CALL TO ORDER: 6:30 p.m.
ROLL CALL: Present: Boardmembers Addiego, Garbarino and Mullin, Vice
Chairwoman Matsumoto and Chairman Gonzalez.
Absent: None.
Public Comments -comments were limited to items on the Special Meeting Agenda.
None.
2. Resolution No. 18-2008 adopting a Replacement Housing Plan for property located at
636 El Camino Real.
Manager of Housing and Redevelopment Fragoso advised that an administrative RDA
requirement necessitated the Agency's approval of a Replacement Housing Plan for a project that
had not yet come before it. The acquisition, financing and master loan agreements for the project
were scheduled to come before the Agency and the City Council on September 24th. She
explained that Mid-Peninsula Housing Coalition ("Mid-Peninsula") intended to purchase the
property located at 636 El Camino Real and develop a mixed use, affordable rental housing
project. The property currently housed a dozen mobile homes and was located near South San
Francisco High School. The proposed plan would permit Mid-Peninsula to remove the mobile
homes and temporarily relocate affected occupants. Manager Fragoso advised that staff from
Mid-Peninsula was available to answer questions.
Boardmember Mullin questioned the assistance provided to current residents of the property in
the interim.
Matt Franklin, President ofMid-Peninsula advised the actual relocation of residents was
governed by state law and required six (6) months notice. If the relocation was temporary,
affected residents would have priority when the units became available. Alternatively,
permanent relocation would involve a fairly substantial lump sum payment to affected residents.
Mid-Peninsula would also provide relocation counseling to affected residents.
Vice Chairwoman Matsumoto observed the materials in the staff report included a reference to
70 units. She stated that this number was lower than she expected.
Manager Fragoso advised that both staff and Mid-Peninsula agreed more units were preferable
and hoped the project would include at least 108 units, or as many as 138.
Mr. Franklin advised that Mid-Peninsula believed the site could handle more density.
Boardmember Mullin encouraged hips colleagues and staff to communicate with the School
District regarding the project given its proximity to South San Francisco High School.
Manager Fragoso responded that staff and Mid-Peninsula had engaged in preliminary discussions
with Superintendant Olds and would. continue outreach to the School District.
Motion-Boardmember Garbarino/Second- Boardmember Addiego: to approve Resolution No.
18-2008. Unanimously approved by voice vote.
3. Adjournment.
Being no further business, Chairman Gonzalez adjourned the meeting at 6:48 p.m.
