CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
COMMENDING JAMES LEE DATZMAN
Retirement
July 1, 1960 to August 13, 1993
WHEREAS, James Lee Datzman was born and raised in San
Francisco and graduated from Riordan High School, went on to attend
City Colkege of San Francisco to study Criminology, and received a
Bachelor of Arts degree in Business Administration and a Master of
Arts degree in Public Administration from Golden Gate University;
and
WHEREAS, Jim met and married Sandra in 1966 and raised sons
Jeff and Eric in South San Francisco; and
WHEREAS, son Jeff is following his father's example and
footsteps, joins the Vacaville, California Police Department on
September 1, 1993 and will have his badge pinned on by a proud
father during the swearing in ceremony; and
WHEREAS, Jim joined the South San Francisco Police Department
on July 1, 1960 as a Dispatcher; became a Police Officer; rose
through the ranks and served as a Sergeant, Lieutenant and Captain;
and
WHEREAS, on July 6, 1974, Jim was appointed Chief of Police to
cap an already distinguished local law enforcement career; and
WHEREAS, under Jim's leadership as Police Chief, eighteen
major departmental programs were implemented which have enhanced
the Police Department's relationship with the community and
enhanced the effectiveness of public safety in South San Francisco.
Most significant among these programs are:
The Police Service Technician Program,
established in 1977, which provides civilians
with training for non-hazardous field
activities thereby relieving sworn personnel
for critical police service delivery; and
The Career Development Proqram, providing for
increased promotional opportunities for
employees; and establishing career tracks for
the ranks of Police Officer II, Sergeant,
Lieutenant and Captain; and
The Explorers Program, allowing high school
students to volunteer in assisting Policemen
in a myriad of duties thereby gaining valuable
law enforcement experience and encouraging the
consideration of law enforcement as a future
career opportunity; and
Planning assistance in the establishment of
the North County Pre-detention Facility,
designed to provide safe, adequate holding
space for prisoners booked in North San Mateo
County; which effort resulted in San Mateo
County's recognition of its responsibility to
provide equitable criminal justice services to
the Cities of North San Mateo County; and
The establishment, in 1984, of a model County
Narcotics Task Force to identify and implement
strategies to effectively deal with problems
of illegal drug/narcotic activities on a
regional basis.
WHEREAS, Chief Datzman's professional affiliations have
included: The San Mateo County Police Chiefs Association, to which
he was elected President in 1983; The North Peninsula Family
Alternatives Program - Youth Service Bureau, of which he was a
founding member in 1975, and is currently an active Advisory Board
member; The College of San Mateo, Administration of Justice Program
Instructor since 1983; and membership in the South San Francisco
Rotary Club since 1975.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of South San Francisco commends Police Chief James Lee Datzman
for his dedication to serving this community through thirty-three
exemplary years of professional law enforcement services, and
recognizes Chief Datzman's forward looking, aggressive leadership
in developing one of San Mateo County's most respected Police
Departments.
BE 2T FURTHER RESOLVED that the City Council wishes to express
its gratitude and acknowledgment of Jim Datzman's personal,
generous contributions of time and talent to promote the general
well-being of the community at large through his involvement in
various civic efforts both in South San Francisco and throughout
San Mateo County. The City Council further expresses its sincere
best wishes for continued and much deserved professional and
personal success in future years and truly hopes that the best is
yet to come for this exemplary public servant.

introduced and adopted by the City Council of the City of South San
Francisco at a re§u]ar meeting held on the 25th day of
Auaust , 1993 by the following vote:
