1 WHEREAS, It has come to the attention of the L~Iemh~rs
2 of the Senate that~the Public Utilities Commission has
3 undcrtal:en an investigation into the subject of
4 interconnections of various customer-provided devices to
5 the facilities of~ telf~pl,ol,e „t;lities~ and
6 WxL~~.~s, The members are informed that [the
7 primary thrust of the inquiry may be directed to the
8 technical stand~l.rds and requirements of such
9 interconnections in order to prevent possible
10 interference with the telephone networl~ and
11 WHERE~s,~ti~lan~y articles in national publications have
12 extolled the possible benefits of such interconnection to
13 the large users of telecommunications services and to the
14 manufacturers of customer-provided devices and
15 WxiJ~r~~s,[It is also pointed out in these publications
16 that the widespread use of such customer-provided
17 devices may cause increased cost for telephone service,
18 with the result that much if not all ~ the increased costs
19 will, of necessity, be paid by the utilities' small business
20 and residential customers, including persons in lower
21 income groups and those on fixed incomes and
22 Wxr'.~i.~s, Before anv changes are made in the
23 regulatory philosophy which has been a large and
24 important factor in producing high quality tclepl-lone

service at reasonable rates, particular and specific
attention should be directed to an in-depth assessment of
the end results of such changes; now, therefore, be it

the members do hereby express their interest and
concern. regarding the Public Utilities Commission's
investigation into the interconnection of
customer-provided equipment to the public telephone
network; and be it further
Resoh~ecl, That the Public Utilities Commission is
requested to include in its investigation a full inquiry into
the possible economic impact of any action it may
contemplate, with the view of providing complete
assurance that its action will not have an adverse effect
on telephone rates applicable to the general public~~ and
particularly to low-income individuals and small
businesses, so that the public interest will unquestionably
be served and be it further
ResolT~ecl, ~~'hat the Secretary of the Senate transmit a
copy of this resolution to the Public Utilities Cornmission.

WHEREAS, Senate Resolution 77 relates to an.investigation by
the Public Utilities Commission of the State of California concerning
the interconnection of miscellaneous customer provided devices to the
facilities of telephone utilities. '
WHEREAS, the Senate has requested that in order that the
public interest be served, the Public Utilities Commission of the State
of California be provided full assurance that there will be no adverse
effect on telephone rates applicable to the general public, particularly
to low-income individuals and small businesses.

Senate in Senate Resolution 77.
RESOLVED, That t'he City Clerk forward a copy of this Resolution
to the Public Utilities Commission of the State of California.
