CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION ADOPTING SOUTH SAN
FRANCISCO'S NON-DISPOSAL FACILITIES
ELEMENT AND AUTHORIZING TRANSMITTAL
OF SAID ELEMENT TO THE CALIFORNIA
INTEGRATED WASTE MANAGEMENT BOARD
WHEREAS, the California Public Resources Code Section 41730
requires the City to adopt a Non-Disposal Facility Element (NDFE)
that identifies all non-disposal facilities used to assist in
reaching the State's waste diversion requirements set forth in the
California Integrated Waste Management Act of 1989; and
WHEREAS, Public Resources Code Section 41735 exempted adoption
of NDFE plans from compliance with CEQA; and
WHEREAS, the City has prepared a Non-Disposal Facility Element
(NDFE); and
WHEREAS, the NDFE is consistent with the implementation of the
City's source reduction and recycling element; and
WHEREAS, the element describes the amount of waste collected
and diverted from the landfill, and processed by the Blue Line
Transfer station; and
WHEREAS, Public Resources Code Section 41791.5 stipulates that
the Non-Disposal Facility Element be submitted to the California
Integrated Waste Management Board by April 30, 1994; and
WHEREAS, the City has submitted the draft NDFE to the
City/County Association of Government Local Task Force, created
pursuant to Public Resources Section 40950, for its review and
comment; and
WHEREAS, there is no fiscal impact to the general fund related
to approving the Non-Disposal Facility Element.
NOW, THEREFORE, BE IT RESOLVED by the city Council of the City
of Sout~ San Francisco that the Non-Disposal Facility Element is
hereby adopted.
I hereby certify that the foregoing Resolution was regularly
introduced and adopted by the city Council of the City of South
San Francisco at a regular meeting held on the 27th day
of April , 1994 by the following vote:
AYES: Councilmembers Jack Drano, John R. Penna, Roberta Cerri Te~lia,
Robert Yee and Mayor Joseph A. Fernekes
