RESOLUTION NO. ]]9-96
RESOLUTION APPROVING MITIGATED NEGATIVE DECLARATION #805 RELATED TO AN
AMENDMENT TO THE ZONING MAP OF THE CITY OF SOUTH SAN FRANCISCO
RECLASSIFYING 636 FORBES BOULEVARD FROM PLANNED INDUSTRIAL (P-I) TO
PLANNED INDUSTRIAL / RESEARCH AND DEVELOPMENT DISTRICT (P-I/R&D).
WHEREAS, an application for an amendment of the zoning map of the
City of South San Francisco (the "Zoning Map") to reclassify 636 Forbes
Boulevard (APN #015-232-250) from Planned Industrial (P-I) to Planned
Industrial / Research and Development District (P-I/R&D) has been submitted by
Genentech, Incorporated, (such property is more particularly described in
Exhibit A attached hereto) to the City (the "Reclassification"); and
WHEREAS, an environmental initial study (the "Initial Study")
which considered the potential environmental impacts of the reclassification,
a design review application of the Genentech central spine, including
landscape and infrastructure improvements, change in access points, and a
driveway access point for trucks (the '~Project"), had been processed and
reviewed in accordance with the California Environmental Quality Act by the
Planning Commission of the City of South San Francisco. The Initial Study
determined that the reclassification would not have any potentially
significant impacts on the environment; and
WHEREAS, based upon the Initial Study and other information
including, but not limited to, the East of 101 Area Plan Environmental Impact
Report ("Area Plan EIR"), Mitigated Negative Declaration #805 was prepared
pursuant to Pub. Res. Code Section 21080(c)(2) and was made available for
public review pursuant to Pub. Res. Code Sections 21091 et seq.; and
WHEREAS, on February 1, 1996, the Planning Commission held a duly
noticed public hearing on the proposed Mitigated Negative Declaration and gave
the document their approval.
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby
approves the Mitigated Negative Declaration for the reclassification of 636
Forbes Boulevard based on the following findings:
1. The City Council certified approved the East of 101 Area
Plan (the "Area Plan") on July 27, 1994. The Area Plan EIR contains a
comprehensive review of potential impacts on the environment from development
in the East of 101 area, including development that may occur pursuant to
"Facility Master Plans" prepared in accordance with applicable Area Plan
policies. The Area Plan EIR also incorporates the projected buildout of the
Genentech headquarters facilities that would be permitted by the Genentech
Facility Master Plan.
2. In addition, an Initial Study was prepared to consider
whether the Project, which includes the Reclassification, could have any
potentially significant impacts on the environment that were not previously
analyzed in the Area Plan EIR. With regard to the Reclassification, the
buildout that would be permitted was specifically incorporated into and
analyzed under Mitigated Negative Declaration #805. On that basis, it was
determined that there is no substantial evidence that the Reclassification
will have any significant impacts on the environment.
3. Based upon the Area Plan EIR, the Initial Study and
Mitigated Negative Declaration including mitigation measures therein and the
entire record before the Planning Commission and the City Council, the City
Council finds that the Reclassification does not have the potential to result
in any significant impact on the environment.
4. The Initial Study and the Mitigated Negative Declaration
reflect the City Council's independent judgment.
I hereby certify that the foregoing Resolution was regularly introduced
and adopted by the City Council of the City of South San Francisco at a
requ]ar meeting held on the 24th day of July , 1996, by the
following vote:
