WHEREAS, Senate Resolution 77 relates to an.investigation by the Public Utilities Commission of the State of California concerning the interconnection of miscellaneous customer provided devices to the facilities of telephone utilities. ' WHEREAS, the Senate has requested that in order that the public interest be served, the Public Utilities Commission of the State of California be provided full assurance that there will be no adverse effect on telephone rates applicable to the general public, particularly to low-income individuals and small businesses.
