CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
RESOLUTION AWARDING A CONSULTING SERVICES
AGREEMENT TO MARK THOMAS & COMPANY, INC. FOR
INSPECTION SERVICES FOR THE SOUTH AIRPORT
BOULEVARD BRIDGE AT NORTH ACCESS ROAD
PROJECT IN AN AMOUNT NOT TO EXCEED $28,280
WHEREAS, in May 2009, the California Department of Transportation ("Caltrans")
inspected and determined that preventative maintenance and repairs are needed for the South
Airport Boulevard Bridge at North Access Road located in the City of South San Francisco
("City");
WHEREAS, in November 2009, staff issued a Request for Proposals for inspection
services and bridge repair recommendations for the South Airport Boulevard Bridge (Bridge No.
35C044) at North Access Road Project ("Project") pursuant to Caltrans' determination; and
WHEREAS, City staff received four proposals and interviewed the top two firms; and
WHEREAS, Mark Thomas & Company, Inc. was the highest ranked based on the
superiority of their proposal, Project understanding, qualifications, and extensive experience; and
WHEREAS, City staff recommends awarding the consulting services agreement for the
Project to Mark Thomas & Company, Inc. in an amount not to exceed $28,280 for preparing ;
and
WHEREAS, funding for the Project is included in the City of South San Francisco's
2009-2010 Capital Improvement Program (CIP) and sufficient funds are available.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of South San
Francisco that the City Council hereby awards a consulting services agreement for the South
Airport Boulevard Bridge (Bridge No. 35C044) at North Access Road Project to Mark Thomas
& Company, Inc. of San Jose, California, in an amount not to exceed $28,280, conditioned on its
timely execution of the Project contract and submission of all required documents, including but
not limited to, executed bonds, certificates of insurance, and endorsements, in accordance with
the Project documents.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute the
documents on behalf of the City Council upon timely submissions by Mark Thomas &
Company, Inc. of the signed. contract and all other documents, subject to approval by the City
Attorney.
I hereby certify that the foregoing Resolution was regularly introduced and adopted by
the City Council of the City of South San Francisco at a regular meeting held on the 24th day of
February, 2010 by the following vote:
AYES: Councilmembers Pedro Gonzalez, Richard A. Garbarino, and Karyl Matsumoto,
Vice Mayor Kevin Mullin and Mayor Mark Addie~o
