CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION CHANGING CITY OF SOUTH SAN FRANCISCO POLICY
CONCERNING PRIORITIZATION AND ORDER OF WORK
FOR THE AIRCRAFT NOISE INSUI.ATION PROGRAM
WHEREAS, in 1992 the City of South San Francisco entered into a Memorandum of
Understanding (MOU) with the San Francisco International Airport, under which the San Francisco
International Airport agreed to provide $120 million in funds for the noise insulation of all residential units
around the Airport located within an area of noise impact defined as within the 65 dB contour on a Noise
Exposure Map (NEM) prepared in 1983, including 7,544 residential units in South San Francisco which
were within such area; and
WHEREAS, the MOU also required the San Francisco International Airport to continue
participating in the noise insulation funding program administered by the Federal Aviation Administration
(FAA) in order to fund noise insulation of any residential units located within the 65dB contour area of
noise impact; and
WHEREAS, the FAA has subsequently required the San Francisco International Airport to
develop a new, 1995 NEM, and will only fund noise insulation of residential units located within the 65dB
contour on such new NEM ("the 1995 contour"); and
WHEREAS, approximately 800 South San Francisco residential units which were located within
the 65dB contour on the 1983 NEM are not located within the 1995 contour, and such homes will no
longer qualify for FAA noise insulation funding; and
WHEREAS, the City of South San Francisco's current policy is to provide noise insulation, in
order, for single family residences, then for townhouses, then for condominiums, then for multi-family
residences, and to provide noise insulation in each category of residence in the order of proximity to the
airport; and
WHEREAS, spending available FAA noise insulation funds within the 1995 contour may result in
a shortfall of funds to perform noise insulation in residences outside the 1995 contour; and
WHEREAS, the City of South San Francisco desires to ensure that noise insulation is provided to
as many South San Francisco residential units as possible.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San
Francisco, that it shall be, and is, the policy of the City (after funding noise insulation for single family
residences, townhouses, and condominiums) to spend remaining noise insulation funds provided to the City
under the 1992 MOU first to provide noise insulation for multi-family residential units located outside the
1995 contour, based on proximity to the San Francisco International Airport; and then to spend such 1992
MOU funds to provide noise insulation for multi-family residential units located inside the 1995 contour,
based on proximity to the San Francisco International Airport.
