Under Oral Communications, at the beginning of the meeting, persons wishing to speak on any subject not on the Agenda will have 3 minutes to discuss their item. The Clerk will read the name and type of application to be heard in the order in which it appears on the Agenda. A staff person will then explain the proposal. The first person allowed to speak will be the applicant, followed by persons in favor of the application. Then persons who oppose the project or who wish to ask questions will have their turn. If you wish to speak, please fill out a card (which is available near the entrance door) and give it, as soon as possible, to the Clerk at the front of the room. When it is your turn, she will announce your name for the record. CONSENT CALENDAR -Voting Key: (yes, no, abstain) 1. Approval of the Regular Meeting Minutes for November 1, 2023 Approved by BPAC 4-0-1: Committee Member McAuley motioned, Committee Member Gore Seconded. Police Quarter Report - Statistics of Accidents in SSF (Traffic Commander, Sergeant Jim Portolan) • Chair Guzman – Requested the Police Quarter Report to include all parties in fault. • Committee Member McAuley – Commented on accident 12/4/23 Grand & Maple Ave and accident 12/29/23 Grand & Chestnut Ave. • Committee Member Gore – Commented on the pattern of these reports, new laws in place, and advocated for an educational program; hopes to reduce accidents. o Sergent Portolan – PD created flyers to better inform/educate public on newly passed State law; Assembly Bill 413. • Chair Guzman – Commented on daylighting. • Vice-Chair Yip – Commented on the new state law – low authorities are able to decide/asked how SSF will get the word out. o Sergent Portolan – Flyers, social media, email announcements, newsletters. • Vice-Chair Yip – Thanked Sergent Portolan for including the citation statistics – would like more data on location of the stats. o Sergent Portolan – Mentioned the Care Program. • Vice-Chair Yip – Asked if PD receives data from Engage SSF. o Sergent Portolan – Responded, not directly. • Chair Guzman – Would like to see how Engage SSF is funneled. • Committee Member Gore – Asked about the Police Bicyclist on Grand Ave. • Committee Member Hingey – Asked if the City has any plans to solve the congestion off of Grand Ave. o Secretary Espiritu – Commented on a project started in 2019 to change the parking from diagonal to parallel downtown. o Committee Member McAuley – Commented 50% of the parking would be lost. o Committee Member Gore – Asked about if there were plans for more parking structures off Miller Ave. • Vice-Chair Yip – Asked what the policy is for enforcing parking on sidewalks. o Sergent Portolan – Explained PD’s process. • Sergent Portolan – Mentioned plans for future quarterly training event. US 101 Express Lanes Project San Mateo County (operational 2023) •Provide technical assistance to/manage projects for local jurisdictions 11 4 Funding Programs Measure A generates approximately $100 million annually. Measure W generates approximately $50 million annually for the TA.
