Transportation Demand Management encompasses a wide range of infrastructure and strategies that encourage and facilitate the use of alternative travel modes and travel patterns in an effort to reduce reliance on single occupant vehicles (Says). TDM aims to reduce vehicular travel demand (particularly during the peak demand time periods) by increasing commuter use of alternative travel options such as carpooling, public transit, walking, biking, and home telecommuting. Because they are primarily targeted to commuter travel, TDM plans are typically most effective when implemented and supported by employers at the workplace. This report summarizes the current conditions at the existing Costco Wholesale warehouse located at 451 South Airport Boulevard in South San Francisco and outlines the additional TDM actions and measures that will be implemented to meet the requirements of Chapter 20.120 Transportation Demand Management of the City of South San Francisco's Municipal Code. FILENAME: H:lprojfilel5684\reportlfinallssftdm _ final_9 _ 06 _ 2005.doc South San Francisco Airport Blvd Costco Preliminary TDM Plan September 6, 2005 Project #: 5684.00 Page 2 SITE CONDITIONS The existing Costco Wholesale warehouse is located at 451 South Airport Boulevard in South San Francisco, in a primarily industrial area north of the San Francisco International Airport. The existing warehouse is 122,300 square-feet and has been in operation since 1987. At this time it is proposed to develop a 16-fueling position Costco Gasoline facility on the southwest corner of the site. Figure 1 illustrates the proposed site development plan, including the new Costco Gasoline facility. Given both the retail and necessarily auto dependent nature of the proposed fuel station, it seems intuitive that Transportation Demand Management policy would not apply to this type of land use. However, as requested by the City, Costco has made a good faith effort to develop a TDM program targeting employee trips (both for the existing warehouse and the proposed fuel station) in an attempt to address the fundamental purpose of the City's TDM policy of alleviating traffic congestion by reducing drive-alone commute trips during peak traffic periods. SITE OPERATIONS Travel Demand Given the retail nature of the subject development, trips generated by the site can be summarized into three categories: . Costco member shopping trips; . Costco employee commuter trips; and . Freight delivery trips. The nature of the Costco operations (i.e., bulk purchasing, business wholesale shopping, and vehicular fueling) necessitate vehicular travel by customers due to the need for vehicles to transport the goods and gasoline purchased. This is consistent with all retail uses in the fact that the retailer has little or no control over how and/or when customers travel to and from the subject site. As such, based on discussions with City of South San Francisco staff and common with most TDM programs, the focus of this plan is to target Costco employee commuter trips and encourage those to shift to alternative travel modes. Work Force and Work Shifts The existing Costco Warehouse currently employs approximately 220 people working in varying shifts, seven days a week. Shifts begin as early as 3:45 a.m. and as late as 6:45 p.m. Shifts end as early as 8:00 a.m. and as late as 11 :00 p.m. Kittelson & Associates, Inc. Only approximately 17-percent of the employees' schedules require them to commute during the typical a.m. peak period (6:00 to 10:00 a.m.), and only 22-percent of the employees are scheduled so that they must commute during the typical p.m. peak period (3:00 to 7:00 p.m.). Further analysis of the current employee shift times indicates that, during the a.m. peak period, a maximum of 6-percent of the total daily employee trips occur during any given hour and only 7-percent of the total daily employee trips occur during any given hour during the p.m. peak period. By working with this type of staggered employee shift schedule, Costco employee traffic has a substantially reduced impact on the surrounding transportation system during these critical peak operating periods. Out of the 218 existing employees who must commute to the warehouse each day, on average the Airport Boulevard Costco generates approximately 38 a.m. peak period (6:00 to 10:00 a.m.) employee trips (13 during the peak hour) and approximately 48 p.m. peak period (3:00 to 7:00 p.m.) employee trips (16 during the peak hour). Also important in the evaluation and selection of TDM strategies are the locations of employee residences in relation to the employment site. The proximity of employee homes is a primary factor in dictating what travel modes are feasible and options existing for employee commuting. Table 1 summarizes the residence location, by zip code, for all existing employees at the South San Francisco Airport Boulevard Costco. Boise, Idaho South San Francisco Airport Blvd Costco Preliminary TDM Plan September 6,2005 Project #: 5684.00 Page 5 As can be seen from Table 1, the majority of the existing employees at the South San Francisco Airport Boulevard Costco live within the city limits of San Francisco, South San Francisco, and San Bruno. Approximately 23-percent of the employees live within two miles of the site and an additional3-percent of the employees live within five miles of the site. An additional 50-percent of the exiting employees live within 10-miles of the site in a vicinity that is very well connected via a number of transit options (BART, SamTrans, etc.). It is anticipated that the additional employees hired as part of the gasoline facility addition will adhere to this same general pattern. From this data, it can be concluded that the majority of Costco employees at the Airport Boulevard warehouse live within distances that are conducive to walking, biking, of public transit commuting (i.e., less than two miles for walking and biking and less than 10 miles for public transit). As