HomeMy WebLinkAboutReso 120-1995RESOLUTION NO. 120-95 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION APPROVING FIRE PREVENTION BUILDING DIVISION REORGANIZATION AND APPROVING JOB SPECIFICATIONS, SALARY RANGES AND UNIT DETERMINATION WHEREAS, the City of South San Francisco has reorganized its Fire Prevention Building Division; and WHEREAS, the reorganization involves salary adjustments, job specification modifications, unit determination and the approval of new classifications. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco that: The salary range of Code Enforcement Officer and Building Inspector are adjusted as shown in Exhibit A. The classification of Assistant Fire Marshal be created that the salary be adjusted as shown in Exhibit A, and that the classification be placed in the Management Group. The Assistant Building Official classification be created with a salary range as shown in Exhibit A and that this classification be placed in the Management Group. A new classification called Senior Building Inspector be created in the AFSCME unit with a salary range as shown in Exhibit A. 0 The duties of Fire Education Specialist, Assistant Fire Marshal, Assistant Building Official, Senior Building Inspector, Fire Marshal/Chief Building Official, Code Enforcement Officer, and Building Inspector be adopted as described in the attached job specifications, Exhibit B. 0 The classification Fire Marshal/Chief Building Official (U) be created with a salary range as shown in Exhibit A and which would be placed in the Public Safety Management Group. Perform other duties as assigned. DISTINGUISHING CHARACTERISTICS This is a non safety classification specializing in development, implementation, and instruction of fire prevention safe~ programs and educational guides and programs to assist the public in development processes. Assists in coordinating the city's Disaster Preparedness Program. Incumbent may participate in basic fire, building and code enforcement work. This is a 40 hour per week position, but a flexible schedule may be required to accommodate the responsibilities of the position. EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES 1. Develop, implement, and instruct fire prevention safety programs for elementary and secondary schools. Prepare materials for and deliver lectures and demonstrations to the public sector relative to providing fire and safety education; formulate lessons plans, develop standards and teach. 3. As directed, provides training for department personnel. 4. Evaluates related programs and recommends changes. Maintain effective public relations that would include addressing private and public gatherings. Assist with disaster preparedness planning and work on various disaster preparedness projects. Develop, implement and conduct disaster preparedness training for City employees and the community. Prepare and disseminate public assistance information to assist the public in completing the building permit and development process. OTHER JOB RELATED DUTIES 1. Manages the Community Emergency Response Team (CERT). May conduct basic fire and building inspections and assist the public at fire and building counters. AAFIRE-ED.JD RESOLUTION NO. 120-95 EXNIBIT Approved October l995 CITY OF SOUTH SAN FRANCISCO ASSISTANT FIRE MARSHAL DEFINITION Under direction, to serve in a managerial/supervisory capacity and assist the Fire Marshal/Chief Building Official in -he administration of the Fire Prevention/Building Division; to supervise the public education specialist in activities related to education of the general public and City support service personnel and also supervise the code enforcement personnel in the performance of their duties and responsibilities; to review and check building plans and specifications; to enforce the fire code and related state and local codes and ordinances; to conduct field inspections for compliance with the fire code and related state and local codes and ordinances; to investigate incidents for cause and origin of fire; to provide some educational effort and to do related work as assigned. DISTINGUISHING CHARACTERISTICS This is a non safety classification responsible for supervising the education and code enforcement personnel assigned to the Fire Prevention/Building Division. In addition, provide the technical expertise related to fre code engineering, plan check, and inspection and investigation techniques and procedures. Assists the Fire Marshal/Chief Building Official in the administration of the Fire Prevention/Building Division including the training and instruction of department personnel and assigns jobs as necessary. Investigates emergency incidents and serves as a member of the Fire Investigation Unit. 13. As directed, responds to emergency incidents and performs tasks as assigned by the Fire Marshal/Chief Building Official or Incident Commander. 14. Responsible for fire incident report review. Two years of increasingly responsible experience working with the public dealing with fire prevention standards, techniques and systems, enforcement practices or any comb'_nation of fire related code regulations may be substituted for two years of journey level experience. Training: Equivalent to completion of the twelfth grade supplemented by completion of college courses in fire engineering, construction or building technology, or a closely related field. A:~ASST-FM.JD RESOLUTION NO. 120-95 EXHIBIT CITY OF SOUTH SAN FRANCISCO ASSISTANT BUILDING OFFICIAL Approved October 1995 DEFINITION Under direction, to serve in a managerial/supervisory capacity and assist the Fire Marshal/Chief Building Official in the administration of the Fire Prevention/Building Division; to supervise and assist building inspec-.ors in the inspection of buildings and structures in all stages of construction, alteration, and repair; to review and check building plans and specifications, to enforce building, plumbing, electrical, mechanical, fire, and zoning