HomeMy WebLinkAboutReso 94-2010RESOLUTION NO. 94-2010 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION APPROPRIATING $20,000 FOR A FEASIBILITY STUDY OF A NORTH COUNTY COMMUNICATIONS JOINT POWERS AUTHORITY WHEREAS, the City of South San Francisco (City) is committed to finding efficiencies in public safety service delivery, which could result in cost savings; and WHEREAS, the City is also committed to working collaboratively with our neighboring jurisdictions in order to realize cost savings from consolidat~inl; services, where feasible; and WHEREAS, the City is also committed to ensuring; the highest level of service feasible for public safety, within budget constraints; and WHEREAS, a working group of City Managers, Police Chiefs, Human Resource Directors, and Finance Directors from the cities of Daly Ci1:y, Pacifica, and South San Francisco are studying the feasibility of a North County Communications Dispatch Joint Powers Authority (JPA), and have found initially that the consolidation appears feasible and cost effective; and WHEREAS, additional seismic review work is needed of the potential office site in order to qualify for federal grant funding, and preliminary legal work is needed to design a JPA structure; and WHEREAS, all three cities' City Councils are being asked for $20,000 each to continue these efforts. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco that the City Council hereby appropriates $20,000 from the General Fund Undesignated Reserve to the Police Department Budget to fund the additional seismic review work and legal work. BE IT FURTHER RESOLVED that the City Council amends the 2010/2011 Operating Budget to reflect an increase of $20,000 to the Police Department's budget. Garbarino, and Karyl Matsumoto, Vice Mayor Kevin Mullin and Mayor Mark Addiego NOES: None ABSTAIN: None ABSENT: None ATT Attachment B Fact Sheet on North County Communications ~~onsolidation Efforts The cities of Daly City, Pacifica, and South San Francisco are exploring the creation of a new joint powers organization (JPA~)1:o handle police dispatch services within Northern San Mateo County. Such an organization would need to accommodate the needs of all three cities, and to b~uld a foundation for future growth if other North County Agencies wish to participate. 2. Salaries, benefit and staffing levels are under review to ensure competitiveness in the hiring and retention of employees over time, as well as to generate potential budget savings for the three cities. No decisions have been made on this complex issue. No decisions have been made by any cities yet on lrhis consolidation. The feasibility is still being reviewed by staff from the Police, Finance, and Human Resource Departments of each city. 4. If the consolidation appears to be feasible, the three cities will be going back to their respective City Councils as early as January 2011 with a more complete package of information, including the governance documents.
