceptance of $4,069.14 in funding from San Mateo County Registration and Elections Division to support a 30-Day Vote Center at the Main Library, Library I Parks and Recreation Center, for the March 5, 2024 Presidential Primary Election and amending the Library Department's Fiscal Year 2023-24 Operating Budget via Budget Amendment Number 24.029. (Valerie Sommer, Library Director) 5. Report regarding Resolution No. 12-2024 approving the South San Francisco Fire Department's annual inspections performance pursuant to the California Health and Safety Code Section 13146.4. (Ian Hardage, Fire Marshal) 6. Report regarding Resolution No. 13-2024 authorizing submittal of an application for the Department of Resources Recycling and Recovery funds allocated through the State of REGULAR CITY COUNCIL MEETING JANUARY 24, 2024 MINUTES PAGE 2 California in their fiscal year 2023-24 budget in the amount of $16,427 to support beverage container recycling programs in South San Francisco and authorizing the City's fiscal year 2023-24 revenue budget adjustment upon receipt of funds pursuant to Budget Amendment Number 24.031. (Marissa Garren, Management Analyst II) 7. Report regarding Resolution No. 14-2024 approving the Annual Impact Fee and Sewer Capacity Charge Report for Fiscal Year 2022-23. (Karen Chang, Director of Finance) Item No. 6: Councilmember Addiego inquired about the use of funding for the program. Management Analyst Garren provided an overview of grant use including use of BigBelly cans and noted that additional outreach will be done to educate the public. Motion — Councilmember Nicolas /Second — Vice Mayor Flores: To approve Consent Calendar 2-7, by roll call vote: AYES: Councilmembers Addiego, Nagales, Nicolas, and Vice Mayor Flores, and Mayor Coleman; NAYS: None; ABSENT: None; ABSTAIN: None ADMINISTRATIVE BUSINESS 8. Report regarding Resolution No. 15-2024 to approve a three-year professional services agreement with Maze and Associates, Certified Public Accountants, for independent audit services beginning with the fiscal year ending June 30, 2024, in an amount not to exceed $290,818, which includes a 10% contingency, with an option to extend for two additional fiscal years and to authorize the City Manager to execute the agreement. (Karen Chang, Director of Finance) Director Chang presented the report and provided an overview of the proposed agreement. Amy Meyer with Maze and Associates introduced herself and provided information on the services provided by the firm. The Council engaged in discussions and requested clarification regarding terms and the selection process. Director Chang and Consultant Meyer provided clarification and noted that there is a required partner rotation every 6 years. Motion — Councilmember Addiego /Second — Councilmember Nagales: To approve Resolution No. 15-2024 to approve a three-year professional services agreement with Maze and Associates, Certified Public Accountants, for independent audit services beginning with the fiscal year ending June 30, 2024, in an amount not to exceed $290,818, which includes a 10% contingency, with an option to extend for two additional fiscal years and to authorize the City Manager to execute the agreement, by roll call vote: AYES: Councilmembers Nagales, Nicolas, and Vice Mayor Flores, and Mayor Coleman; NAYS: None; ABSENT: None; ABSTAIN: Councilmember Addiego 9. Report regarding Resolution No. 16-2024 accepting the Annual Comprehensive Financial Report (ACFR) and other related miscellaneous reports for Fiscal Year 2022-23 (Karen Chang, Finance Director) Maze and Associates Consultant Meyer presented the annual audit report. The Council engaged in questions and discussions. Director Chang provided clarification on the acronyms used while Assistant City Manager Lee provided clarification on the budget process. Councilmember Addiego suggested that staff seek direction from the Council regarding the pension reserves. REGULAR CITY COUNCIL MEETING JANUARY 24, 2024 MINUTES PAGE 3 Motion — Councilmember Addiego /Second — Councilmember Nicolas: To approve Resolution No. 16-2024 accepting the Annual Comprehensive Financial Report (ACFR) and other related miscellaneous reports for Fiscal Year 2022-23, by roll call vote: AYES: Councilmembers Nagales, Nicolas, and Vice Mayor Flores, and Mayor Coleman; NAYS: None; ABSENT: None; ABSTAIN: Councilmember Addiego 10. Report regarding Resolution No. 17-2024 appropriating $200,000 of state grant funds for the Every Kid Deserves a Bike Program and approving Budget Amendment Number 24.024. (Devin Stenhouse, Diversity, Equity, and Inclusion Officer) Assistant City Manager Lee presented the report and provided an overview of the program. Vice Mayor Flores thanked community partners and elected officials for their collaboration and contributions to the program and noted the program was recognized Countywide. The Council highlighted the significance of the program and suggested collaborating with the School District to obtain data on the number of students biking to school and future funding. Motion — Vice Mayor Flores /Second — Councilmember Nagales: To approve Resolution No. 17- 2024 appropriating $200,000 of state grant funds for Every Kid Deserves a Bike Program and approving Budget Amendment Number 24.024., by roll call vote: AYES: Councilmembers Nagales, Nicolas, and Vice Mayor Flores, and Mayor Coleman; NAYS: None; ABSENT: None; ABSTAIN: Councilmember Addiego 11. Report Regarding Resolution No. 18-2024 Approving a Professional Services Agreement with Boucher Law, PC in the Amount of $100,000 for Labor Relations Consulting Services. (Leah Lockhart, Human Resources Director) Director Lockhart presented the report and provided information on Boucher Law. Founding Attorney Christopher Boucher introduced himself and provided an overview of the firm and the organizations he has served. The Council engaged in questions and discussions surrounding the bidding and rating process, consistency in presenting outcomes, and services that Boucher Law would provide. Motion — Councilmember Addiego /Second — Councilmember Nicolas: To approve Resolution No. 18-2024 Approving a Professional Services Agreement with Boucher Law, PC in the Amount of $100,000 for Labor Relations Consulting Services, by roll call vote: AYES: Councilmembers Addiego, Nagales, Nicolas, and Mayor Coleman; NAYS: Vice Mayor Flores; ABSENT: None; ABSTAIN: None ITEMS FROM COUNCIL — COMMITTEE REPORTS AND ANNOUNCEMENTS 12.2024 City Council Committee Assignments. (James Coleman, Mayor) Mayor Coleman suggested the Council review assignments and note any concerns. Councilmember Nagales stated his appointment to the Transportation Authority is appointed through the Council of Cities. Vice Mayor Flores noted the appointments to the Conference Center Authority be updated by the City Clerk's Office. Mayor Coleman requested that the SFO roundtable be added to his calendar. REGULAR CITY COUNCIL MEETING JANUARY 24, 2024 MINUTES PAGE 4 Vice Mayor Flores noted the League of California Cities would be hosting a 2024 Legislator Address for the Peninsula Division on Friday, January 26, 2024, at 5:30 p.m. in Palo Alto. Mayor Coleman stated the prioritizing session for setting policy and initiatives would be hosted this Saturday to ensure continuity. He also plans to report on his attendance at the US Conference of Mayors. Councilmember Nicolas suggested a five-year strategic priority plan.
