CITY COUNCIL CITY OF SOUTH SAN FRANCISCO WEDNESDAY, FEBRUARY 14, 2024 6:30 p.m. Library Parks and Recreation Building Council Chambers 901 Civic Campus Way, South San Francisco, CA Mayor Coleman called the meeting to order at 6:30 p.m. ROLL CALL Councilmember Addiego, present Councilmember Nagales, present Councilmember Nicolas, present Vice Mayor Flores, present Mayor Coleman, present PLEDGE OF ALLEGIANCE Assistant City Manager Lee led the pledge. AGENDA REVIEW City Manager Ranals stated that Consent Calendar Item No. 14 would be postponed to a future date. Meeting recessed at 6:31 p.m. Meeting resumed at 6: 34 p. m. ANNOUNCEMENTS FROM STAFF Devin Stenhouse, Inclusion Officer of Diversity, Equity, and Inclusion invited the community to celebrate African American History month with a series of events on Saturday, February 17, 2024, at the Library I Parks and Recreation Building. He apprised the Council and the community that the city has partnered with CORA (Community Overcoming Relationship Abuse) Speak Up Program. CORA will provide a presentation on Wednesday, February 28, 2024. PRESENTATIONS 1. Proclamation celebrating February as Black History Month. (James Coleman, Mayor) Mayor Coleman read the proclamation celebrating February as Black History month and presented it to South San Francisco resident, Tanisha Hughes. Tanisha accepted the proclamation and thanked the Council for the recognition. 2. Presentation from Community Strong Strategies on a new Property Based Improvement District in Downtown South San Francisco. (Ernesto Lucero, Economic Development Manager) Economic and Community Development Director Selander introduced members of Community Strong Strategies and Public Finance Solutions to discuss Property and Business Improvement Districts (PBID) downtown. Council engaged in discussions and received responses from staff and Nathan Ulsh of Community Strong Strategies 3. Presentation on Annual Crime Statistics (Scott Campbell, Chief of Police) Police Chief Campbell presented an overview of the annual crime statistics for South San Francisco. He highlighted the current drug crisis in San Mateo County related to the use of fentanyl and noted the department's efforts to educate the community, especially the youth. The Council thanked Chief Campbell and his team for their efforts and engaged in discussions. COUNCIL COMMENTS/REQUESTS Councilmember Nicolas thanked Emergency Services Captain Ken Anderson and city staff for their work during the recent storm ensuring safety for all. She also welcomed new staff members in the Police Department and apprised the Council and the community of recent events attended. She requested the meeting be adjourned in memory of Michael Newell, Dr. Dominador Gines Jr., and Pat Fitzpatrick. Councilmember Nagales apprised the Council and the community of recent events attended. He invited members to join a community meeting that will be held on March 8, 2024, at 7:00 p.m. in District 2 — Alice Bulos Community Center. He highlighted the contributions made by former Commissioner Fitzpatrick. Councilmember Addiego apprised the Council and the community of a recent meeting he attended with PG&E representative, Bill Chang and events attended. He requested to adjourn the meeting in memory of Margaret "Betty" Leddy. Vice Mayor Flores apprised the Council and the community of recent meetings and events attended. He noted the importance of mental health awareness and indicated that 988 Suicide and Crisis Lifeline help is available. It is a 24-hour crisis line. Mayor Coleman thanked the community members for their involvement in the community and provided an overview of recent events attended. CERT members and the Emergency Operations Center staff were thanked for their prompt response to recent storm events. Given the recent storms, Mayor Coleman requested that the city explore microgrids and congratulated Library Board member Hector Camacho for receiving the James Irvine Foundation 2024 Leadership Award. Item No. 4 was pulled by Councilmember Addiego for further discussion. 