HomeMy WebLinkAboutReso 121-1992RESOLUTION NO. 121-92 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA RESOLUTION AUTHORIZING PARTICIPATION IN THE HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS PROGRAM (HOPWA) AND DESIGNATING THE CITY AND COUNTY OF SAN FRANCISCO AS APPLICANT FOR THE SAN FRANCISCO ELIGIBLE METROPOLITAN AREA WHEREAS, existing housing and supportive service programs are insufficient to meet the needs of people living with human immunodeficiency virus (HIV); and WHEREAS, the Cranston-Gonzalez National Affordable Housing Act established a Housing Opportunities for Persons with AIDS (HOPWA) Program administered by the U.S. Department of Housing and Urban Development; and WHEREAS, the San Francisco Eligible Metropolitan Area, consisting of the County of Marin, the City and County of San Francisco, and the County of San Mateo, is eligible for a formula grant from the HOPWA program; and WHEREAS, in order for the San Francisco Eligible Metropolitan Area to qualify for a HOPWA formula grant, at least one-half of the Community Development Block Grant (CDBG) entitlement communities in the Eligible Metropolitan Area, representing a majority of the total population of the CDBG entitlement communities within the Eligible Metropolitan Area, must designate a local government as an eligible applicant to administer HOPWA on behalf of the Eligible Metropolitan Area; and WHEREAS, the City Council of the City of South San Francisco desires ~o encourage inter-jurisdictional cooperation for the planning and provision of HIV-related services; and WHEREAS, the City and County of San Francisco, through its Department of Public Health and its Mayor's HIV Health Services Planning Council, has exhibited a spirit of regional cooperation by voluntarily sharing its Ryan White Comprehensive AIDS Resources Emergency (CARE) Act funding allocation with Marin and San Mateo Counties. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of South San Francisco that it hereby designates the City and County of San Francisco to serve as the eligible designated applicant for the Fiscal Year 1992 appropriation for the Housing Opportunities for Persons with AIDS Program (HOPWA) on behalf of the San Francisco Eligible Metropolitan Area and authorizes the City and County of San Francisco to administer all aspects of the Fiscal Year 1992 HOPWA grant on behalf of the San Francisco Eligible Metropolitan Area. BE IT FURTHER RESOLVED that the City of South San Francisco hereby designates the San Mateo County AIDS Program to advise the City and County of San Francisco about the use of HOPWA funds within San Mateo County I kereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the city of South San Francisco at a reQu]ar meeting held on the 9th day of September , 1992 by the following vote: AYES: Councilmembers Jack Draqo, Joseph A.
