HomeMy WebLinkAboutReso 136-1993 RESOLUTION NO. 136-93 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION OF THE CITY OF SOUTH SAN FRANCISCO ADOPTING THE CITY GOALS AND OBJECTIVES WHEREAS, the Mayor and City Council have completed a strategic planning process, which included input from and discussion with the City's Executive Management staff, and consensus was ultimately reached on a City Mission Statement, Three-Year Goals, and One-Year Objectives for 1993-94; and WHEREAS, it is the intent of the Mayor and City Council to adopt these Goals and Objectives that further the City's Mission Statement, not only to establish policies and priorities, but also to 5nform the City staff, citizenry and taxpayers of the City's focus and priorities. NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Council of the City of South San Francisco hereby adopt the following as the City's MSssion statement: The City of South San Francisco is committed to providing quality services in a cost-effective manner to meet the changing and diverse needs of our community whi2e preserving our historical heritage. BE IT FURTHER RESOLVED that the following are the three-year objectives to further the Mission Statement: Ach£eve financial stability AchSeve a commitment to internal and external customer service Provide and focus resources to do the job Manage special improvement projects AND BE IT FURTHER RESOLVED that the first year objectives for FY 1993-94 are as follows: Goal: Achieve Financial Stability 1993-94 Objectives: A® By January 1, 1994, the City Manager will present a preliminary set of options for an updated economic development strategy, including the hospitality industry. Be By January 31, 1994, the Finance Director will present to the City Council multi-year financial projections for use in developing 1994-95 budget policies. Co By May 31, 1994, the Assistant City Manager, working with the Incentives Task Force (appointed by Assistant City Manager) will develop an initial report on an incentive program to reward cost savings, including better utilization of personnel and improve service delivery and present it to the City Council for their consideration. Goal: Achieve a Commitment to Internal and External Customer Service FY 1993-94 Objectives: ae By December 1, 1993, the City Manager will define customer service and share it with the Council and department heads. By March 1, 1994, the City Manager working with the Permit Planning Task Force (including City Council Subcommittee Bob and Jack in the info loop), will have a plan in place to streamline the permit process. Ce By April 1, 1994, the City Manger and Personnel Director wil2 develop a plan to train the employee workforce in public contact skills to present to Council for their consideration. De By June 30, 1994, each department head will develop and present to the City Manager a plan that identifies internal clients, accesses client needs and begin to develop strategies to meet client needs with an evaluation by the end of the following year by the client department. By June 30, 1994, the City Attorney will create a customer complaint and problem solving mechanism, and present it to the City Manager. Fe By June 30. 1994, the Personnel Director will establish an EvaLuation Task Force to review the current evaluation process (including forms and information available to managers) and make recommendations to improve it to the City Manager, including issues of accountability, creativity and problem-solving. Goal: Provide and focus resources to do the job FY 1993-94 Objectives: ae By ~ebruary 1, 1994, a Telecommunications Task Force, appointed by the City Manager, will conduct a study of citywide telecommunications (e.g.: faxes, modems) needs and make an initial report to the City Manger. Be By February 1, 1994, Parks, Recreation and Community Services Director will complete an assessment of facility maintenance needs including ADA. Ce By March 1, 1994, each department will identify additional and available resources, e.g.: inventory list and their needs for resources. De By March 30, 1994, the Assistant City Manager and Finance Director with input of staff will develop a replacement plan for equipment (other than vehicles) for Council and City Manger consideration for the budget. Goal: Manaqe Special Improvement Projects Fy 1993-94 Objectives: ae By November 15, 1993, City Attorney and Assistant City Manger will conclude negotiations with the School District on property negotiations. Be By November 30, 1993, the City Council will determine the desLgn, concept and assignment for the Corporation Yard. Co By November 30, 1993, the Public works Director will develop and implement a regular information updating process about the special projects for the City Council. De January 30, 1994, the Orange Park Project Manager, working with Corporation Yard Manger, will coordinate the Corporation Yard Project and have a plan for Orange Park that is not contingent on it, but will keep the Orange Park construction on schedule. Ee By January 30, 1994, the City Engineer will determine a complete definition and project management plan for the Corporation Yard. Fe By January 30, 1994, the City Council will decide a definite funding plan for the Corporation Yard. Ge By January 30, 1994, the City Council will decide the design concept for the City Hall and Grand Library project (including temporary office space) based on recommendations fron City Council Subcommittee. He By January 30, 1994, the City Engineer will determine a timetable for design and construction of the City Hall and Grand Library project (including temporary office space). 3 By February 28, 1994, Public Works Director will review the CIP and make recommendations for revision to the City Council. Se By March 1, 1994, City Engineer will have the Noise Insulation Project operational. AND BE IT FURTHER RESOLVED that the City Manager is directed to prepare & monthly update on progress toward these objectives, for review at a regular meeting of the City Council each month. AND BE IT FINALLY RESOLVED that it is the intent of the Mayor and City Council to review these goals and objectives near the end of each fiscal year and establish the next year's objectives in furtherance of the City's Goals. I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a re§u]ar meeting held on the 10th day of November , 1993 by the following vote: AYES: Councilmembers Jack Draqo, Joseph A.
