NOTICE IS HEREBY GIVEN, pursuant to Section 54956 of the Guvernment Code of~the
State of California, the City Council of the City of South San. Francisco will hold a Special Meeting

SUBJECT: Board and Commission Recniiting/Appointments
RECOMMENDATION
It is recommended that the City Council consider the attached citizen applications for
appointment to the open seats on the respective Board, Commission or Agency applied for;
and that Council interview each citizen. It is further recommended that upon completion of
interviews for the positions, Council move to appoint applicants to respective full terms on
the Planning Commission and that Council move to appoint an applicant to fill a respective
partial term related to an outstanding vacancy on the San Mateo County Flood Control
District.
BACKGROUND/DISCUSSION
On October 27, 2008, due to expiration of terms and resignations, the City Clerk's Office initiated
recruitment for several Boards and Commissions. Due to the large number of applicants for the
various positions, the interview sessions for this recruitment will. be accomplished through three (3)
special meetings. The present meeting will include interviews for the following positions:
a. Planning Commission- Term expirations (Oborne and Prouty) & Vacancies (Sim and Teglia).
Four (4) applicants maybe appointed to serve respective terms running from January 1, 2009
through December 31, 2012.
b. San Mateo County Flood Control District- Vacancy (Damonte). The appointee will fill the
outstanding vacancy created by the resignation of Mr. Damonte. The term will expire March
31, 2012.
The City Clerk's Office posted the attached Notice of Term Ixxpirations and Vacancies on
Monday, October 27, 2008 at City Hall, the Municipal Services Building, City Hall Annex, West
Orange Library and the Grand Avenue Library. A statement announcing the vacancies and
identifying the application deadline including a link to the application has been on the City's
website homepage during most of the recruitment period. Notification was sent to the Agenda
Distribution list maintained by the City Clerk's Office. The ~I~otice was also published in the San
Mateo County Times. A brief announcement of the term expirations and vacancies was posted
on the Community Channel until expiration of the application period. An Updated Notice of
Term Expirations and Vacancies (including the Cultural Art:> Commission position) was posted

on November 26, 2008 at City Hall, the Municipal Services Building, City Hall Annex, West
Orange Library, the Grand Avenue Library and the City's website. The updated notice was also
sent to the Agenda Distribution List maintained by the City Clerk's Office.
The City Clerk's Office accepted applications until 5:00 p.m. on Friday, December 5, 2008.
SUMMARY OF MEETING TIMES, TERM LENGTHS/LIM:ITS AND AGENCY PURPOSE
The Planning Commission meets the first and third Thursdays of the month at 7:30 p.m. at the
Municipal Service Building and is a four (4} year term. Commissioners are limited to three (3)
consecutive terms of service. The purpose of the Planning Commission is to make recommendations as
to the orderly, physical growth and development of the community in relation to land subdivision,
planning and zoning. It makes recommendations in matters of zoning changes, variances, special use
permits, parcel maps, subdivision maps and other related matters.
The San Mateo County Flood Control District ("SMCFCD") meets quarterly on the second Tuesday
of the last month in the quarter at 3:00 p.m. at South San Francisco City Hall. 1`/Iembers are appointed to
a four (4) year tern. The SMCFCD oversees financing of flood control projects in San Mateo County.

are registered to vote in the City of South San Francisco.

INTERVIEW QUESTIONS
Council's standard interview questions for new applicants and incumbents are attached. In order to
determine whether the expense of newspaper advertising (whi_ch generally runs upwards of $1000) is
still necessary, the City Clerk is interested in learning how applicants became aware of the
recruitment. Accordingly, a question relating to this topic is included in the standard questions for
new applicants. The City Clerk has also included questions for specific Boards/Commissions. In
addition to the standard questions, Council may choose to use none, or any combination of, the

CONCLUSION
Upon review of the applications and completion of interviews, Council may consider and entertain
motion(s) to appoint applicants to fill the respective positions.

AGENCY RESPONSIBILITIES & MEETING TIMES
The Cultural Arts Commission meets on the third Thursday of every month at 7:00
p.m. in the Betty Weber Room of the Municipal Services Building located at 33
Arroyo Drive in South San Francisco. Commissioners are appointed to four (4)
year terms and are limited to three (3) consecutive terms. The Commission
encourages and promotes cultural arts activities within the community and acts as
an advisory body to the City Council on matters pertaining to the arts and cultural
affairs.
The Historic Preservation Commission meets on the second Thursday of every
month at 7:30 p.m. in the Conference Room at City Hall located at 400 Grand
Avenue in South San Francisco. Commissioners are appointed to four (4) year
terms with a limit of appointment to three (3) consecutive terms. The Commission
designates historic resources; reviews applications f:or altering or demolishing
historic resources; disseminates information to the public concerning structures,
sites and areas deemed worthy of preservation; and considers and recommends to
the City Council methods for encouraging and achieving historical or architectural
preservation.
The Library Board meets on the fourth Tuesday of every month at 7:00 p.m. at the
Main Library. Trustees are appointed to a three (3) year term with a limit of
appointment to four (4) consecutive terms. The Library Board works in
conjunction with the Library Director to develop a plan of service, evaluate and
advise council and staff on the need for services and programs and adopt policies
as necessary for the administration of the library.
The Parks and Recreation Commission meets on the fourth Thursday of every
month at 7:00 p.m. in the Municipal Services Building located at 33 Arroyo Drive
in South San Francisco. Commissioners are appointed to four (4) year terms with a
limit of appointment to three (3) consecutive terms., The Commission advises the
Council on matters pertaining to public recreation, including parks and
playgrounds. The Commission also assists in the planning of a complete
recreation program and in the planning of a department budget.
The Personnel Board meets on the third Tuesday of each month at 6:00 p.m., in
the City Hall Conference Room, 400 Grand Avenue. Commissioners are
appointed. to a four (4) year term with a limit of appointment to three (3)
consecutive terms. The Personnel Board reviews acid oversees issues relative to
recruitment-related testing and to certifying lists of :persons eligible for
employment in the City. It also hears appeals submitted by employees in the
competitive service for disciplinary action related to dismissal, demotion, salary
reduction, grievance, or alleged violation of the personnel rules and certifies its
findings and recommendations.
