HomeMy WebLinkAboutReso 15-2010RESOLUTION NO. 15-2010 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION AMENDING PAGE 27 OF THE CITY COUNCIL HANDBOOK TO ADD A PENINSULA TV EXPENDITURE POLICY WHEREAS, the City Council seeks to approve funding for public television programming featuring information on public services, resources, and events on Peninsula TV (PENTV) subject to certain restrictions. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco hereby approves the PENTV expenditure policy, which shall be reflected in an amendment to Page 27 of the City Council Handbook, attached as Exhibit A. I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a regular meeting held on the 10th day of February, 2010 by the following vote: AYES: Councilmembers Pedro Gonzalez, Richard A. Garbarino, and Karyl Matsumoto, Vice Mayor Kevin Mullin and Mayor Mark Addiego NOES: None ABSTAIN: None ABSENT: None A' Page 27 Amended as of , 2010 By Resolution No. EXFIH3IT A Amendment to Page 27 of the City Council Handbook, Adding a Policy Regarding Expendi#ure of Funds for PEN TV Programming The following Policy Regarding Expenditure of Funds for PEN TV Programming shall be added to Page 27 of the City Council Handbook as follows: COUNCIL POLICY REGARDING PENINNSULA TV EXPENDITURES AUTHORIZED EXPENDITURE FOR PROGRAMMING ON PEN~ISULA TV 1=ands from the annual City Councilbudget may be used for the cost of renting the Peninsula TV (PENTV} studio to record loco] community service programming by City Councilmembers. Direct costs of programming generally constitute authorized expenditures, as long as the programs: (l) communicate with the public about public services, resources, and events; (2} remain non-partisan; and (3) do not advocate or take positions on ballot ,neasures, policies, candidates, political campaigns, or initiatives. Pursuant to the Political Reform Act (Gov. Code §§ 81000 et seq.), programming paid for by City funds may not be used in a manner that promotes or favors incumbent officials. Public funds expended for approved programming nay be used for purely informational purposes. As such, despite the prohibition on advocating for particular ballot ~r~easures, candidates, campaigns, or initiatives, programs may provide voters with a fair and balanced representation of relevant facts and information to aid them in reaching an informed judgment. All related expenditures require prior approval by the City governing body. The City Council may not approve expenditures for PENTV programming during the election season (August l through the day after the election date}.
