HomeMy WebLinkAboutReso 25-1997RESOLUTION NO. 25-97 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA RESOLUTION DECLARING AN EMERGENCY, AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH INTERSTATE PAVING AND GRADING, INC. IN AN AMOUNT NOT TO EXCEED $20,000 FOR THE PERFORMANCE OF SANITARY SEWER WORK ON THIRD LANE, AND APPROVING AMENDMENT NO. 97-12 TO THE CAPITAL IMPROVEMENT PROGRAM BUDGET WHEREAS, the existing sanitary sewer line on Third Lane between Maple and Linden Avenues has no manholes or cleanouts, and has given rise to numerous maintenance problems for the City on account of its depth of approximately 14 feet and its length of approximately 700 feet; and WHEREAS, the installation of a manhole in this sanitary sewer line would allow City crews to have access to the line in order to maintain the line; and WHEREAS, the sewer line is currently blocked, and is expected to remain blocked until a manhole and sewer lateral can be installed; and WHEREAS, the City has solicited an oral bid from Interstate Paving and Grading, Inc. to install a manhole and sewer lateral for an amount not to exceed $20,000; and WHEREAS, the City Council hereby finds and declares that the continued blockage of this sanitary sewer line constitutes an emergency which, pursuant to South San Francisco Municipal Code section 4.04.070, justifies the suspension of the competitive bidding procedures which would otherwise apply to this public contract; and WHEREAS, the City Council hereby declares that the public interest and necessity demand the immediate expenditure of public funds to install a manhole and sewer lateral in order to safeguard life, health, and/or property, and finds that the continued blockage of the sewer line constitutes an emergency which will not permit a delay resulting from a competitive solicitation for bids, and that the immediate installation of a manhole and sewer lateral is necessary to respond to the emergency; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco, that: 1. The City Manager is authorized to execute a contract between the City and Interstate Grading & Paving, Inc. in an amount not to exceed $20,000 for the installation of a manhole and a sewer lateral on the sanitary sewer line on Third Lane between Maple and Linden Avenues; and 2. The City Council approves Amendment No.97-12 to the Capital Improvement Program budget for the transfer of $20,000 from the undesignated general fund reserve to the Capital Improvement Program for the installation of a manhole and sewer lateral on Third Lane between Maple and Linden Avenues.
