CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION APPROVING THE FINAL STATEMENT
OF OBJECTIVES AND PROJECTED USE OF FUNDS FOR
THE 1'996/97 CDBG PROGRAM INCLUDING THEREIN
THE ANALYSIS OF IMPEDIMENTS AND THE FAIR
HOUSING ACTION PLAN, AND AUTHORIZING THE CITY
MANAGER TO PREPARE AND EXECUTE ALL
DOCUMENTS NECESSARY TO SECURE AN AWARD OF
CDBG FUNDS FOR THE CITY
RECITALS
WHEREAS, the City Council held two noticed public hearings regarding funding
allocations for the 1996/97 Community Development Block Grant Program; and
WHEREAS, the City's actual entitlement to CDBG funds for fiscal year 1996/97 is
not known but is expected to be reduced up to 20% from the 1995/96 amount; and
WHEREAS, the City Council Subcommittee has recommended approval of three
alternative funding methodologies reflecting a 20% reduction, a 10% reduction, and full
funding, for the CDBG program; and
WHEREAS, the City is required, as a condition to receive the CDBG and HOME
funds, to prepare an analysis of impediments; and
WHEREAS, the City participated in the San Mateo County consortium to prepare said
analysis; and
WHEREAS, the analysis of impediments is an intrical part of the City's Statement of
Objectives for CDBG HOME funds for fiscal year 1996/97; and
WHEREAS, the City Council CDBG Subcommittee recommendations are contained
in Exhibit A to the staff report, and the Fair Housing Action Plan, including the analysis of
impediments, is included as Exhibit B to the staff report.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South
San Francisco as follows:
1. The City Council hereby approves the proposed statement of objectives and
projected use of CDBG funds for fiscal year 1996/97 as set forth in Exhibit A of the staff
report, including the analysis of impediments as set forth in the Fair Housing Action Plan,
which is included as Exhibit B to the staff report.

2. The funding recommendations approved herein include those based on a 20%
reduction in funds, a 10% reduction in funds, and full funding, based on fiscal year 1995/96
funding levels.
3. The City Council hereby authorizes the City Manager, upon receipt of
information indicating the funding level for fiscal year 1996/97, to prepare and execute all
documents necessary to secure an award of CDBG funds for fiscal year 1996/97.
I hereby certify that the foregoing Resolution was regularly introduced and adopted by
the City Council of the City of South San Francisco at a re gu l ar meeting held

and Mayor Jack Drago
