A RESOLUTION FINDING AND DETERMINING THE
NEED FOR CHANGES OR MODIFICATIONS TO THE
UNIFORM FIRE CODE. 1991 EDITION
REAS, Section 17958 of the Health & Safety Code requires

THEREFORE, BE IT RESOLVED by the City Council of the City
San Francisco that pursuant to the requirements of Health
Code §17958.7 and Government Code §50022.4, the City
finds and determines there is a need to adopt the following
modifications to the Uniform Fire Code 1991 Edition,
L1 Code Chapter 15.24) by reason of local conditions:
Administrative Changes.
Section 2.111, Violations and Penalties, is restated in
light of Government Code §50022.4 to conform with other
Municipal Code provisions. Similarly, Section 3.105,
Abatement of Hazards provides for summary abatement and
the imposition of cost assessments. Section 4.109,
Permit Fees is replaced by the City's master fee
schedule. Section 4.110, Authority to Require Exposure
or to Stop Work deals with inspection procedures. These
changes are administrative rather than technical in
nature.
Changes related to Fire Safety Procedures and Protection.
Section 10.108 Large Family Day Care Home Fire Drills,
Section 10.109 Abatement of Fire or Panic Hazards,
Section 10.507 Automatic Fire Extinguishing Systems, and
Section 11.201 Accumulation of Waste Material are
modified for climatic and topographical reasons. The
City on an average experiences an approximate annual
rainfall of 18 to 20 inches. This rainfall can normally
be expected between October and April· During the summer
months, some light precipitation can be anticipated.
Coupled with the above, the City has sharp gusty winds
which occur regularly throughout the year. The wind and
predominantly wooden residential structures create a
recognizable fire situation. The City has terrain that
ranges from flat to inclines of 45 degrees. The traffic
congestion caused by the heavy influx of the working
public, in addition to its over 50,000 residents, causes
serious concern. Due to the conditions, the Fire
Department may not have as rapid a response to some
areas. It becomes necessary to mitigate these problems
by taking preventive measures and by requiring additional
built-in automatic fire protection and alarm systems to
detect the problem and control fire until suppression
unit arrival.
Section 10.514. Buildings greater than 4 stories but
less than 75 feet in height.
Since the Uniform Fire Code does not contain provisions
to deal with taller buildings and since the State
provisions do not consider a structure a high-rise if it
is less than 75' in height, this provision is added to
address what would otherwise be a gap in fire prevention
requirements.
BE T FURTHER RESOLVED that the City Clerk is hereby directed
to cause a copy of this resolution, together with the ordinance
making th changes or modifications to the Uniform Fire Code., 1991
Edition, to be filed with the State Department of Housing and
Communit Development.