4. Motion to approve the Minutes for January 24, 2024, and January 27 ,2024. (Rosa Govea Acosta, City Clerk) Report regarding Resolution No. 19-2024 authorizing the acceptance of donations from various community partners totaling $32,820 for Fiscal Year 2023-24, as well as in -kind donations of supplies and volunteer support for Parks and Recreation Department programs and events. (Angela Duldulao, Deputy Director, Parks and Recreation Department) 6. Report regarding Resolution No. 20-2024 adopting the multi -year Broadband Master Plan. (Tony Barrera, Director of Information Technology) 7. Report regarding Resolution No. 21-2024 authorizing the write-off of $267,493.60 in uncollectable ambulance billing accounts receivable and authorizing City staff to revise Administrative Instruction IV No. 9 — Financial Hardship Policy to be compliant with Assembly Bill 716 (2023). (Richard Walls, EMS Chief) 8. Report regarding Resolution No. 22-2024 approving the South San Francisco Fire Department's request to amend the annual not to exceed limits for plan check professional services with CSG Consultants, West Coast Code Consultants, Inc., Coastland Civil Engineering, LLP, and 4Leaf, Inc. for the remainder of the term of the agreements. (Ian Hardage, Fire Marshal) 9. Report regarding Resolution No. 23-2024 approving the selection and award of the Request for Proposal (RFP) for Procurement and Installation of the Lene1S2 Access Control System at all Fire Department facilities, the Police substation at the Miller Avenue garage, and the Information Technology building (Project) to DEA Security Systems Co. Inc. (DEA) and authorizing the City Manager to enter into a service agreement with DEA in the amount of $326,799.98 for performance of the Project. (Matt Samson, Deputy Fire Chief) 10. Report regarding Resolution No. 23-24-2024 accepting $5,229 from the South San Francisco Friends of the Library to support Library programs and supplies and approving Budget Amendment Number 24.030. (Valerie Sommer, Library Director) 11. Report regarding Resolution No. 26-2024 accepting a donation of 22 specialty puppets from Folkmanis Puppets of Emeryville, California, with a value of $716 for use in South San Francisco Public Library interactive story times and programs for children and families. Report regarding Resolution No. 27-2024 approving and authorizing the recordation of Parcel Maps, Delegation of Easement Rights, and related improvements and maintenance agreements for the 120 East Grand Avenue R&D Project. (Matthew Ruble, Principal Engineer) 14. Report regarding a resolution appropriating $50,000 of county grant funds for Every Kid Deserves a Bike Program and approving Budget Amendment Number 24.034. (Devin Stenhouse, DEI Officer) 15. Report regarding Resolution No. 28-2024 authorizing submittal of an application for the City/County Association Governments of San Mateo County (C/CAG) Lifeline Transportation Program Cycle 7 committing a 20% total matching contribution of $20,000 from South San Francisco Local Measure A funds, in support of the Free South City Shuttle Public Outreach Project. (Marissa Garren, Management Analyst II) Item No. 4: Councilmember Addiego requested a correction to the January 27, 2024, Special Meeting minutes, page 2, discussion of a potential increase in sales tax. The minutes will reflect a change as follows: "Councilmember Addiego expressed concern with the implementation of an increased business and/or sales tax which may affect businesses and residents of the community." Report regarding Resolution No. 29-2024 ratifying a local emergency proclamation by the City Manager/Director of Emergency Services related to the major storm event that occurred on February 4, 2024 (Sharon Ranals, City Manager) Assistant City Manager Lee presented the report. Councilmember Nicolas inquired about the duration of the emergency proclamation. City Manager Ranals and City Attorney Woodruff provided an overview of the process and duration of the proclamation. Motion — Vice Mayor Flores /Second — Councilmember Nicolas: To approve Resolution No. 29-2024 ratifying a local emergency proclamation by the City Manager/Director of Emergency Services related to the major storm event that occurred on February 4, 2024, by roll call vote: AYES: Councilmembers Addiego, Nagales, Nicolas, and Vice Mayor Flores, and Mayor Coleman; NAYS: None 17. Report regarding Resolution No. 30-2024 approving Budget Amendment Number 24.036 appropriating $7,160,000 of available fund balance from the Commercial Linkage Fee fund to acquire and maintain the real property located at 226-246 Grand Avenue (APNs 012-315- 130, 012-315-140, and 012-315-150) and approving a Purchase and Sale Agreement with Giffra Enterprises, LLC. The council recognized the importance of preserving the historic image of the downtown corridor and engaged in discussions and received responses from Housing Manager Thoe and Economic and Community Development Director Selander.
