CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
RESOLUTION AUTHORIZING THE DIRECTOR OF PUBLIC
WORKS TO EXECUTE A CONTRACT IN AN AMOUNT NOT
TO EXCEED $3.731 MILLION WITH THE LOWEST
RESPONSIBLE BIDDER FOR THE 2010 STREET
RESURFACING PROJECT AND AiVIEND THE 2009-2010
CAPITAL IMPROVEMENT PROGRAlti/I BUDGET
WHEREAS, the City of South San Francisco ("City ") has applied for the 2010 American
Recovery and Reinvestment Act (ARRA-2) funding for local streets and roads; and
WHEREAS, the City was allocated $1.344 million in ARRA-2 grant funds by the
Metropolitan Transportation Commission for the 2010 Street Resurfacing Project; and
WHEREAS, in order for the City to receive the ARRA-2 grant funds, the 2010 Street
Resurfacing Project construction contract ("Contract") must be executed by May 28, 2010; and
WHEREAS, due to such time restrictions to receive ARRA-2 grant funds, there is
insufficient time to receive bids for the Contract and formally award the Contract through the
City Council by May 28, 2010; and
WHEREAS, staff is requesting that the City Council authorize the Director of Public
Works to issue a Request for Proposal for the Contract and execute the Contract with the lowest
responsible bidder; and
WHEREAS, upon approval of the ARRA-2 grant funds, staff shall amend the 2009-2010
Capital Improvement Program ("CIP") to increase the budget for the 2009-2010 Street
Rehabilitation Program. in the amount of $1.344 million to a total amount of $3.731 million to
reflect the ARRA-2 grant funds ;and
WHEREAS, approval of this resolution will allow the Director of Public Works to
execute a construction contract not to exceed $3.731 million with the lowest responsible bidder,
subject to approval as to form and the contractor's bonds and insurance by the City Attorney, on
behalf of the City Council, and amend the 2009-2010 Street Rehabilitation Program budget.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of South. San
Francisco that the City Council hereby authorizes the Director of Public Works to: (i) issue a
Request for Proposal for the 2010 Street Resurfacing Project; (ii) award and execute a contract
with the lowest responsible bidder for the 2010 Street Resurfacing Project, in an amount not to
exceed $3.731 million, subject to approval as to form and the contractor's insurance and bonds
by the City Attorney; and (iii) amend the 2009-2010 Capital Improvement Program budget to
increase the budget for the 2009-2010 Street Rehabilitation. Program in the amount of $1.344 to a
total amount of $3.731 million to reflect the ARRA-2 grant funds.
