HomeMy WebLinkAboutReso 73-1993RESOLUTION NO. 73-93 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION APPROVING INTERIM FUNDING FOR FISCAL YEaR 1993-1994 FOR THE CITY OF SOUTH SAN FRANCISCO AND ADOPTING CORRESPONDING APPROPRIATIONS WHEREAS, the City Council has considered estimates of revenues from all sources, and estimates of expenditures required for the proper conduct of the activities of the City of South San Francisco for the Fiscal Year 1993-94; and WHEREAS, fiscal conditions have required additional time for development of budget priorities; and WHEREAS, the State of California has indicated its intention to make 'ap some of its revenue shortfall by raiding a significant portion of those City revenues; and WHEREAS, the actions of the State have created a great deal of uncertainty with regards to the amount of revenue which will be available to the city; and WHEREAS, the City Council is not willing to make a final commitment on the 1993-94 Operating Budget until the confusion created Dy the State is cleared up; and WHEREAS, it is the intention of the City Council to grant interim spending authority to allow for the continued orderly operation of the City for a period of sixty (60) days; and NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of South San Francisco that it finds: 1. Interim spending authority is hereby granted for a period of sixty (60) days from July 1, 1993 through August 29, 1993 to allow for the continuation of operations of the City, its various departments, boards, authorities, agencies and commissions. 2. Ail amounts necessary for the continued operation of City Government for the sixty (60) day period set forth in paragraph 1 are hereDy appropriated for expenditure. Such appropriation shall be based upon the 1992-93 Operating Budget in a ratio of 365 to 60. 3. Ail annual contracts, leases and obligations previously entered into and agreed to by the City may be renewed. The funds necessary to finance such renewals are hereby appropriated. 4. Any monies received during Fiscal Year 1993-94 as a consequence of a grant application approved by the City Council are hereby appropriated for the purposes for which the grant has been approved. Such appropriation includes authorization for the City Manager ~o expend such monies and for the Finance Director to make payments therefor in accordance with the terms and conditions and for the purposes of the grant. 5. The Director of Finance is hereby authorized and directed to distribute the appropriations, transfers, and reserves to the various accounts of the City in accordance with generally accepted accounting practices and consistent with the approved budget. 6. The Director Finance is hereby authorized and directed to rollover any outstanding encumbrances from Fiscal Year 1992-93 into Fiscal Year 1993-94. 7. The Director of Finance is hereby authorized and directed to rollover unencumbered appropriations from grants received in 1992-93 or prior years if so allowed under the terms of the grant. 8. The Director of Finance is hereby authorized and directed to rollover unencumbered appropriations from Fiscal Year 1992-93 for the computer acquisition program. 9. The Director Finance is hereby authorized and directed to reappropriate unencumbered appropriations from Fiscal Year 1992-93 for uncompleted capital improvement projects. 10. The staffing levels for each department contained within the 1993-93 operating budget are hereby approved for a period of sixty (60) days. 11. Consistent with the limitations set forth herein any and all expenditures for, and agreements relating to, the programs and materials described in the budget, may be expended or entered into under au'thority of or by the City Manager, are hereby approved and authorized, and payments therefor may be made by the Director of Finance. I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a regular meeting held on the 23rd day of June , 1993 by the following vote: AYES: NOES: ABSTAIN: ABSENT: Councilmembers Jack Drago, Joseph A.
