HomeMy WebLinkAboutReso 92-1994-- RESOLUTION NO. 92-94 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION APPROVING JOB SPECIFICATIONS FOR THE DIRECTOR OF PUBLIC WORKS (U) AND DIRECTOR OF WATER QUALITY CONTROL PLANT (U) AND APPROVING THE COMPENSATION PLAN FOR DIRECTOR OF WATER OUALITY CONTROL WHEREAS, the City is reorganizing its current Public Works Department and, in so doing, creating a Water Quality Control Plant (WQCP) Department creating the need for a Director of the Water Quality Control Plant and a need to modify the duties of the current Director of Public Works. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco that: 1. The current job specifications for the Director of Public Works/City Engineer is modified as shown in Exhibit "A". 2. There are no changes in the'compensation plan for the Director of Public Works/City Engineer. 3. The attached job specifications for Director of the Water Quality Control Plant (WQCP) as described in Exhibit "B" is approved. 4. The same compensation plan as provided the Director of Public Works/City Engineer is approved for the Director of Water Quality Control Plant (WQCP). The salary schedule is as shown in Exhibit "C" I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the city of South San Francisco at a re§u]ar meeting held on the 13th day of July , 1994 by the following vote: AYES: Councilmembers Jack Draqo, John R. Fernekes NOES: None ABSTAIN: None ABSENT: N0ne Compcnsatio~ .WQC ATTEST: RESOLUTION NO. 92-94 CITY OF SOUTH SAN FRANCISCO EXHIBIT "A" M~1989 DIRECTOR OF PUBLIC WORKS/CITY ENGINEER DEFINITION Under dh'ection of thc City Manager, performs difficult, highly responsible management duties of a professional nature in directing and administering public works activities; does related work as required. EXAMPLES OF DUTIES Plans, organizes and gives overall direction to the work of the public works service areas and supervises the activities of the Engineering and Public Works Divisions. Has respons~ility for the budget and personnel of the two divisions; prepares administrative and engineering reports/studies; establishes criteria for design and consLruction of public works projects; oversees preparation of specifications and the obtainin~ of bids for construction and maintenance projects; attends public meetings, makes presentations and confers with the City Manager on formulating the City's Capital Improvement Program; organizes and coordinates departmemal activities with other City departments and outside agencies to ensure deparunental and City goals are achieved; advises and speaks before the City Council and various community organizations on vari(Rls public works issues. DESIRABLE OUALIFICATIONS KNOWLEDGE OF: Principles and practices of public administration; civil engineering principles and practices as applied to the field of municipal public works, including plannin.g~ and developmem, design, construction, operations and maintenance; technical, legal, financial and public relations problems involved in the conduct of a municipal public works program; methods of preparing designs, plans, specifications, estimates, reports and recommendations relating to municipal utilities. ABILITY TO: Analyze difficult programs and to develop a positive course of action; demomtrate sound, professional judgement and to reason logically and think imaginatively and creatively; communicate with others; direct the preparation of clear, concise reports; develop good public relations. EDUCATION: Graduation from an accredited college with coursework in Engineering, Planning, Public Administration or a related field. Graduate work in Public Administration or a masters degree in Public Administration is preferred; and Director of Public Works/City Engineer Page 2 ~XPERIENCE: Five (5) years experience in the Municipal Public Works/Engineering field of which three (3) ye. an must be in a management or administrative capacity. or Any equivalent experience, education and training which provides the required knowledge, skills and abilities. LICENSE: Possession of a valid California Driver's License. Possession of a valid certification of registration as a Civil Engineer issued by the California State Board of Registration for Civil and Professional Engineers is desirable. RESOLUTION NO. 92-94 CiTY OF SOUTH SAN FRANCISCO EXHIBIT "B" DIRECTOR OF WATER OUALITY CONTROL DEFINITION Under direction of the City Manager, performs difficult, highly responsible management duties of a professional nature in directing and administering Water Quality Control Plant activities and the City's Stormwater Management Program; does related work as required. EXAMPLES OF DUTIES Plans, organizes and gives overall direction to the work of the Water Quality Control Plant and supervises the activities of the Water Quality Control Plant staff. Has responsibility for the Sewer Enterprise Fund budget that includes the Water Quality Control Plant, the schedule of charges for industrial waste and sewer fees, and Water Quality Control Plant personnel. Prepares administrative and technical reports/studies. Attends public meetings, makes presentations and confers with the City Manager on Water Quality Control Plant activities/ services. Organizes and coordinates deparlmental activities with other City departments and outside agencies to ensure departmental and City goals are achieved. Advises and speaks before the City Council, public industries, cities and various governmental organizations on various Water Quality Control Plant and Stormwater Management issues. Oversees technical issues related to the Water Quality Control Plant including but not limited to laboratory analysis, preventative maintenance and repair of Water Quality Control Plant facilities, and training and safety of employees. DESIRABLE OUALWICATIONS lt'NOWLEDGE OF: Principles, techniques and equipment used in the operation and maintenance of a Water Quality Control Plant facility. Principles and objectives of laboratory analysis for treatment and process control. Principles of organization, supervision and employee training. Principles and practices of public administration. ABILITY TO: Analyze difficult programs and to develop a positive course of action. Demonstrate sound, professional judgement and to reason logically and think imaginatively and creatively. Communicate with others. Direct the preparation of clear, concise reports. Develop good public relations. Effectively plan, organize and direct a program relating to the operation and maintenance of the Water Quality Control Plant and related facilities. EDUCATION: Graduation from an accredited college with coursework in Engineering, Planning, Public Administration or a related field. Graduate work in Public Administration or a masters degree in Public Administration is preferred; and Director of Water Quality Control Page 2 EXPERIE~NCE: Five (5) years experience in the operation and maintenance of waste water control plant facilities of which three (3) years must be in a management or administrative capacity. or Any equivalent experience, education and training which provides the required knowledge, skills and abilities.
