RESOLUTION NO.
CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AUTHORIZING A SERVICE RATE
INCREASE OF 10.57% FOR EACH OF THE FOLLOWING
TWO YEARS FOR. SOUTH SAN FRANCISCO SCAVENGER
COMPANY, INCREASING THE PER CAN COST FOR THE
SECOND GARBAGE CAN FOR WHICH DISPOSAL IS
REQUESTED, AND AUTHORIZING AN ANNUAL RATE
REVIEW.
WHEREAS, the South San Francisco Scavenger Company provides
solid waste collection and recycling service to the City pursuant
to a Franchise Agreement dated August 1, 1990; and
WHEREAS, Section 6 of the Franchise Agreement provides for a
biannual review of service rates; and
WHEREAS, pursuant to South San Francisco Municipal Code
Section 8.16,440 a public hearing was noticed and is scheduled
before the City Council to consider the rate increase request; and
WHEREAS, the City retained Hilton, Farnkopf and Hobson (HFH)
to conduct an independent evaluation of the proposed rate increase;
WHEREAS, after HFH completed its review the proposed increase
was reduced to 25.3% over two years;
WHEREAS,~ the staff and South San Francisco Scavenger Company
are recommending two increases equal to 10.57% each with recovery
of the balance being recovered over the remaining life of the
Franchise Agreement;
WHEREAS, to encourage recycling and waste reduction a new rate
structure, phased in over a two-year period, should be implemented
which increases the cost for a second can to the same price as the
first can;
WHEREAS, staff is recommending the rate increase be granted;
NOW, THEREFORE, be it resolved by the City Council of the city
of South San Francisco:
1) Pursuant to Section 6 of the Franchise Agreement, the city
Council hereby approves the revised service rates and charges shown
on Exhibit "E" to the Staff Report attached hereto and incorporated
herein by reference. These new rates shall be effective as of
November 1, 1995.
2) The City Council further directs staff to have prepared a
rate review annually to determine the adequacy of the rate
increase;
3) The City Clerk shall publish this resolution and its
attachment once in a newspaper of general circulation distributed
in the city within fifteen days after adoption.
I hereby certify that the foregoing Resolution was regularly
introduced and adopted~by the City Council of the City of South San
~ranc~sco at a regular meeting held on the 13thday of
uecemDer , 1995, by the following vote:
