On or about December 24, 1962, the City sewer crew discovered that sewage was backing up in the Cypress Avenue sanitary sewer due to a stoppage located somewhere under the Linde Company building on Linden Avenue. 2. The sewer crew was unable to relieve the stoppage and subsequently determined that the top of the sewer under the Linde Company building had collapsed and that rock and earth from the underlying fill had caved in, partially obstructing the sewer to a depth of approximately 15 inches creating a void under the floor of the Linde Company building. 3. Inspection determined that the sewer pipe break was unde~ the concrete floor of the Linde Company building approx- imately 2 feet from a heavy acetylene generator located in the building, and that the existing condition could cause a collapse thereby breaking the pipes carrying acetylene gas under pressure, which could result in a disastrous explosion. 4. Excavations at or near the heavy acetylene generator could also cause a collapse and render such a proposal in- feasible. NOW, THEREFORE, on the foregoing findings and determin- ations, the City Council concludes and declares that public interest and necessity demand the immediate expenditure of public monies to safeguard the life, health and property by installing a by-pass for the existing Cypress Avenue sanitary sewer in the vicinity of the Linde Company building, and further that a contract be awarded to Lowrie Paving Company to construct a 21" sewer by-pass in accordance with the plan entitled "Cypress Sanitary Sewer By-Pass at Linde Co. Warehouse", said work to be completed for the amount of $10,070. I hereby certify that the foregoing resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a meeting held on the ~rd day of 19 62, by the following vote: AYES, COUNCILMEN NOES, " ABSENT, " December , Leo J. Ryan, Patrick E. Ahern, Emilio Cortesi, Andrew Rocca~ and G. J. Rozzi. None. None.
