TRANSPORTATION DEMAND I17ANAGEMENT PROGRAM Both the General Plan and the East of 101 Area Plan, Circulation Element, discuss the inclusion of Transportation Demand Management Plans in new East of 101 developments. The Sponsor has crafted the following preliminary TDM Program in conjunction with the Peninsula Congestion Relief Alliance ("the Alliance") and The Hoyt Company. The overarching goal of the TDM Program is to provide a wide array of commuter alternatives to the Site, so that employees, hotel guests, and visitors can identify alternative options that work for their particular needs. These programs are proposed to be developed in accordance with a Phasing Plan to be submitted with the Precise Plan, under separate cover. The Sponsor will coordinate the implementation of this program with The Hoyt Company and with the owners of Planning Areas 2 and 3..