such, the measures incorporated in this TDM program are geared towards targeting and shifting employee travel towards those modes. In addition, for the remaining 24- percent of employees who live more than ten miles from the site, carpooling and other measures have been incorporated. AL TNERATIVE TRANSPORTATION OPTIONS Public Transit The South San Francisco Airport Boulevard Costco is very well served by public transit. Two San Mateo Public Transit (SamTrans) transit lines travel directly along Airport Boulevard past the subject property, Route 292: SF Airport - Hillsdale s.c. and Route 397: San Francisco - Palo Alto Caltrain. There is a Sam Trans transit stop located directly in front of the Costco site in the corner of the South Airport Boulevard/Belle Air Road intersection. In addition, four Sam Trans rapid bus routes (FX, KX, NX, and PX) travel in close proximity to the site along Highway 101. Attachment "A" provides the transit routes for these lines. All of these routes connect to the Bay Area Rapid Transit (BART) and other Bay Area transit providers to the north. Given that 76-percent of the Airport Boulevard Costco employees live within ten miles of the warehouse, these local trips can, in many cases, be served as conveniently by public transit as by driving a car. However, one obstacle to early shift Costco employees' ability to use public transit is the fact that SamTrans does not begin service before 5 a.m. In addition, the recent extension of a BART line to the San Francisco International Airport/Millbrae provides high capacity light rail transit in relative proximity to Airport Boulevard and the subject property. Ride Sharing Ridesharing with fellow employees is more attractive to those with longer commute distances. The success in the formation of employee carpools and vanpools to the site will largely depend on the implementation of an on-site employee transportation coordinator (ETC) who can assist and be responsible for promoting, facilitating, and coordinating carpools and vanpools for employees with similar shift patterns. Boise, Idaho South San Francisco Airport Blvd Costco Preliminary TDM Plan September 6, 2005 Project #: 5684.00 Page 6 Bikeways The 1998 San Mateo County Bikeways Map (produced by the Bikeways and Pedestrian Committee of C/CAG) shows several contiguous bike routes within the site vicinity. South Airport Boulevard has designated bike paths along both sides in the vicinity of the site. Each employee is provided with a locker (which have recently been updated) where they can store clothes and other belongs if they choose to commute by bike. Since approximately 26-percent of the Costco employees live within five miles of the site and designated bike routes are provided to the site, it is very likely that a portion of these employees could use biking as an alternative commuting method. Walkways Pedestrian facilities and connections to the site exist such that continuous sidewalks and pedestrian pathways are provided along Airport Way and from Airport Way through the site to the warehouse building. Both street lighting and on-site perimeter and parking lot lighting are provided to enhance pedestrian convenience and safety. These features enhance the ability for employees who live within a close proximity of the site (within 1 or 2 miles) to walk to work, and also accommodate transit riders who need to walk the last distance from the bus stop to the warehouse or proposed fuel station. APPLIED TOM STRATEGY To create an effective and implementable TDM program, four basic assumptions were used: 1. There is a minimum (base mode usage) and a maximum (mode saturation) percentage of commuters likely to use commute alternatives to and from a site. The 1999 RIDES Commuter Profile survey conducted within the Bay area provided the basis for these assumptions. 2. The factors used to determine the site-specific base and maximum mode usage included the suitability of the site location for each commute alternative, existing and proposed future amenities provided for each mode, employee demographics, and current employee commuting trends. 3. There is a different minimum and maximum percentage of commuters likely to use each of the various alternative commute modes. The factors that determine these individual ranges include the suitability of the site location for each commute alternative, location and distance of employee residences, employee personal lifestyle and existing commuting habits, and employer-sponsored TDM programs, services, amenities and subsidies. 4. Numerous TDM program elements complement each other to yield a higher increase in participation by employees than that realized if only one program element or option is available. Boise, Idaho South San Francisco Airport Blvd Costco Preliminary TDM Plan September 6,2005 Project #: 5684.00 Page 7 Once the basis line assumptions were established, a combination of the most appropriate and effective TDM measures were combined in order to develop an overall plan that is applicable for the specific land use, work force characteristics, and site location. The remaining sections of the report outline the specific elements and measures included in the South San Francisco Airport Boulevard Costco TDM program and a measure of their effectiveness in meeting the City's identified mode shift targets. TOM PLAN ELEMENTS Based on the existing site conditions, employee demographics, and availability of alternative mode infrastructure, the following specific elements will be implemented as part of the South San Francisco Airport Boulevard Costco Transportation Demand Management Plan consistent with the City's target objectives for alternative mode shift: 1. TDM Program Coordinator/Employee Transportation Coordinator (Required Measures C & D) Actions . Costco will designate a permanent on-site TDM Program Coordinator or Employee Transportation Coordinator (ETC). . The ETC will be a part-time position (5-20 hours a week) with responsibility for