RECOMMENDATION It is recommended that the City Council consider the attached citizen applications for appointment to the open seats on the respective Board, Commission or Agency applied for; and that Council interview each citizen. It is further recommended that upon completion of the interviews for the positions, Council move to appoint residents to respective full terms on the Cultural Arts Commission, Historic Preservation Commission, Library Board, San Mateo County Flood Control District and Personnel Board. BACKGROUND/DISCUSSION On October 27, 2008, due to expiration of terms and resignations, the City Clerk's Office initiated recruitment for the following Boards and Commissions: a. Historic Preservation Commission-Term expirations (Iskra & Kon) & Vacancy (Vieira). Three (3) applicants may be appointed to serve respective full terms through December 31, 2012. b. Library Board- Vacancies (Boldenweck and Breite). Two (2) applicants may be appointed to serve respective full terms running through June 30, 201 1. c. Personnel Board- Term expirations (Elliott and Irli) & Vacancy (Bernardo). Three (3) applicants may be appointed to serve respective full terms running through December 31, 2012. Note: After Roberto Bernardo was appointed to the Planning Commission on December 15, 2008, the City Clerk initiated a recruitment for his term expired seat on December 23, 2008. This recruitment closed January 12, 2009. On November 26, 2008, the City Clerk's Office updated the October 27, 2008 recruitment as follows: d. Cultural Arts Commission- Vacancy (Dimminger). The appointee will fill the vacancy created by the resignation of Mr. Dimminger through June 13, 2012. Staff Report Subject: Board and Commission Interviews/Appointments Page 2 On January 5, 2009 the City Clerk's Office initiated recruitment for the San Mateo County Flood Control District. The recruitment was open through January 26, 2009. e. San Mateo County Flood Control District- Term Expiration (Bondi). One (1) applicant may be appointed to serve a term running through March 31, 2013. The City Clerk's Office posted the attached Notices of Term Expirations and Vacancies on October 27, 2008, November 26, 2008, December 23, 2008 and January 5, 2009 at City Hall, the Municipal Services Building, City Hall Annex, West Orange Library and the Grand Avenue Library. A statement announcing the vacancies and identifying the application deadlines including a link to the application has been on the City's website homepage during the recruitment periods. Notification was sent to the Agenda Distribution list maintained by the City Clerk's Office. The October 27, 2008 Notice was also published in the San Mateo County Times. A brief announcement of the term expirations and vacancies was posted on the Community Channel until the expiration of the application periods. SUMMARY OF MEETING TIMES, TERM LENGTHS/LIMITS AND AGENCY PURPOSE The Cultural Arts Commission meets on the third Thursday of every month at 7:00 p.m. in the Betty Weber Room of the Municipal Services Building and is a four (4) year term. Commissioners are limited to three (3) consecutive terms of service. The Commission encourages and promotes cultural arts activities within the community and acts as an advisory body to the City Council on matters pertaining to the arts and cultural affairs. The Historic Preservation Commission meets on the second Thursday of every month at 7:30 p.m. in the Conference Room at City Hall. Commissioners are appointed to four (4) year terms and are limited to three (3) consecutive terms of service. The Commission designates historic resources; reviews applications for altering or demolishing historic resources; disseminates information to the public concerning structures, sites and areas deemed worthy of preservation; and considers and recommends to the City Council methods for encouraging and achieving historical or architectural preservation. The Library Board meets on the fourth Tuesday of every month at 7:00 p.m., at the Main Library and is a three (3) year term. Trustees are limited to four (4) consecutive terms of service. The Library Board works in conjunction with the Library Director to develop a plan of service, evaluate and advise Council and staff on the need for services and programs and adopt policies as necessary for the administration of the library. The Personnel Board meets on the third Tuesday of each month at 6:00 p.m., in the City Hall Conference Room. Commissioners are appointed to a four (4) year term with a limit of appointment to three (3) consecutive terms. The Personnel Board reviews and oversees issues relative to recruitment- related testing and to certifying lists of persons eligible for employment in the City. It also hears appeals submitted by employees in the competitive service for disciplinary action related to dismissal, demotion, salary reduction, grievance, or alleged violation of the personnel rules and certifies its findings and recommendations. In order to determine whether the expense of newspaper advertising (which generally runs upwards of $1000) is justified, the City Clerk is interested in learning how applicants became aware of the recruitment. Accordingly a question relating to this topic is included in the standard questions for new applicants. The City Clerk has also proposed questions specific to the various Boards and Commissions for Council's consideration.
