HomeMy WebLinkAboutReso 26-1999RESOLUTION NO. 26-99 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION AUTHORIZING THE PREPARATION AND SUBMISSION OF APPLICATION FOR FEDERAL SURFACE TRANSPORTATION PROGRAM AND CONGESTION MITIGATION AND AIR QUALITY IMPROVEMENT FUNDING IN AN AMOUNT OF $1,500,000 WHEREAS, the Transportation Equity Act for the 21st Century (TEA 21) (Public Law 105-178, June 9, 1998) and the TEA 21 Restoration Act (Public Law 105-206, July 22, 1998) continue the Surface Transportation Program (23 U.S.C. s 133) and the Congestion Mitigation and Air Quality Improvement Program (CMAQ) 23 U.S.C. s 149); and WHEREAS, pursuant to TEA 21, and the regulations promulgated thereunder, eligible project sponsors wishing to receive Surface Transportation Program or Congestion Mitigation and Air Quality Improvement Program grants for a project, shall submit an application first with the appropriate metropolitan transportation planning organization (MPO), for review and inclusion in the MPO's Transportation Improvement Program (TIP); and WHEREAS, the Metropolitan Transportation Commission is the MPO for the San Francisco Bay region; and WHEREAS, South San Francisco is an eligible project sponsor for Surface Transportation Program or Congestion Mitigation and Air Quality Improvement Program funds; and WHEREAS, South San Francisco wishes to submit a grant application to MTC for funds from the Surface Transportation Program or Congestion Mitigation and Air Quality Improvement Program is fiscal year 1999-00 for the following project: PROJECT Spruce Avenue Railroad Crossing Improvement Gateway Boulevard Railroad Crossing Improvement Hickey Boulevard Repaving from E1 Camino Real to Junipero Serra Boulevard South Airport Boulevard Repaving from Beacon Street to Highway 101 Off-ramp Chestnut Avenue Repaving from E1 Camino Real to Hillside Boulevard TOTAL FEDERAL LOCAL COST FUNDING FUNDING $116,000 $58,000 $58,000 $186,000 $93,000 $93,000 $337,000 $235,000 $102,000 $348,000 $243,000 $105,000 $461,000 $322,000 $139,000 Westborough Boulevard Repaving from Junipero Serra Boulevard to Skyline Boulevard Grand Avenue Repaving from Airport Boulevard to East Grand Avenue Subtotal $635,000 $444,000 $191,000 $159,000 $105,000 $54,000 $2,242,000 $1,500,000 $742,000 WHEREAS, MTC requires, as part of the application, a resolution stating the following: 1) the commitment of necessary local matching funds of least 11.5%; and 2) that the sponsor understands that the Surface Transportation Program and Congestion Mitigation and Air Quality Improvement Program funding is fixed at the programmed amount, and therefore any cost increase cannot be expected to be funded with Surface Transportation Program or Congestion Mitigation and Air Quality Improvement Program funds; and 3) the assurance of the sponsor to complete the project as described in the application, and if approved, as programmed in MTC's TIP; and 4) That the sponsor understands that funds must be obligated by September 30, 2001, or the project may be removed from the program. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco that the City Manager is authorized to execute and file an application for funding under the Surface Transportation Program or the Congestion Mitigation and Air Quality Improvement of TEA 21 in the amount of $1,500,000 for the projects described herein above. BE IT FURTHER RESOLVED, that the City of South San Francisco by adopting this resolution does hereby state that: 1) The City of South San Francisco will provide $742,000 in local matching funds; and 2) The City of South San Francisco understands that the Surface Transportation Program and Congestion Mitigation and Air Quality Improvement Program funding for the project is fixed and that any cost increases must be funded by the City of South San Francisco from local matching funds, and that the City of South San Francisco does not expect any cost increases to be funded with Surface Transportation Program or the Congestion Mitigation and Air Quality Improvement Program funds; and 3) 4) The projects will be built as described in this resolution and, if approved, as programmed in Metropolitan Transportation Commission (MTC) Transportation Improvement Program (TIP). The program funds are expected to be obligated by September 30, 2001. BE IT FURTHER RESOLVED, that a copy of this resolution will be transmitted to the MTC in conjunction with the filing of the application; and BE IT FURTHER RESOLVED, that the MTC is requested to support the application for the project described in the resolution and to program the project, if approved, in MTC's TIP. I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a Regular meeting held on the 10th day of Narch , 1999 by the following vote: AYES: Councilmembers Joseph A.