assisting with commute options education, coordination, and problem solving (such as matching carpool partners, selling transit passes, obtaining transit schedules, educating new employees, administer commute method surveys, and promoting special events). . The ETC will be the point of contact for the City and other agencies regarding TDM issues. The ETC will also work in conjunction with the Peninsula Congestion Relief Alliance to assist in the promotion of ride sharing programs and special events such as Bike to Work day and Spare the Air day. . The ETC will conduct annual reviews and surveys to document the effectiveness of the TDM program and expand/modify the program as needed to ensure on-going compliance with the targeted goals. This employee will prepare and administer the annual commute survey and prepare the annual commute and TDM monitoring report to the City of South San Francisco Planning Department. Effects . Indirect benefits to the overall program. 2. Employee TDM Orientation and Education & TMA Participation (Required Measure 0) Actions . Existing and new employees shall be required to participate in an employee orientation program addressing commuting options. This program will explain the TDM program's goals, objectives, and elements, as well as a detailed description of the range of alternative commuting options available to the employees. Employees will be provided with transit schedules, maps, and be offered free ride sharing services to encourage the formation of carpools. . All employees will complete an "Initial Commuter Survey" that will ask employees to select their current or expected mode(s) of transportation for a list of alternative options available. . Participation in the Peninsula Congestion Relief Alliance transportation management association. Effects . Indirect benefits to the overall program. 3. TDM Information and Education (Required Measure H) Actions . A "Commuting Options Bulletin Board" will be displayed in a central location in the employee administration area. The bulletin board will display transit information, schedules, ride share details, incentive programs, and other TDM information. New commute options and promotions will be advertised and promoted. In addition, the "Commuting Options Bulletin Board" will post the results of the most current employee commute method survey and the efforts and effectiveness of the TDM program. Effects . Indirect benefits to the overall program. 4. Transit/Ride Share Incentives (Additional Measure A & E) Actions . Costco can consider the Commuter Check Program where pre-tax deductions will allow each Costco employee up to $100 per month for public transit passes and/or expenses for participating in a ride share program. . This incentive will be complemented by the transit information, education, and assistance provided through Items 1, 2, and 3. . Direct and safe pedestrian pathways from the public sidewalks through the site will be maintained and will not be obstructed by on-site fencing and/or landscaping. Pedestrian facilities and connections to the site exist such that continuous sidewalks and pedestrian pathways are provided along Airport Way and from Airport Way through the site to the warehouse building. Both street lighting and on-site perimeter and parking lot lighting are provided to enhance pedestrian convenience and safety. Bicycling and walking will be promoted to employees has viable commute options. . Convenient bicycle racks (3 racks with space for 15 bicycles) will be provided in a secure area near the employee entrances. . Existing lockers are provided to each employee for storage of change clothing and personal items to provide more convenience to bicycle and walking commuters. . An on-site shower (1) will be made available (in addition to the existing lockers that are provide to each employee). . Common and convenient bicycle and walking commute routes will be researched and shared with all employees via the "Commuting Options Bulletin Board." . Direct and safe bicycle/pedestrian pathways from the public sidewalks through the site will be maintained and will not be obstructed by on-site fencing and/or landscaping. Both street lighting and on-site perimeter and parking lot lighting are provided to enhance pedestrian convenience and safety. Effects . Program Goal = 17 Employees (8% Mode Shift) . Daily Employee Trips Saved = 34 6. Carpool/Vanpool Incentives (Required Measure F, I & K) Actions . Carpools and vanpools will be encouraged as an attractive way of commuting. . The ETC will provide assistance and coordination for other employees wishing to develop carpool groups and partners. . Four (4) preferential parking spaces for employee carpools will be designated near the employee entrance. These spaces will be clearly marked: "For Registered Carpools Only." . Carpool/Vanpoolloading will be permitted near the employee entrance on-site. Effects . Program Goal = 9 Employees (4% Mode Shift) Kittelson & Associates, Inc. Shuttle & Emergency Ride Program (Required Measures G & N) Actions . The program will join and advocate the use of Peninsula Congestion Relief Alliance's "Emergency Ride Home" program or a provide a similar type program. This provides employees who use alternatives forms of transport for commuting a free ride home in emergencies up to four times per year via taxicabs or rental cars. This type of program have been identified as a primary incentive for employees to rideshare or take public transit. The 1999 RIDES Commuting Survey indicated that employers have obtained a 15-20% increase in ride sharing when this type of assurance program is provided to employees. It is a deciding factor to not driving along and a valuable assurance for employees to quickly and safely get home in an emergency, illness, or for unscheduled overtime work. The Peninsula Congestion Relief Alliance provides employers in San Mateo 50% match on the cost of taxi rides or rental car trips taken for this purpose. Effects . On-Site Amenities (Additional Measure F) Actions · The existing Costco warehouse currently provides both kitchen and cafe/deli services on site that are available to employees. As such, the need for employees to travel off site for lunch and/or break periods is significantly reduced. This not only reduces the number of daily trips made by the Costco employees but also reduces the employees' need to have a vehicle at work in order to make these mid-shift trips. Effects . Program Goal = 4 Employees (2% Mode Shift) . Daily Employee Trips Saved = 8 9. Promotion of Regional TDM Events (Required Measure L) Actions . Employees will be encouraged to participate in regional TDM events such as Bike to Work days and the Bay Area Air Quality District's "Spare the Air" program. Participants will be requested to seek alternative methods for commuting besides driving alone. Spare the Air Day notification will be posted and distributed to employees by the ETC. C/CAG GUIDELINES MITIGATION The C/CAG Congestion Management Guidelines are applicable to any develop projected to generate 100 or more net new trips in any hour during the a.m. or p.m. peak period. The C/CAG guidelines outline that a designated TDM program is required to have the capacity to fully mitigate the a.m. and p.m. peak period commute trips generated by the development. The traffic impact analysis prepared by Crane Transportation Group for the proposed fuel station estimated that the development will generate 188 net new weekday a.m. peak hour trips and 102 net new weekday p.m. peak hour trips. However, this trip generation estimate only took reductions for internal trips between the fuel station and the existing warehouse and for pass-by trips from the adjacent street (Airport Boulevard). While discussed in the study text, the trip generation estimate used for the analysis did not account for diverted trips from other near by transportation facilities (an important trip generation characteristic of fuel stations). In fact, the Crane report stated that studies conducted at other locations in the Bay area indicate that 95 to 99-percent of all Costco gas station customers during the a.m. peak hour are pass-by capture from traffic traveling immediately adjacent to the site. For this specific site, the study outlined that overall 36-percent of the proposed gas station customers during the weekday a.m. peak hour were projected to be pass-by capture from Airport Boulevard, and an additional 50-percent were projected to be diverted traffic from other near by facilities. However, this 50-percent factor for diverted trips was not accounted for in the final trip generation estimate presented. Kittelson & Associates, Inc. Boise, Idaho South San Francisco Airport Blvd Costco Preliminary TDM Plan September 6,2005 Project #: 5684.00 Page 14 Furthermore, the trip generation estimate presented in the Crane report used the most conservative rates for internal and pass-by trip reduction factors found from studies conducted at other Costco facilities. Using the average rates found for these reduction factors yields a more realistic estimate for the trip generation characteristics of the proposed fuel station. Using the Crane study's estimate for gross trip generation, but considering the effect of trip diversion from near by facilities and applying average reduction factors (as opposed to the most conservative rates), a recommended revised trip generation estimate for the proposed fuel station (rounded to the nearest five vehicles per hour) is presented in Table 3. Therefore, according to this revised estimate, the C/CAG guidelines for trip mitigation do not apply to the proposed fuel station development. That being said, in a good faith effort to address the City's request for Transportation Demand Management compliance, the outlined plan has been developed to mitigate the new trips generated by the proposed fuel station as presented in the initial Crane study. MONITORING PLAN To monitor the effectiveness of the TDM program, Costco will adhere to the monitoring requirements outlined in Chapter 20.120.100 of the City's Ordinance (Transportation Demand Management). This includes preparation and administration of an annual survey of TDM program participants and submittal of an annual report summarizing the survey findings to the City's Planning Department. The purpose of this monitoring program will be to evaluate the effectiveness of the current measures implemented by the TDM plan in meeting the outline mode share targets and identifying areas for improvement or new opportunities. Per Chapter 20.120.100, all projects are subject to an annual survey. The purpose of the annual survey is to report on the compliance of a project with the final TDM plan. The City or the City's representative shall prepare and administer the annual survey of participants in the TDM program. The survey shall be used to monitor all projects. The survey administrator shall use statistical sampling techniques that will create a ninety-five percent confidence in the findings. A report of the survey findings shall be presented annually to the Planning Commission and the City Council. Kittelson & Associates, Inc. However, as outlined in this report, Costco has made a good faith effort to develop a TDM program targeting employee trips (both for the existing warehouse and the proposed fuel station) in an attempt to address the fundamental purpose of the City's TDM policy of alleviating traffic congestion by reducing drive-alone commute trips during peak traffic periods. The outlined TDM Plan identifies measures and facilities that, when implemented, will support both the City of South San Francisco's and the C/CAG objectives for reduced peak period single occupancy vehicle travel. Costco management supports and understands the importance of implementing an effective TDM program as part of a progressive business environment and to enhance the lives of their employees and the community in general.
