HomeMy WebLinkAboutReso 82-1996 RESOLUTION NO. 82-96 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION AMENDING THE CITY OF SOUTH SAN FRANCISCO AFSCME UNIT AND MANAGEMENT GROUP COMPENSATION PLANS BE IT RESOLVED by the City Council of the City of South San Francisco that the AFSCME Unit and Management Group Compensation Plans are hereby amended as noted in attachments A & B and as follows: 1. Approve the job specification and add the following Management Group Classification -- REVENUE & CONTRACT COMPLIANCE AUDITOR 2. Approve the salary range of Project Read Office Manager and Revenue & Contract Compliance Auditor. Add RESOLUTION NO. 82-96 EXHIBIT A CITY OF SOUTH SAN FRANCISCO REVENUE AND CONTRACT COMPLIANCE AUDITOR DEFINITION Under general direction, provides staff assistance by performing a wide variety of responsible auditing assignments and data analysis regarding reporting of revenues and payment practices of various outside agencies dealing with the City. DISTINGUISHING CHARACTERISTICS This professional competent leader works with relevant contacts outside the City as well as City employees. Being dependable, objective, and flexible are strong traits of this well- organized self starter. Position in this class performs professional level auditing and analysis. EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES Performs outside audits of hotel records to assure proper reporting and receipt of Transient Occupancy Taxes, grant recipients for compliance with contract provisions and regulations, business records to determine if declarations for business licenses are proper and accurate. Analyzes data obtained for deficiencies or lack of compliance with established ordinances, laws or regulations. 3. Develops, revises and maintains audit procedures, and records retention. OTHER JOB RELATED DUTIES 1. Performs other related duties and responsibilities as assigned. JOB RELATED AND ESSENTIAL OUALIFICATIONS Knowled~,e of: Auditing principles and practices; municipal tax and revenue sources; applicable laws, regulations, procedures and processes governing the receipt of municipal funds and the expenditure of grant funds. City of South San Francisco Revenue and Contract Compliance Auditor (Continued) Ability to: Communicate clearly and concisely, orally and in writing. Apply professional auditing principles, review complex accounting records, prepare complete and accurate audit reports and the supporting material; write regular and special reports and letters outlining deficiencies and recommended corrective action; perform detailed work involving written and numeric data and make authentic calculations rapidly and accurately. Experience and Training Guidelines: Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be: Experience: Three years progressively responsible auditing experience in such areas as Transient Occupancy Tax receipts, business license tax receipts, and/or grant compliance audits. Traininr: Graduation from an accredited four year college or university with major work in public or business administration, accounting, auditing or a closely related field. License or Certificate: Possession of, or ability to obtain, an appropriate, valid driver's license issued by the California Department of Motor Vehicles. Special Requirements: Essential duties require the following physical skills and work environment: Ability to sit, stand, walk and twist, and exposure to outdoors; ability to travel to different sites and locations.
