Management and Confidential - Project Read Coordinator Police Association - Computer Systems & Network Specialist Police Property Evidence Specialist NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco that: 1. The position of Project Read Coordinator is established to be included in the Management and Confidential Compensation Group wi~h the job specifications as set forth in Exhibit "A", attached hereto. 2. The positions of Computer Systems & Network Specialist and Police Property Evidence Specialist are established to be included in the Police Assocation Compensation Plan with the job specifications as set forth in Exhibit "A" attached hereto. Fernekes ATTEST: ~k ~~ RESOLUTION NO. 20-94 January 1994 COMPUTER SYSTEMS AND NETWORK SPECIAI.I.S'T CITY OF SOUTH SAN FRANCISCO DEFINITION Under direction, to oversee the operations the Unix computer network and to ensure the optimum performance of the system at all times. This is a single-position, civilian classification in the Police Department, assigned to the 911 communications center. The Depa:tment operates a network of computer systems serving the needs of local law enforceme.~t and the fire service. The network supports more than 250 users and 100 terminals and printe:s at one primary location and five remote sites. The system is used for computer aided dispatching and records management in a mission-critical, 24-hour environment. It is also used for o~fice automation tasks such as word processing and electronic mail. DISTING-)ISHING CHARACTERISTICS Incumbent must be a highly motivated individual with good oral and written communication skills. The public-safety computer network includes multiple mid-size computers running different versions o_-' the Unix operating system several "X-windows" terminals, and many asynchronous ASCII ter-ninals. The devices are connected with each other by an Ethernet network using TCP/IP protocols. The network is connected by the Bay Area's Police Information Network, the State's CLEFS and C J-IS systems and the FBI's National Crime Information Center. The work schedule may vary depending on the needs of the City. SUPERVZSION RECEIVED AND EXERCISED General supervision is provided by the Communications Bureau Commander and the Communications Systems Manager. Incumbent provides technical assistance to users of the computer systems. ESSENTIAL AND RELATED FUNCTION STATEMENTS: Essential ~d other important responsibilities and duties may include, but are not limited to the following: De~ermine what are considered normal conditions for each machine and constantly monitor overall load. Tune system parameters by setting resource limits, controlling execution priorities and destroying runaway processes. Monitor and manage the system's finite disk resources (disk usage, file size, core film). Protect file systems against file corruption, hardware failures and user errors via a planned backup schedule. If a file corruption occurs, identify the reason and correct it. Prepare for the eventuality of a system crash by having bootable disks, printed records of the file systems and a mirror image of the system on tape. Upgrade them as needed. Add disks, memory and network communications hardware. Configure new hardware, modems, terminals and network equipment. Configure and mar age print queues and printers. Adc new devices to the network and update address tables on existing ones. Configure terrr inals, printers, modems, multiplexers, terminal servers and other data corr municafions equipment. Troubleshoot data communications problems. Use a data protocol analyzer (datascope) and other test equipment to diagnose network malfunctions. EnsJre information confidentiality by limiting file and system access. Prevent security problems by detecting possible unauthorized access in the network. Monitor all files and programs that would allow an intruder to gain access to the system. Work with data encryption and access control lists. Adc~ and delete individual user accounts and groups. Create initialization files for new users. Tailor user files according to specific needs. Restore from backup tapes, files that users have accidentally deleted or corrupted. Create and manage global user aliases table. Assist with implementation of application software. Consult with various Police and Fire Departments personnel to determine their technology requirements. Assist in determining software application needs. Ens ~re that local and remote files are available to users. Manage the entire network and mai-~tain its harmony, ensuring a consistently reliable network, as well as timely transmission and routing of data. MINIMUk~ QUALIFICATIONS: Work effectively in the fast pace of a modem organization with systems that help the City deliver high quality police and fire protection. Read and write scripts and programs using Unix tools and utilities such as 'awk', 'sed', ~grep~, etc. Work independently and irregular schedule. - Work with Police and Fire Departments personnel. Revised: January 1994 PROJEC~ READ COORDINATOR CITY OF' $OU'I'H SAN FRANCISCO DEFINi~ON Under direction, to coordinate the formation and delivery of services of an effective volunteer- based literacy tutoring program offered through the libraries of South San Francisco, Daly City, and the co mty branches of Pacifica and Millbrae and to do related work as required. DISTINGOIY;IIING CHARACTERISTIC.,g Incumbent will be responsible for the administration and coordination of the Project Read Program. Responsibilities include the overall program management for the volunteer-based literacy tutoring program and overseeing the formation and delivery of services performed by a team effort. Such assignments require experience in project management, including the abilities listed below. SUPERVISION RECEIVED AND EXERCISED Direction :_s provided by the Library Director. Responsibilities of a Project Read Director include the direct or indirect supervision of Project Read staff including the Tutor/Student Coordinator, Office Manager, any additional special project staff, and volunteers. SUPERVISION RECEIVED AND EXERCISED Direction is provided by an Investigation Bureau Sergeant, and personnel normally assigned the task to gather and process physical evidence at crime scenes. Has responsibility for the functional supervision of any technical or clerical assistants who may be assigned to the property/evidence section.
