Box 711 (City Hall, 400 • Grand Avenue) City Council South San Francisco, CA • Resolution: RES 23-2024 File Number: 24-140 Enactment Number: RES 23-2024 A RESOLUTION APPROVING THE SELECTION AND AWARD OF THE REQUEST FOR PROPOSAL (RFP) FOR PROCUREMENT AND INSTALLATION OF THE LENELS2 ACCESS CONTROL SYSTEM AT ALL FIRE DEPARTMENT FACILITIES, THE POLICE SUBSTATION AT THE MILLER AVENUE GARAGE, AND THE INFORMATION TECHNOLOGY BUILDING (PROJECT) TO DEA SECURITY SYSTEMS CO. INC. (DEA), AND AUTHORIZING THE CITY MANAGER TO ENTER INTO A SERVICE AGREEMENT WITH DEA AT THE AMOUNT OF $326,799.98 FOR PERFORMANCE OF THE PROJECT. WHEREAS, in 2 02 1, the South San Francisco Fire Department personnel applied for and received a $100,000 grant from the Urban Area Security Initiative (UASI) to enhance security and access for Fire Department facilities; and WHEREAS, in 2022, City Council of the City of South San Francisco (City) approved the acceptance of the $100,000 grant funds for enhanced security and electronic site access at Fire Station 61, Fire Administration, and the Emergency Operations Center (EOC); and WHEREAS, pursuant to a request by the Information Technology (IT) Department, a $250,000 decision package for electronic site access at city facilities was approved as a Capital Improvement Project for the Fiscal Year 2023-2024 budget; and WHEREAS, in the Fall of 2023, a request for proposal (RFP) was solicited to install technology for electronic site access at all Fire Department facilities, the Police substation at the Miller Avenue garage, and the Information Technology building (Project); and WHEREAS, in response to this RFP, two firms, DEA Security Systems Co. Inc. (DEA) and Edgeworth Integration LLC (Edgeworth), submitted complete proposals; and WHEREAS, DEA provided a proposal cost of $326,799.98 and Edgeworth provided a proposal cost of $332,951.29; and WHEREAS, Fire Department and IT staff recommend awarding the RFP for the Project to DEA based on DENS current knowledge and maintenance of electronic site access systems currently in use in city facilities including City Hall, the Corporation Yard, Library I Parks and Recreation Center, and the Police Department; and City of South San Francisco File Number: 24-140 Enactment Number: RES 23-2024 WHEREAS, DEA's total Project cost of $326,799.98 would be covered in part by $250,000 that was included in the Fiscal Year 2023-2024 adopted budget; and WHEREAS, the remaining $76,799.98 would be covered by the Fire Department's $100,000 UASI grant funds for enhanced security that was approved by City Council on December 14, 2022; and WHEREAS, the City staff recommends that the City Council adopt a resolution approving the selection and award the RFP for the Project to DEA. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco does hereby take the following actions: 1.Approve the selection and award the Request for Proposal (RFP) for Procurement and Installation of the Lene1S2 Access Control System at all Fire Department facilities, the Police substation at the Miller Avenue garage, and the Information Technology building (Project) to DEA Security Systems Co. Inc. (DEA). 2.Authorizes the City Manager to enter into a service agreement with DEA in the amount of $326,799.98 for the performance of this Project, subject to approval as to form by the City Attorney. 3.Authorizes the City Manager to take any other action consistent with carrying out the intent of this resolution. At a meeting of the City Council on 2/14/2024, a motion was made by Councilmember Nicolas, seconded by Councilmember Addiego, that this Resolution be approved. The motion passed.
