HomeMy WebLinkAboutReso 110-1999RESOLUTION NO. 110-99 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION APPROVING GPA 99-011 AMENDING THE GENERAL PLAN LAND USE DESIGNATION FROM RETAIL COMMERCIAL TO MEDIUM DENSITY RESIDENTIAL AND APPROVING PUD 99-011 ALLOWING REDUCTION IN LOT SIZES AND SETBACKS, AND APPROVING PM 99-011 ALLOWING A SUBDIVISION FOR FOUR LOTS WITH ATTACHED SINGLE FAMILY DWELLINGS AND COMMON AREA ON A 0.30 ACRE SITE LOCATED AT HILLSIDE BOULEVARD AND NORTH SPRUCE AVENUE WHEREAS, the South San Francisco Planning Commission held duly noticed public hearings on March 18, 1999, July 1, 1999 and July 15, 1999 and recommended denial of the above requested actions; and WHEREAS, the South San Francisco City Council held a duly noticed public hearing on August 11, 1999 to consider the above requested actions. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco that, based upon all evidence in the record, including but not limited to the Staff Report for the August 11, 1999 City Council meeting for the above requested actions, the City Council hereby finds as follows: The project, including the parcel map and the design improvements, is consistent with the provisions of the provisions of the General Plan which support residential development. Specifically, the project is consistent with the Housing element, which supports the provision of additional market-rate and affordable housing. The proposed density of 13.3 units per acre for the 0.30 acres to be developed is well within the overall density of 15 units per acre allowed in the Medium Density land use category proposed for the project site. o The requested exceptions to the general development standards for lot/size dimensions and side yard setbacks are appropriate based on the following: The resulting project will be a well designed neighborhood, with setbacks and usable open space, meeting the general intent of the proposed residential land use designation and zoning. Usable rear yards will be provided on all lots, and subject to the conditions of approval. The proposed "landscape enhancements" to the site adjacent to the comer of Hillside Boulevard and North Spruce Avenue will benefit the surrounding neighborhood and overall community. 3. The project site is physically suited for the proposed type and density of development. The City Council reviewed the plans for the project and concluded that the construction of four townhome units is appropriate for site because, as designed, it provides a reasonable design and land use solution for a constrained site with adjacent commercial and community uses. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco that the City Council hereby approves GPA -99-011, PUD- 99-011 and PM 99-011.
