A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SOUTH SAN FRANCISCO
ADOPTING OVERRIDING CONSIDERATIONS FOR THE UNAVOIDABLE
SIGNIFICANT IMPACTS OF THE EAST OF 101 AREA PLAN.
The following resolution is based on evidence contained in the record,
including the project files, the Environmental Impact Report, and public
hearing testimony regarding the proposed East of 101 Area Plan ("Project")
within the City limits of South San Francisco.
WHEREAS, the Draft and Final EIR were prepared in compliance
with the California Environmental Quality Act (CEQA), as amended. The
EIR represents the independent judgement of the City on the project's
potential impacts, appropriate mitigation measures, and possible alternatives
to the project.
The Final EIR, as certified, lists the following unaVOidable significant impacts
of the Specific Plan:
A. Transportation and Circulation
Impact CIR-D3: The northbound segment of Highway 101 between
Oyster Point Boulevard and Grand Avenue and the three southbound
segments from Sierra Point to South Airport Boulevard are expected
to exceed an acceptable level of service under intermediate
development of the Directed Growth Alternative.
B. Air Quality
Impact AIR-DI: The Directed Growth Alternative would not be
consistent with all of the planning guidelines presented in the 1991
Clean Air Plan or BAAQMD Guidelines.
Impact AIR-D2: The Directed Growth Alternative would result in
exceedances of BAAQMD significance criteria for Significance Tests 2
and 3.
Impact AIR-D4: The Directed Growth Alternative would have the
potential of increasing emissions and would significantly contribute to
regional pollutants such as NOx and VOC, which would exceed
BAAQMD standards of significance.
WHEREAS, the City of South San Francisco has evaluated these
impacts against the benefits of the proposed project, and has determined that
the benefits outweigh the unavoidable adverse impacts of the East of 101 Area
Plan for the following reasons:
There is a projected demand for approximately 2.3 million square feet
of office and industrial space between 1993 and 2010 in the East of
101 Area, as discussed in the Market Study Report. This market has
been identified as the strongest short-term demand for land in the
study area.

The benefits of the project on the City of South San Francisco,
including the provision of jobs in the City and the revenues generated
from the proposed tax base, as discussed in the Fiscal Impacts section
of the Alternatives Report published in August 1993, outweigh the
negative circulation and air quality impacts associated with the Area
Plan.

The benefits of the project on the region, including the progression in
research and development, industrial, and office markets and the
growth of regional jobs, outweigh the negative circulation and air
quality impacts associated with the Area Plan.
The project provides a comprehensive framework under which
development can occur in an orderly manner, including the timely
provision of recreational uses, public access to open space, a
minimization of traffic impacts, and policies which encourage
alternative modes of transportation.
The project provides for the implementation of traffic improvements
and means of reducing indirect emissions in the East of 101 Area to
offset traffic congestion resulting from new development to the extent
feasible. These measures include roadway improvements at six
locations, encouraging higher density commercial or office
development near the CalTrain depot, improving access to the
CalTrain depot, encouraging mixed commercial-office and a variety of
commercial-retail land uses, encouraging ridesharing and shuttle
services, and paying close attention to pedestrian-oriented building and
site design.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of South San Francisco that based on these considerations, thc benefits of
thc East of 101 Area Plan outweigh thc unavoidable adverse environmental
effects and, therefore, thc adverse environmental effects arc considered
acceptable.
I hereby certify that the foregoing resolution was regularly introduced
and adopted by the City Council of the City of South San Francisco at the
regu] ar meeting held on the 27th day of Jul v ,1994,