codes and laws; to issue permits and collect fees; and to do related work as required. DISTINGUISHING CHARACTERISTICS This is a single position classification primarily responsible for plan checking of industrial, commercial, and multi-family residential structures including Title 24 Regulations. In addition, has responsibility over building inspection positions; independently performs the more difficult and complex building inspection tasks and assist the Fire Marshal/Chief Building Inspector in the administration of the Fire Prevention/Building Division including the training and instruction of department personnel and assigns jobs as necessary. A:~SST-OFF.JD RESOLUTION NO. 120-95 Approved October 1995 CITY OF SOUTH SAN FRANCISCO SENIOR BUILDING INSPECTOR DEFINITION Under general supervision, performs a variety of responsible, specialized and technical work including substantial public contact; provides direct support to the public in the processing of plans and permits at the counter; enforce building, plumbing, electrical, mechanical, zoning and fire codes and laws; assists building inspectors with code and technical matters; reviews and checks building plans 'and specifications; issues permits and collects fees; inspects buildings in all stages of construction, alteration and repair; and does related work as required. DISTINGUISHING CHARACTERISTICS This is a single position classification responsible for plan checking industrial, commercial and single and multi-family residential structures including Title 24 Regulations. At the counter disseminates a variety of technical information to the public including building code inter-pretations, division policies and procedures, zoning codes and laws. Performs journey level inspection work under general supe_wision in all major fields of inspection including structural, plumbing, mechanical, electrical and fire. EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES 1. Provide direc: technical support to the public at the counter, in the field and on the telephone as an information source on local and state codes and ordinances as they relate to the building permit process. Plan check all industrial, commercial, public and residential structures and buildings. Ensures plans and applications are complete and conform to state and local regulations. Interpret code requirements for builders, subcontractors, designers, owners and the public at large. 4. Calculate anC collect plan check and permit fees; issue receipts and building permits. 5. A typical way to obtain the knowledge, skills and abi,'ities would be: Experience: Two years of journey level experience in one of the building trades and two years as a builcing inspector or plan checker with a California county or city. Two years of increasingly responsible experience working with the public dealing with constraction projects, building enforcement or land use, planning and zoning, or fire may be substituted for one year of journey level experience. Training: Equivalent to completion of the twelfth grade. A preferred course of education would include two years of college courses in civil or structural engineering, construction or building technology, architecture, fire science, prevemion or protection or a closely related field. Additional training, apprenticeships, seminars, certificates, licenses or other related experience in the construction/inspection field is desirable, but not required. License or Certificate: Possession of an appropriate valid California State Driver's license. License to be maintained as a conditior of employment. A preferred certificate would be the Plans Examiner Certificate or any other certificate issued by the Interna-Jonal Conference of Building Officials or the Office of the State Fire Marshal. A:\SR-INSP.JD RESOLUTION NO. 120-95 EXHIBIT Approved October 1995 CITY OF SOUTH SAN FRANCISCO FIRE MARSHAL/CHIEF BUILDING OFFICIAL (U) DEFINITION Under direction of the Fire Chief, to have responsible charge of the Fire Prevention/Building Division, in providing management and supervision, coordinating the building division and code enforcement activities as well as fire prevention, fire engineering, education and enforcement practices. May participate or assist in fire suppression or emergency incidents as directed. Performs such other related work as assigned by the Fire Chief. DISTINGUISHING CHARACTERISTICS The Fire Marshal/C?_ief Building Official is a safety position assigned responsibility to develop, maintain, direct and coordinate the activities of the Fire Prevention/Building Division. The Fire Marshal/Cl:_ief Building Official is currently an unclassified safety position. When the incumbent vacates the position it will become a non-safety positon. EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES 1. Responsible _-'or development and maintenance of the overall fire prevention, building inspection ar_d code enforcement programs for the city ensuring compliance with all applicable codes, ordinances and regulations. 2. Supervise personnel involved in the operations of the division. Prepare and implement procedures for counter efficiency, plan check, inspection and code enforcement activities. 4. Prepare the budget for the division; monitor division expenditures; prepare budget augmentations; develop and maintain established service levels and objectives. Meet with er_gineers, architects, contractors, business community, property owners and members of the general public to discuss interpretation of codes and ordinances, division policies and resolve disputes which arise. Plan check, perform site inspections, and issues Certificate of Occupancy. o Prepare reports to the City Council, Planning Commission, City Manager and others including staff reports, monthly and periodic reports, data compilation and response to inquiries. Attend various meetings with City Council, Planning Commission and other city boards and commissions on various issues as needed. 9.
